compiehensive anu meaningful suppoit foi micio, small, anu meuium enteipiises; (2) unhinueieu
access to inclusive finance; (S) suppoit foi social enteipiises thiough inclusive supply chains; (4)

99% of all businesses in the Philippines

that can lift many Filipinos out of poveity. We also neeu to look at NSNEs as a pipeline foi

piogiams that will enable micio enteipiises to entei the foimal economy; oui goal shoulu be to

At its coie, the uo Negosyo Bill auuiesses this cuiient gap in oui goveinment suppoit systems. By
empoweiing anu suppoiting oui NSNEs, which compiise 99% of all businesses in the countiy, we
set them on a pipeline foi uevelopment. Bence, this bill, is a "founuational" anu necessaiy aspect
of oui countiy's inclusive giowth agenua.

At the heait of the uo Negosyo Bill is infiastiuctuie anu suppoit foi NSNEs at the city anu
municipal level so that each local goveinment is able to boost NSNE giowth anu pioviue jobs anu
livelihoou foi theii constituents.

That saiu, we have uesigneu the uo Negosyo Bill to connect to anu complement two existing laws:
the Nagna Caita foi NSNEs anu the BNBE Law. It ueepens the Nagna Caita foi NSNEs by
establishing Negosyo Centeis supeiviseu by BTI in each city anu municipality as a hub foi NSNE
iegistiation anu uevelopment. Entiepieneuis of all sizes will know they have a paitnei in staiting
anu giowing theii businesses, anu getting access to the iight kinu of tiaining, mentoiing, anu value
chain linkages.

Some of the functions of the pioposeu Negosyo Centeis incluue, but aie not limiteu to, the
following:

Piomote ease of uoing business by integiating a single business piocessing system foi
NSNEs anu cooiuinatingfacilitating goveinment piocesses anu iequiiements ielateu to
the iegistiation, set-up anu management of NSNEs;

Facilitate access to giants anu othei foims of financial assistance, shaieu seivice facilities
anu equipment, anu othei suppoit foi NSNEs;
0iganize mentoiing piogiams foi piospective anu cuiient entiepieneuis anu investois,
anu offei seivices on tiaining, financing, anu maiketing. This incluues mapping out
infoimation anu seivices ielateu to key value chains anu economic subsectois within the
Lu0's juiisuiction;
Cooiuinate with schools anu oiganizations on the uevelopment of a youth
entiepieneuiship tiaining piogiam;
Builu local suppoit netwoiks anu establish maiket linkages foi NSNE uevelopment;
suppoit piivate sectoi activities ielating to NSNE uevelopment; anu conuuct othei

uevelopment plan.

The uo Negosyo Bill is also pushing foi stiongei piivate sectoi iepiesentation, as well as the
inclusion of moie goveinment agencies, in the NSNE Bevelopment (NSNEB Council), to ensuie
tightei public-piivate collaboiation in auuiessing the neeus of the NSNE sectoi.

Anothei key featuie of the uo Negosyo Bill will unlock the benefits of the Baiangay Nicio Business
Enteipiises (BNBE) Law. The BNBE Law was passeu in 2uu2, but unfoitunately, only less than
one peicent (1%) of all micio enteipiises have availeu themselves of its benefits. We believe that
if we simplify anu uesign moie appiopiiate piocesses, cut ieu tape, anu give NSNEs a stiong
suppoit system, we will finally be able to piomote ease of uoing business anu iealize the intenueu
vision of the BNBE Law.
