Academic Year 2008-2009
CONSTITUTIONAL AMENDMENT OF 2008

CONSTITUTION AND BY-LAWS OF THE STUDENT EXECUTIVE BOARD

PREAMBLE

We, the representatives of the students of San Beda College Alabang High School, lawfully covened, in
order to establish a government that shall embody their ideals, conserve and develop the patrimony of the
school, promote the general welfare of its students and contribute to the creation of a community based
on peace, liberty, and moral justice, imploring the aid of the Sovereign Legislator for the attainment of
these ends, have voted, decreed, and sanctioned the following.

ARTICLE I – GENERAL PROVISIONS

Section 1 - The organization shall be called and be known as the Student Executive Board
(SEB) of San Beda College High School Department.

Section 2 - The SEB shall hold office as their headquarters in a room within the Student
Activity Center (SAC) or the Prefect of Activities Office (POA).

Section 3 - The Student Executive Board is composed of student leaders elected large by the
student body.

Section 4 - The SEB shall be the highest-ranking organization and decision-making body of
students in so far as the activities and the welfare of the student body are
concerned.

Section 5 - This body represents the entire studentry. They coordinate the students’ high
school activities both co-curricular and extra-curricular, which are geared towards
their holistic development.

Section 6 - The SEB shall be the umbrella organization composed of all duly recognized
clubs and organizations of the High School Department.

Section 7 - The SEB shall coordinate and organize activities within the campus.

Section 8 - The SEB has the power to organize activities with other schools.
ARTICLE II – OBJECTIVES

Section 1 - To draw and develop the potentials of the student body for Christian leadership.

Section 2 - To maximize the growth of the high school students in school.

Section 3 - To enable the students to have a direct share in planning their lives in school,
inside and outside the classroom.

Section 4 - To protect the legitimate rights and promote the welfare and interest of the
students.

Section 5 - To establish a closer working interpersonal relationship and create a true


atmosphere learning between the administrators, faculty, service, personnel,
parents, alumni/alumnae and the student body.
Section 6 - To assist in the internal and external activities of all recognized clubs and
organizations.

Section 7 - To hold symposia, study circles, seminars and other activities that are geared
towards lifting the intellectual level of consciousness and strengthening the
commitment of the students to their social, spiritual and academic responsibilities.

Section 8 - To foster greater social awareness by means of social action projects.

Section 9 - To work for the students’ development as Filipino, Christian and Benedictine in
orientation.

Section 10 - To issue rules and regulations for student welfare subject to the approval of the
administration.

ARTICLE III – MEMBERS AND COMPOSITION OF THE SEB

Section 1 - The members of the Student Executive Board are:


a. Executive Committee (ExeCom)
b. Level representatives
c. Board Members
Section 2 - A. The Executive Committee (ExeCom), shall be composed of the following
SEB officers, namely:
a. President
b. External Vice-President
c. Internal Vice-President
d. Secretary
e. Treasurer
f. Auditor
g. Public Relations Officer (PRO)
B. Level Representatives
The Level Representatives are those who are two (2) out of the candidates
(minimum of 4 maximum 6) who have garnered the highest votes per year
level.

C. Board Members
The Board Members are those who are not given official positions in the
Student Executive Board’s Executive Committee (ExeCom) and as Level
Representatives.

The Board Members may be assigned to the different committees.

ARTICLE IV – GENERAL QUALIFICATIONS

Section 1 - A. A residence of at least one (1) year in the High School Department of San
Beda College Alabang precious to the election with the exception of 1 st Year
Students.

B. Must not be under any disciplinary probation (no demerits). No grade lower
than 82% in conduct.

C. Must remain a grade of not lower than 80% in all subjects during their term.
Officers and Members of the SEB shall submit a copy of their report cards
quarterly to the auditor.

D. Must have shown in the past leadership capabilities.

E. Must be the example to others following school rules and regulations.

F. Should not hold any of the major positions in any class and in any recognized
organizations.

Section 2 - The President and the External Vice-President of the Executive Committee
(ExeCom) shall be incoming seniors with two (2) consecutive years of residency
in the SEB.

