Inter-Greek Council Constitution
Article I-Greek Objectives
We consider any fraternity or sorority part of this Inter Greek Council (IGC) responsible for individual and group contributions that complement and enhance the mission of the University. As Greek letter organizations we hold ourselves to values and principles as outlined in our individual rituals, these standards must manifest themselves not only in proclamation, but in our actions that define our community.
Article II Membership
Section 1. Membership in the Inter-Greek Council of the University of the Sciences in Philadelphia shall be granted to all eligible undergraduate Greek Organizations represented on campus. Eligibility is therefore defined as recognized by the IGC and College Administration as a member Greek Organization. This membership is of a permanent nature, unless deemed otherwise by the Inter-Greek Council. All on campus organizations will have to maintain membership of at least 1 active member to remain in good standing with IGC and Student Life. City wide organizations need to maintain 2 active members on USPs campus. The current recognized organizations of the IGC are Alpha Delta Theta, Alpha Phi Omega, Alpha Sigma Tau, Delta Epsilon Psi, Delta Phi Epsilon, Delta Phi Omega, Delta Chi ,Delta Chi Psi, Kappa Epsilon, Kappa Phi Gamma, Pi Lambda Phi, Sigma Beta Rho, Sigma Phi Zeta, Upsilon Sigma Phi, Phi Delta Chi, Phi Kappa Psi, and Omega Chi Psi, and Sigma Psi Zeta.
To remain in good standing with Student Life organizations will need to: Each organization must complete a designated number of service hours each semester. This designated number is equal to 2 x the number of actives listed on the official roster turned in at the start of each semester. Each organization must contribute to at least one philanthropy cause. A current copy of the organizations insurance certificate is on file (when it expires, a new one should be turned in). An accurate roster of active members is turned in to the Assistant Director of Student Life within the first two weeks of each semester and includes name, major, and ID number. Recruitment and NME plans are turned in and on file prior to assigned deadline. (information to be released to organizations during the fall semester) Each organization must be in compliance with the IGC Constitution and By-laws.
2 Each organization must not have violated the Risk Management and Party Policy during the current academic year. Each organization must meet a minimum group GPA of 2.5. Each organization must submit a scholarship program. Each organization must have consistent representation at IGC meetings. Each organization must have at least 10% of members participate in the Greek Welcome Week events, including Luggers and Tuggers and the social event that week. (this goes into affect the fall of 2009) Each organization must hold at least one event during the academic year that is open to the whole Greek community
Section 2. Petition of New Greek Organizations Any group wishing to petition the IGC as a new member must complete the following: 1. Apply for Conditional Petitioning Status with IGC. This consists of submitting a list of 10 interested members or double the number of members on the organizations executive board, whichever is greater (This consists of submitting a list of at least 10 interested members by a member of the group outside of the University of the Sciences campus, unless the organization is being started nationally at the University of the Sciences.), to the Assistant Director of Student Life, and requesting a vote at an IGC meeting. 2. Begin the colony process post IGC conditional approval with your national organization (If petitioning for a local organization, students must meet with the Assistant Director of Student Life to review policies) 3. Select and obtain approval of a faculty advisor (minimum of two professional status years at USP).
Section 2a. IGC Membership Package Requirements 1. Letter of recognition of colony status from affiliated national office. 2. Copy of constitution, bylaws, new member education and risk management policy 3. Copy of insurance certificate, or timeline for obtaining insurance 4. Membership list with (name, year and major) minimum of 1 members (all of which are) in good standing with the University (academic and student conduct). 5. Faculty advisor statement including contact information and position on supporting the chapter. 6. The group has to have organized at least one on-campus event. This event can be in conjunction with another organization that is recognized on campus and must be approved by the IGC Executive Board and the Assistant Director of Student Life. 7. The group must cross a new line or have a new member class in process before they can petition for full membership. 8. The group must complete and document a designated number of community service hours equal to two times the number of members on the roster of the group. 6.9. Provide at least one philanthropy cause.

