The Twenty Second Regular Meeting Medford, Massachusetts June 18, 2013
City Council
Robert A. Maiocco, President Frederick N. Dello Russo, Jr., Vice President Paul A. Camuso Richard F. Caraviello Breanna Lungo-Koehn Michael J. Marks Robert M. Penta Council President Robert A. Maiocco called the Twenty Second Regular Meeting of the Medford City Council to order at 7:00 P.M., at the Howard F. Alden Memorial Auditorium, Medford City Hall.
ROLL CALL SALUTE TO THE FLAG RECORDS
The Records of June 11, 2013 were passed to Councillor Lungo-Koehn. MOTIONS ORDERS AND RESOLUTIONS 13-550-Offered by President Maiocco Be It Resolved that Sen. Jehlen and Rep. Garballey be contacted on behalf of the residents abutting Mystic Valley Parkway from Ravine Rd to the Winchester line to have the appropriate state Dept remove all the trash and dead trees cut and removed, an area that has not been cleaned in recent years, in the interest of public safety. 13-551-Offered by Councillor Penta Be It Resolved that in light of the recently revealed fact(s) that Medford's public access channel 3 has been incapable of broadcasting as required by their contract agreement and their continued receiving of cable tv subscriber's monthly payments for such community broadcasting that they have failed to do, the City Solicitor along with the Mayor seriously review the option of terminating Medford's agreement with channel 3 and go out for a public bid proposal to have a well trained and professional group of cable and station personnel be solicited in the interest of having a credible and community 1
based, public access station that abides by the rules of order, accepted accounting practices, minutes retention and a board of directors that can account for all station activity by way of a recorded vote. On August 5, 2009 retired Justice Judge Marie Jackson wrote in her City of Medford paid for findings and recommendations review of Channel 3 on page 11 of her report, ... " a preliminary vote of "no confidence" should be filed with the Board as a formal notice of deficiencies in their contractual responsibilities. Should the Board continue to be noncompliant, the City may wish to take additional actions to ultimately terminate the MCC contract." It is obvious that Channel 3 and its' working personnel since the writing of Judge Jackson's report have failed to live up to their contractual responsibility and that Judge Jackson's recommendation should be seriously entertained in the best interest of all paying Comcast and Fios cable TV cable subscribers.