Section 3 - The Internal Vice-President, Secretary, Treasurer, Auditor and PRO shall either
be incoming Junior or Senior students.

Section 4 - The Level Representatives shall be composed of two (2) representatives from
each year level.

Section 5 - If the need arises, the External Vice-President would consult.


ARTICLE V – DUTIES AND FUNCTIONS OF THE EXECUTIVE COUNCIL

Section 1 - Executive Committee (ExeCom)


 The Executive Committee shall manage the SEB which maximizes the growth
of the students in the high school.

 The Executive Committee shall analyze the present and the future aims, needs
and requirements for quality education of San Beda College Alabang and shall
for its development in coordination with the administration.

 The Executive Committee shall determine the general policies for the Student
Executive Board.

 All affairs, powers and authority of the SEB shall be under the direction of
and managed by the Executive Committee, which shall be elected for a term
of one school year.

 The incoming Executive Committee shall prepare the master plan of all
activities for the incoming school year in coordination with the Prefect of
Activities.

 The Executive Committee is empowered to remove any member of the SEB


from the office when, in judgment of the council as expressed by two thirds
(2/3) vote of the members present at its regular meeting, such member shall be
deemed incapable of discharging the duties if his office, or shall be found to
have neglected or refused to do the same. This is when the members of the
council are more than half of the total number of the officers.
Section 2 - The President shall be the Chief Executive Officer (CEO) of the SEB. He/ She
shall:
 have direct supervision and control of all undertakings of the SEB

 preside over all the general meetings of the Executive Committee and all
general management of the business of the SEB, and shall see that all order
and resolutions are carried into effects;

 be disqualified to head any other organization with the high school aside from
the SEB except in special cases to be determined by the adviser;

 be the official representative of the students of the High School Department;


 have the power to create committees, appoint committee heads and delegates
such duties and responsibilities as may be necessary;

 not hold chairmanship in any other committee with the Student Executive
Board; and

 represent the Student Executive Board as a whole.

N.B. The President is a non-voting member of the board. However, in


case of a tie, he/she shall be given a chance to break the tie, if such
condition exists after due deliberation and re-voting of the board.

Section 3 - The External Vice-President shall:

 perform duties of the President inside the campus during absence of


incapacity of the latter;

 will take care of all affairs concerning the Club Council of Leaders (Col);

 shall represent the school in outside activities;

 shall be in charge of disseminating information to the council regarding


student discipline in coordination with the Prefect of Students;

 shall be the head of the general elections; and

 perform such other duties that the President may delegate to him/her.
Section 4 - The Internal Vice-President shall:
 assist the President in the letter’s administrative functions;

 shall be in charge of checking on the programs of the different committees of


the council;

 should have a meeting at least once with the Level Representatives concerning
affairs of each batch;

 shall be the head of the 1st year elections; and

 perform such other duties that the President may delegate him/her.
Section 5 - The Secretary shall:
 be in charge of taking down the minutes of every meeting;
 shall manage and keep documentation of the SEB;

 shall work with the PRO in maintaining the bulletin board;

 shall be assigned to head or be part of different committees and activities; and

 perform such other duties that the President may delegate him/her.
Section 6 - The Treasurer shall:
 prepare the budget of all activities of the SEB;

 shall submit all financial reports at the end of each quarter to the President and
adviser of the SEB;

 shall be responsible for all material purchases of the SEB and disbursements
and receipts thereof;

 shall be assigned to head or be part of different committees and activities; and

 perform such other duties that the President may delegate him/her.
Section 7 - The Auditor shall:
 assist the Treasurer in the preparation of the budget of all the activities of the
SEB;

 assist the Treasurer in the preparation of all financial reports to be submitted


at the end of each quarter to the President and adviser of the SEB;

 checks and balances the budget proposals for activities;

 shall collect the report cards every quarter for monitoring;

 shall be assigned to head or be part of different committees and activities; and

 perform such other duties that the President may delegate him/her.
Section 8 - The PRO shall:
 serve as the official spokesperson of the SEB;

 shall be the one disseminating current issues and information gathered outside
the school;

 shall manage all the information dissemination system of the SEB and High
School Department;
 shall work with the Secretary in maintaining the bulletin board;

 shall be assigned to head or be part of different committees and activities; and

 perform such other duties that the President my delegate him/her.