Section 2b. Petition Process
1. Once a group has petitioned IGC and been granted Conditional Petitioning Status they: a. Will be assigned an IGC Consult. The Consult acts as a guide through the petitioning process. b. Are able to hold group meetings on campus c. Are able to use the University of the Sciences of Philadelphia name 2. After being granted Conditional Petitioning Status, the Consult and the Group will review and complete the information needed for a IGC Membership Package. a. The IGC Membership Package requirements are listed in section 2b. 3. Once completed, the package should be submitted either electronically or in hard copy to the Assistant Director of Student Life and the IGC President. 4. IGC will schedule a formal vote of the council, within one month, but no sooner than two weeks of the IGC Membership Package submission, to determine membership status in IGC. (The group can petition for full membership status no earlier than onea year after being granted Conditional Petitioning Status. Upon petitioning for full membership, all aspects of the IGC Membership Package must be completed and submitted, either electronically or in hard copy, to the IGC President and Assistant Director of Student Life. Once submitted, IGC will schedule a formal vote of the council, within one month, but no sooner than two weeks after the submission of the IGC Membership Package.)
Section 2c. Voting for New Groups 1. During the IGC meeting where a groups membership is up for vote, the IGC Consult will speak on the groups behalf. All members of the group may be present to answer questions from IGC members. When a motion is made for the vote to take place, the all non IGC representatives will be asked to leave the room. The IGC Consult will contact the group following the meeting to relay the outcome of the vote. 2. Each IGC member group in good standing with IGC and the University has one vote for the purpose of accepting the Groups petition. 3. 50%+1 vote of IGC is required for recognition. 4. Upon acceptance the group will be immediately able to receive all privileges available to IGC members. 5. The Group will be on conditional membership for the period of two semesters in which time they need to maintain good standing or immediately surrender IGC/University recognition and privileges. 6. Upon not receiving recognition the group will receive the following:
4 a. Written explanation of rationale for petition being denied and list of recommendations for resubmission. b. The Group can work with their Consult to work through the recommendations. c. The group has up to one year to resubmit, but no earlier than one month after IGC vote. d. The group may not petition more than two times per semester (once a semester) and no more than three total times. e. If the group has not received recognition after the third petition, the group must wait a period of at least five years before they can petition for recognition again.
Section 3. Groups Petitioning to Recognize a City-Wide Chapter 1. A group may request to have a city-wide chapter recognized on USPs campus through the following process: a. 3 or more potential members may request a vote to be recognized, the vote will take place at the following IGC meeting b. When requesting recognition the members must supply 1. The process by which USP will be added to the city-wide charter 2. Proof of insurance for the chapter and USP members 3. Contact information for the national office 4. Contact information for the local advisor 5. Contact information for the advisors at all schools active in the city- wide organization (including a USP advisor) 6. List of potential USP members 7. Copy of constitution, bylaws, New Member Education and Risk Management policy 2. City-wide chapters have the following rights and responsibilities: a. Representation of at least one member at IGC meetings, and are granted the right to vote. b. Recruiting new members. c. Participate in Greek Week. d. Use of University resources or the University Name. e. Ability to be considered for Individual Greek Awards, but not Chapter Awards. f. Must follow all Risk Management policies for USP, even for events hosted off campus or at other institutions. g. Must have their recruitment plans and NME plans approved by the Assistant Director of Student Life. NME must fit within the IGC expectations with leniency given to the start and end date as long as it remains the same length; however, recruitment can deviate from IGC requirements.
5 Section 4. Inactive and/or Loss of Good Standing Groups 1. A group may become inactive and or/loss of good standing by choice or by decision as deemed necessary by IGC Disciplinary Committee, USP Student Life, National Office or group membership. Groups within this status are subject to losing the following privileges: a. A vote at IGC meetings, but should still attend all meetings. b. Participate in Greek Week. c. Use of University resources or the University Name. 2. Being moved to Inactive status will include the following: a. The period of Inactive status can range from one semester to four years. b. Written explanation of rationale for status and list of recommendations for readmission. c. The Group will work with Assistant Director of Student Life to work through the recommendations. d. The group has to submit on-going progress reports in accordance with the recommendations each semester. e. The group may appeal to Dean of Students after one semester based on progress displayed in submitted reports. f. An organization that fails to meet the expectations of their recommendations for readmission to Active status will loose recognition from the University and will be ineligible to regain Active status. 1. Being moved to Loss of Good Standing includes the following: a. This may be for a period of one day to less than one semester. b. This remedy is in place to address temporary issues such as outstanding dues, IGC representation issues, etc. c. The group will be provided written explanation of rationale for status and remediation items. d. During the time of Loss of Good Standing Status, the groups will surrender all privileges extended to IGC members, unless otherwise specifically stated in writing from the Assistant Director of Student Life. e. A group that fails to remedy the situation within prescribed time will be moved to inactive status.
