The provinces of Cavite and Laguna (CALA) is now considered as one of the most industrialized and urbanized areas in the country. Both have been home to international and multinational electronic, semiconductor, automotive and manufacturing companies. They also serve as catchment area for the residential population from Metro Manila. This rapid growth and development, however, resulted to traffic congestion in major road networks in the area, particularly in Aguinaldo Highway, Governors Drive, and Sta. Rosa-Tagaytay Road. The CALA Expressway is then aimed to provide a more convenient and faster route to/from Metro Manila to CALABARZON Region (CAvite, LAguna,BAtangas, Rizal, QueZON) and it is expected to: a) Decongest traffic on existing road network in CALA area; b) Reduce travel time from CALA are to Metro Manila and vise-versa; c) Serve as connector from the existing and operational CAVITEX and SLEX; and d) Improve competitiveness of Region IV-A/CALABARZON as an investment destination. In view of this, the Department of Public Works and Highways (DPWH) is inviting local and international companies to prequalify to bid to finance, design, construct, operate, and maintain the CAVITE-LAGUNA EXPRESSWAY Project (Project). The Project is a 4-lane 47 Km close-system tolled expressway connecting CAVITEX and SLEX, consisting of: 1. Cavite Section. Financing, design, construction, and operations and maintenance of 28.9Km from terminus of CAVITEX in Kawit, Cavite going southward to Aguinaldo Highway in Silang, Cavite. 2. Laguna Section. Operations and maintenance of 18.1Km from Aguinaldo Highway going eastward to SLEX Mamplasan Exit in Laguna.
The international competitive public bidding for the Project will be conducted in accordance with the procurement rules and procedures for public bidding set out in the Philippine BOT Law (Republic Act No. 6957, as amended by Republic Act No. 7718) and its Revised Implementing Rules and Regulations (2012) (Revised IRR). The Two-Stage/Two-Envelope System for the open solicitation of bids under the BOT Law will be applied. In this process, Bidders are first pre-qualified based on minimum legal, technical and financial requirements set by the DPWH. Only Bidders who pre-qualify shall be permitted to submit their bids for the Project.

The Instructions to Prospective Bidders and the Information Memorandum will be available at the Office of the Secretariat of the Special Bids and Awards Committee (SBAC) BOT-PMO, 3rd Floor, DPWH Building, Bonifacio Drive, Port Area, Manila, Philippines, for distribution to interested parties for a nonrefundable fee of One Hundred Thousand Philippine Pesos (PHP 100,000.00), payable in cash or managers check issued by a bank in the Philippines made out to the DPWH, with Telephone No. (632) 304-3149 and 3043148. Only persons who have purchased the Invitation Documents shall be allowed to participate in the bidding process. Interested Documents Operations Drive, Port advised. parties must submit all Qualification not later than 2:00 pm on June 10, 2013 at Room, 2nd floor, DPWH Building, Bonifacio Area, Manila, Philippines, unless otherwise

The DPWH reserves the right to reject any or all Qualification Documents, declare a failure of bidding, and not award the contract for any justifiable and reasonable ground where an award will not redound to the benefit of the DPWH or the Government of the Philippines.