Section 9 - The Level Representatives per year shall:
 act as the spokesperson/representative of their year levels;

 coordinate activities of their respective year levels;

 disseminate the necessary information to their respective batch at least once a


week or on emergency meetings if necessary;

 meet with the Internal Vice-President at least once a month, giving him/her
reports of what had transpired in their previous meetings with the Council of
Leaders of their respective batch;

 represent the Council of Leaders during the board meetings and thus, may
voice out any feedbacks from them;

 coordinate all Homeroom Presidents to cooperate with each other and to


render service to the SEB during special operations, projects or activities;

 take up surveys, through the Class Presidents regarding the problems and need
of the students;

 always be informed of whatever plans/activities a class would want to


undertake;

 shall be assigned to head or be part of different committees and activities; and

 perform such other duties that the President may delegate him/her.
Section 10 - The Board Members shall:
 shall be the supporting body of the SEB;

 shall be assigned to head or be part of different committees and activities; and

 perform such other duties that the President may delegate him/her.
ARTICLE VI – COMMITTEES

Section 1 - The SEB shall maintain the following committees:


a. Education Committee (ECOM)
b. Physical Development Committee (PDC)
c. Outreach Committee (OC)
d. Council of Leaders (COL)
Section 2 - The Education Committee (ECOM) shall:
 Form a truly Benedictine community within the campus;

 be composed of an elected head, assistant head and its members;

 establish and implement projects such as the Advocacy Board, Peer-Tutoring


and other projects that will develop the intellectual abilities and hone the
talents of the students;

 assist and support the administration in the implementation of the school


policies regarding academics; and

 perform such other duties that the President may delegate him/her.
Section 3 - The Physical Development Committee (PDC) shall:
 form a truly Benedictine community within the campus;
 be composed of an elected head, assistant head, and its members;

 spearhead the planning and development of the physical arrangement of the


school; and

 perform such other duties that the President may delegate him/her.
Section 4 - The Outreach Committee (OC) shall:
 form a truly Benedictine community within the campus;

 be composed of an elected head, assistant head and its members;

 be the leg of the Community Involvement Center in implementing programs;

 take charge of the outreach projects of the school in coordination with the
Community Involvement Center;

 perform such other duties that the President mat delegate him/her.
Section 5 - Council of Leaders (COL) shall:
PER CLASS

 establish connections to Class Presidents, Advisers and their colleagues;

 tackle common problems within each section per batch;

 bridge the gap between the SEB and the students; and

 acknowledge the presence of the SEB as one of the working committees for
each batch.

PER BATCH
 make it easier for the SEB and the other working committees to launch
projects for the High School community;

 help build batch spirit and unity among batch mates;

 gather comments and/or suggestions for the batch and also for the SEB;

 manage or help in problems and/or activities such as scandals, conflicts and


fund raising programs;

 screen class officers if they are performing their job well and also the
establishment of temporary class officers for the students to have time to
know their classmates well for the election of permanent class officers –
(during the start of classes);

 support the different school programs and projects of the school; and

 perform such other duties that the President may delegate him/her.

ARTICLE VII – MEETING OF THE STUDENT EXECUTIVE BOARD

Section 1 - A. Body
 Special meeting of the body may be called at anytime by the President of
the executive Committee upon consultation and/or instruction from the
Prefect of Activities.

 At the meetings of the body, one half plus one of the total members of the
body shall constitute a quorum for the transaction of business.
Section 2 - B. Executive Committee
 At least a meeting in a month for the purpose of transacting any business
presented, the meeting shall be subject to the call of the President of the
Executive Committee.

 Special meetings of the Executive Committee may be called anytime by


the President and the External Vice-President upon consultation and/or
instruction from the Prefect of Activities.

 At all meetings of the Executive Committee, seven (7) members shall


constitute a quorum for transaction of business.
Section 3 - C. Board Members
 Meetings subject to the call of the Executive Committee upon consultation
and/or instruction from the Prefect of Activities whenever the need arises.