Article III Greek Individual Membership Eligibility
Section 1: Eligibility for initial membership A. Students are not permitted to rush or join a fraternity or sorority until the completion of one full academic semester at USP. Transfer students are required to show proof of one-semester equivalent (12 credits) at their former institution. B. Students wishing to join a fraternity or sorority must not be on academic or conduct probation. Students must also have: a) completed 12 credit hours, b) have no failing
6 grades for the previous term where they were enrolled with 12 credits or more and c) be enrolled in at least 12 credit hours.
Section 2: Eligibility for continued membership To remain eligible for Greek membership, a student must remain in good academic standing with USP and their individual program. a. Any individual on academic probation may not be active in a Greek organization until they have regained good academic standing.
Article IV Representation and voting
Section 1: Representation A. Two regular representatives per organization must attend all IGC meetingsone being the President of the organization (or someone from the chapter executive board if the president is not available or serves on the IGC Executive Board), the other being someone that the organization chooses as the designated IGC representative. Failure to have any representatives present at an IGC meeting will result in a $10 fine. B. If either of the regular representatives shall vacate his/her office or serve as an IGC officer, another representative shall be appointed to fill the vacancy. Each Greek Organization shall submit two names indicating who shall serve as the regular representatives. These names shall be kept on record with the Inter-Greek Council Secretary and Advisor. C. City-wide chapters must have one representative in attendance; failure to have any representative present at an IGC meeting will result in a $10 fine.
Section 2: Voting A. The representatives of USP chapters shall be empowered by their Greek Organization to speak as a representative for their Greek Organization. This entitles each USP Greek Organization in good standing one (1) vote on all decisions made at all Inter-Greek Council meetings. This holds true as long as the organization is not in violation of the Inter-Greek Council membership requirements. B. Chapters Not in Good Standing, or that are Inactive, may have a voice during IGC meetings; however, they do not have a vote. C. City-wide chapters may have a voice and a vote during IGC meetings. D. All official action taken by the Inter-Greek Council shall be binding on all Greek Organizations.
7 E. Any Greek Organization member may attend any meeting of the Inter-Greek council; however, only the designated representatives can vote. F. The faculty advisor and the Inter-Greek Council officers shall be non-voting members and shall not be considered voting representatives of their respective Greek Organizations. E. Quorum: A quorum consists of two-thirds (2/3) of all Greek Organizations in good standing with the institution and IGC. F. A majority vote will determine all Inter-Greek Council decisions with the exception of the following situations: 1. Amendments: a two-thirds (2/3) vote of the full membership of the Inter-Greek Council shall be necessary for the approval of an amendment of the constitution or bylaws
Article V Meetings
Meetings of the Inter-Greek Council take place on the second and fourth Thursday of each month from 2-3, with the location set by the IGC president or advisor. Special meetings of the Inter-Greek Council may be called by a one-third (1/3) vote of the chapter representatives, or when deemed necessary, by the executive officers or the IGC advisor.
Article VI Duties of the Officers
Section 1: President A. The term of office shall be from April to April of the academic year. B. The president must be in good academic standing with a cumulative GPA of 2.5 or better and have previously served as a regular Inter-Greek representative for at least one (1) semester. C. The Presidents duties are: 1. To conduct all meetings of the Inter-Greek Council, 2. To appoint all committees and their chairperson, 3. To sit as ex-officio member on all committees, 4. To provide guidance and focus to the efforts of these committees and the IGC as a whole, 5. To represent the Inter-Greek Council at designated University activities, 6. During Welcome Weekend speak to incoming students during the week of orientation to inform them of Greek Organizations activities on campus. 7. To be the deciding vote in the case of a tie, 8. To hear all complaints and submit them to the Faculty Advisor and when necessary, call upon the Greek Life Conduct Board
8 9. Assume responsibility personally, or designate someone, to ensure all records of IGC correspondence and activities is being kept for the officer transition process, 10. Co Chair the Constitution Committee 11. Always remain objective and impartial to ensure fairness to all IGC constituents, 12. Respect the dignity of all Greek Organization members and appreciate the diversity of each as well as the diversity of the campus, 13. Consult and meet regularly with the Assistant Director of Student Life, 14. Regularly interact with the University officials so that if a problem arises the IGC president is familiar with and on good terms with the individual(s).
