From the Secretary, APPSC, Hyderabad Lr.No.86/RT/1/2013, dated 16.01.2013. ****** ORDER: It has been brought to the notice of the Government that Sri E. Madhusudhan, Deputy Executive Engineer, Irrigation & C.A.D. Department while working on deputation as Deputy Executive Engineer & I/c University Engineer, S.V. University, Tirupathi has committed a number of irregularities viz, misuse of funds, non-settlement of advances, suppression of files and manipulation of records. 2. In the reference 1st read above, disciplinary action has been initiated against Sri E. Madhusudhan, Deputy Executive Engineer by way of issuing article of charges. Subsequently, additional article of charges were also issued to Sri E. Madhusudhan, Deputy Executive Engineer in reference 2nd & 3rd read above. 3. In the reference 4th read above, orders were issued by appointing Sri A. Surya Babu, Superintending Engineer, Irrigation Circle, Chittoor as Inquiring Authority to conduct a regular enquiry into the charges framed against Sri E. Madhusudhan, Deputy Executive Engineer. 4. In the reference 5th read above, the Inquiring Authority has submitted enquiry report stating that all the charges framed against Sri E. Madhusudhan, Deputy Executive Engineer, GNSS Circle, Srikalahasti are held as proved. (PTO)

::2:: 5. In the reference 6th read above, while enclosing a copy of enquiry report, Sri E. Madhusudhan, Deputy Executive Engineer has been directed to submit his explanation if any on the findings of the Inquiring Authority. Since, no explanation has been received from the delinquent officer, Government have taken a provisional decision, to dismiss Sri E. Madhusudhan, Deputy Executive Engineer from service for his proven irregularities and also to recover the unsettled advances to a tune of Rs. 96,31,950/- from him. 6. In the reference 7th read above, Sri E. Madhusudhan, Deputy Executive Engineer has been directed to show cause as to why he should not be dismissed from service for his proven irregularities besides recovery of the unsettled advances for an amount of Rs. 96,31,950/- from him by invoking RR Act. 7. In the reference 8th read above, the charged officer viz, Sri E. Madhusudhan, Deputy Executive Engineer (U/s) has submitted his explanation. 8. After careful examination of the explanation of the charged officer, it has decided to dismiss Sri E. Madhusudhan, Deputy Executive Engineer (U/s) from service for his proven irregularities in execution of the certain Civil Works under Sri Yogi Vemana University, Kadapa and also to recover the unsettled advances to a tune of Rs. 96,31,950/- from him, as his explanation is not convincing. 9. In the reference 9th read above, the Secretary, A.P. Public Service Commission has been requested to place the above proposal of the Government before the A.P. Public Service Commission and communicate its concurrence on the above proposal of the Government. 10. In the reference 10th read above, the Secretary, A.P. Public Service Commission has informed that the Commission has agreed with the above proposal of the Government. 11. Now, therefore, in exercise of the powers conferred under clause (x) of rule 9 read with sub-rule (i) of rule 25 of A.P. Civil Services (Classification, Control & Appeal) Rules, 1991 read with G.O.Ms.No.2, General Administration (Ser.C) Department, dated 04.01.1999, and G.O.Ms.No.25, General Administration (Ser.C) Department, dated 03.02.2004, Government hereby order to dismiss Sri E. Madhusudhan, Deputy Executive Engineer(U/s) from service for his proven irregularities in execution of the certain Civil Works under Sri Yogi Vemana University, Kadapa and also to recover the unsettled advances to a tune of Rs.96,31,950/- (Rupees Ninety six lakhs thirty one thousand nine hundred fifty only) from Sri E. Madhusudhan, Deputy Executive Engineer (U/s) by invoking RR Act. A. Copy of the reference 10th read above is herewith enclosed. 12. The Engineer-in-Chief (AW), Irrigation & C.A.D. Department, Hyderabad shall take necessary action in the matter accordingly and acknowledge the receipt of the order.