ARTICLE VIII – ACCOUNTABILITY OF THE STUDENT EXECUTIVE BOARD

Section 1 - The Executive Committee and Board Members shall serve with the highest degree
of responsibility, integrity and efficiency and shall be accountable to the students.

ARTICLE IX – VACANCY

Section 1 - After impeachment or resignation, rules of vacancy would apply to all elected
officers and members of the SEB.

Section 2 - In case of vacancy of position for the Executive Committee the other candidate
who ran for that position shall take in place.

Section 3 - In the case of vacancy of position for the Level Representative the next candidate
with the highest number of votes should take in place.

Section 4 - In the case of vacancy for the Board Member, the ExeCom would screen possible
applicants from the outside for replacement.

ARTICLE X – IMPEACHMENT

Section 1 - Impeachment applies to all members of the SEB.

Section 2 - Any Officer or Member of the SEB may be removed or suspended from the office
by a vote of majority of all the officers of the Executive Committee (ExeCom)
and members of the SEB on any of the following:
a. conviction of any willful and gross violation of the constitution;
b. gross neglect of duty; and
c. misuse of funds.
Section 3 - If an ExeCom Member or Level Representative breaks any condition of Section 1:

FIRST OFFENSE
 They will be permanently removed from the position.
SECOND OFFENSE
 They will be permanently removed from the Student Executive Board.
Section 4 - If a Board Member breaks any condition of Section 1:

FIRST OFFENSE
 They will be under probation.
SECOND OFFENSE
 They will be permanently removed from the Student Executive Board.
ARTICLE XI – RESIGNATION

Section 1 - Resignation applies to all members of the SEB.

Section 2 - For the resignation of ExeCom Members to be valid, the President, the SEB
adviser, and the principal has the power to approve or reject the said resignation.

Section 3 - For the resignation of the Level Representatives and Board Members to be valid,
the President and the SEB adviser has the power to approve or reject the said
resignation.

Section 4 - By the time approved, refer to Article IX, Vacancy.

ARTICLE XII – ELECTION

Section 1 - First Year Elections


a. In the case of the election of 1 st year Level Representatives, decisions and
rulings will be under the office of the Internal Vice-President with the
assistance of the President and the External Vice-President.

b. The applicants would be screened by the 3rd year Electoral Board.

c. Once screened, the 3rd year Electoral Board will select the possible Level
Representatives. (refer to Article III Section 2 B)
d. Term of office of 1st year Level Representatives would start a day after the
election.
Section 2 - General Elections
a. In the case of the SEB general elections, all decisions and rulings will be
handled by the External Vice-President with the assistance of the President.

b. The applicants would be screened by the 4th year Electoral Board.

c. Once screened, the 4th year Electoral Board will select possible Level
Representatives and ExeCom Officers.

d. Once selected, candidates for Presidency will assign for positions of External
Vice-President and below.

e. Term of office of SEB would be effective during the turn-over at the


Leadership Training Seminar (LTS).

ARTICLE XIII – AMENDMENT OF THE CONSTITUTION AND BY LAWS


Section 1 - The amendment of the Constitution and By Laws of the SEB shall be governed by
the following guidelines:
a. It can only be changed once every academic year. If there is a need for a
subsequent amendment, only the adviser would be in the position to decide.

b. An amendment should be proposed in a form of petition containing the


following:

b.1. rationale
b.2. objectives
b.3. advantages/disadvantages

c. The outcome of the state of the amendment is to be decided upon by the


Executive Committee through a votation.

c.1. The approval of the amendment shall be decided by a majority vote


which consists of two-thirds (2/3) of the quorum.

(refer to Article V Section 2 N. B.)


This Constitution shall take effect immediately upon its ratification by a majority of the votes
cast, held for the purpose and shall supersede all previous Constitutions.

The foregoing proposed Constitution of the Student Executive Board was approved by the
Executive Committee of Academic Year 2008-2009 on the twenty-first day of October, Two
thousand and eight, and accordingly signed on the Thritieth day of June, Two thousand and eight
at the Student Activity Center, SEB headquarters, Christ the King Building, San Beda College
Alabang, Alabang Hills Village, Muntinlupa City by the members of the Executive Committee
and its consultants whose signatures are hereunder affixed.