Section 2: Vice President A. The term of office shall be from April to April of the academic year. B. The vice president must be in good academic standing with a cumulative GPA of 2.5 or better and have previously served as a regular Inter-Greek representative for at least one (1) semester. C. The duties of the vice president are: 1. To assist the president in all their duties. 2. To assume the duty of public appearances, if the president is unable to do so, 3. To assume all of the duties of the president, through the end of the term if the president is unable to fulfill them, 4. To be responsible for notifying all Greek representatives of special meetings 5. To be responsible for coordination of recruitment dates 6. Maintain a public Greek events calendar to keep all chapters updated, 7. Chair all standing committees with the exception of the Judicial committee, 8. Consult and meet regularly with the Assistant Director of Student Life 9. Chair the Recruitment committee 10. Motivate others and inspire a common vision among IGC members, 11. Respect the dignity of all Greek Organization members and appreciate the diversity of each as well as the diversity of the campus, 12. Always remain objective and impartial to ensure the fairness to all IGC constituents, 13. Other duties as assigned.
Section 3: Secretary A. The term of office shall be from April to April of the academic year. B. The secretary must be in good academic standing with a cumulative GPA of 2.5 or better and have previously served as a regular Inter-Greek representative for at least one (1) semester. C. The duties of the secretary are: 1. To record attendance and to record the minutes of all regular and special meetings, 2. To carry on all necessary correspondence,
9 3. To obtain rooms for all scheduled meetings and to post a notice of the meetings of the Inter-Greek Council on the bulletin boards in Wilson Hall and other places as appropriate, 4. Distribute IGC Exec Board and General Council minutes at least three working days prior to the next scheduled meeting, 5. Conduct approval of minutes at every meeting, 6. To file a permanent copy of the complete minutes of every meeting in the Office of the Assistant Director of Student Life 7. To be responsible for the distribution and collection of all information forms, 8. Collect agenda items from Exec Board and General Council members and distribute the agenda to all parties at least one working day prior to the scheduled meeting, 9. Consult and meet regularly with the Assitant Director of Student Life, 10. Motivate others and inspire a common vision among IGC members, 11. Respect the dignity of all Greek Organization members and appreciate the diversity of each as well as the diversity of the campus, 12. Always remain objective and impartial to ensure fairness to all IGC constituents. 13. Other duties are as assigned.
Section 4: The Treasurer A. The term of office shall be from April to April of the academic year. B. The treasurer must be in good academic standing with a cumulative GPA of 2.5 or better and have previously served as a regular Inter-Greek representative for at least one (1) semester. C. The duties of the Treasurer are:
1. Responsible for Organization and Allocation of SGA Fiscal Funding 2. To make full accounting for the Inter-Greek Council funds which will be on deposit with the University treasury, 3. To announce the treasurers report at Once per semester prior to dues collection 4. To prepare a budget for the use of the Inter-Greek Council dues before collection
5. To prepare an annual report at the end of their term, 6. To assume the duties of the Secretary if the Secretary is unable to do so, 7. To coordinate notice of fines and to keep accurate records of the fines levied on organizations, 8. Working with the Sergeant Of Arms to collect dues and fines and depositing them to the treasury, 9. Consult and meet regularly with the Assistant Director of Student Life 10. Motivate others and inspire a common vision among IGC members, 11. Respect the dignity of all Greek Organization members and appreciate the diversity of each as well as the diversity of the campus,
10 12. Always remain objective and impartial to ensure fairness to all IGC constituents 13. Other duties are as assigned.
Section 5: Sergeant at Arms A. The term of office shall be from April to April of the academic year. B. The Sergeant at Arms must be in good academic standing with a cumulative GPA of 2.5 or better and have previously served as a regular Inter-Greek representative for at least one (1) semester. C. The duties of the Sergeant at Arms are: 1. To be the chief judicial officer for the IGC, 2. Levy fines for IGC related infractions, 3. Chair of the Greek Life Standards Board and vote in case of a tie,
6. Maintain order at all IGC meetings, 7. Act as constitutional expert at all IGC meetings, 8. Consult and meet regularly with the Assistant Director of Student Life 9. Co Chair the Constitution Committee 10. Motivate others and inspire a common vision among IGC members, 11. Respect the dignity of all Greek Organization members and appreciate the diversity of each as well as the diversity of the campus, 12. Always remain objective and impartial to ensure fairness to all IGC constituents 13. Other duties are as assigned.
Section 6: Chair of Greek Programmer A. The term of office shall be from April to April of the academic year. B. The community liaison must be in good academic standing with a cumulative GPA of 2.5 or better and have previously served as a regular Inter-Greek representative for at least one (1) semester. C. The duties of the community liaison are: 1. Responsible for Greek Week and heading the Greek Week Committee 2. To create and maintain positive atmosphere with the community that enhances the Greek system, 3. Act as primary liaison between the Greek community and the University that seeks interest in forming projects to benefit the community and surrounding residents or university, 4. Consult with the Assistant Director or Student Life regarding any projects, 5. Form service projects that will increase Greek Unity, as well as strengthen the name, 6. Motivate others and inspire a common vision among IGC members, 7. Respect the dignity of all Greek Organization members and appreciate the diversity of each as well as the diversity of the campus, 8. Always remain objective and impartial to ensure the fairness to all IGC constituents,
11 9. Other duties as assigned.
Section 8: Greek Ambassador A. The term of office shall be from April to April of the academic year. B The community liaison must be in good academic standing with a cumulative GPA of 2.5 or better and have previously served as a regular Inter-Greek representative for at least one (1) semester. The duties of the Greek Ambassador are the following C. This positions primary responsibility is to act as a liaison between SGA and IGC and to advocate for all Greek organizations in SGA. D. Must Attend all IGC Eboard and General Meetings Section 9: Faculty Advisor A. The faculty advisor will be the Assistant Director of Student Life or the Director of Students Lifes Representative. 1. To advise and assist the Inter-Greek Council in maintaining its self-governing status, 2. To maintain a sincere interest in the Inter-Greek Council, 3. To act as a liaison between the Inter-Greek Council and the University Administration, 4. To attend all Inter-Greek Council meetings in order to remain aware of the activities and the needs of the Inter-Greek Council. 5. To be available for consultation on the Inter-Greek Council affairs at his/her convenience 6. To oversee and advise any action taken by the Greek Life Conduct Board in conjunction with the Director of Student Conduct
Article VI Elections
Section 1: The election of officers takes place at either the last meeting of the Spring Semester The announcement of elections must take place at least one (1) month prior to elections with nominations beginning two (2) weeks prior to elections. In order to be nominated for an Inter- Greek Council office, the nominee must have previously served as a regular Inter-Greek Council representative for at least one (1) semester.
Section 2: If a vacant office occurs (other than that of president), a special election will take place within a month of vacancy.
12 Article VIII Officer Removal
Officers may be removed by a two-thirds (2/3) vote of the Inter-Greek Council voting membership following a minimum two (2) week probationary period.
Article IX Hazing Activities
The Greek Organizations of the University of the Sciences recognize hazing as defined by the State of Pennsylvania and the University of the Sciences hazing bylaws. The IGC does not condone Hazing by its member organizations.
Section 1: Anti-hazing Law of Pennsylvania as of December 15, 1986 Hazing: Hazing is defined as any action or situation that (1) intentionally, or negligently, endangers the emotional, mental, or physical health or safety of a student or (2) willfully destroys or removes public or private property for the purpose of admission or maintaining membership in any organization or group associated with the University
The term shall include, but not be limited to, any brutality of physical nature, such as whipping, beating, branding, forced calisthenics, exposure to the elements, forced consumption of any food, liquor, drug or other substance, or any other forced activity which could adversely affect the physical health and safety of the individual, and shall include any activity which would subject the individual to extreme mental stress, such as sleep deprivation, forced exclusion from social contact, forced conduct which could result in extreme embarrassment or any other forced activity which could adversely affect the mental health or dignity of the individual or any willful destruction or removal or public or private property.
For the purpose of this definition, any activity as described in this definition upon which the initiation or admission into or affiliation with or continued membership in an organization is directly or indirectly conditioned shall be presumed to be force activity, the willingness of an individual to participate in such activity notwithstanding.
Section 2: University of the Science in Philadelphia IGC Hazing Bylaws adopted 1993. New Member Education programs and activities must not interfere with the rights and activities of others and should always reflect the best interests of the members of the organization it represents and the University Community as a whole. Initiation activities should
13 not interfere with or be detrimental to organization members or prospective members academic performance. Initiation activities therefore shall not be referred to as hell week.
For the purpose of the code, any activity as described above upon which the initiation or admission into or affiliation with a university organization is directly or indirectly conditioned shall be presumed to be a forced activity, regardless of the willingness of an individual to participate in the activity. Any person suffering or witnessing a hazing activity is encouraged to report the incident to appropriate university officials in the Office of Student Life. The principal officer or each university organization shall be responsible for informing pledges and initiated members of the University Hazing Policy.
Penalties for engaging in hazing activities include University sanctions against individuals and organizations, and criminal sanctions under state law. The President, New Member Educator, and the offending member(s) of the organization will be brought to the Student Conduct Board and the University officials if an incidence of Hazing occurs.
Section 3: IGC seeks to abide by all rules set forth by the school and by this constitution, thus necessitating a zero tolerance policy. Any question of hazing by a Greek Organization will be brought to the attention of the Assistant Director of Student Life. To avoid any confusion in hazing policies, especially with public activities, IGC will once a year hold a meeting for all organizations to outline basic New Member Education practices and clarify Hazing Policies.
Article X Disciplinary and Judicial Proceedings This section to be reviewed and changed following the hiring of the new Assistant Dean of Students
The Greek Conduct Board
Section 1: Purpose: The Division of Student Affairs and the University recognize the uniqueness of the Greek Life Community. Based upon this uniqueness matters arising within the Greek community may be handled through the Greek Life Standards Process (GLS). The GLS is based upon the philosophy of encouraging Greek leadership and accountability. It should be noted that the GLS is not a tool to be used by the Greek Community as a method to resolve inter-organizational conflict. In these situations organizations are strongly encouraged to utilize a
14 mediation method to resolve their concerns.
Section 2: Composition: All proceedings shall be limited only to relevant members of the USciences community. Individuals allowed to participate in the process are limited by the guideline set forth by the Student Conduct Policy The GLS Board shall be composed of members of the USciences Greek Community. Each active Greek organization shall appoint (1) one member to the GLS Board. When a matter is brought before the GLS Board the panel will consist of three Greek students and one Greek Advisor. The panel will be chaired by the Sergeant at Arms for IGC. He or she will fully participate in the hearing, but will not have a vote in the final outcome unless there is an evenly spilt panel. The Panel Officer will be the Assistant Director of Student Life (in the event the Assistant Director is the charging party the University Conduct Officer will fulfill this role). The ICG Sergeant At Arms will act as the Sergeant At Arms for all GLS Board hearings, unless a conflict of interest exists, in which case the Assistant Director of Student Life will run the hearing and the Director of Student Conduct will serve as the Panel Officer. Whenever possible, in an effort to eliminate potential bias, board members who belong to an organization that is being brought before the GLS Board, will not be able to hear the case.
Section 3: Process: Individuals who have evidence that an alleged violation by a Greek Organization of either the Student Conduct Policy or Inter-Greek Council standards (IGC) should contact the Assistant Director of Student Life/Greek Advisor.
The alleged violation should be submitted with all supporting information to the Assistant Director of Student Life. Once the Assistant Director for Student Life has all of the information needed he or she will meet with the University Conduct Officer to determine whether the violation pertains to the Universitys Conduct Policy or is a Greek Life matter in violation of IGC Policy (as defined by the IGC Constitution and By-laws) to be adjudicated by the GLS Process.
At this juncture the Conduct Officer may take one of three options: Proceed with a hearing on the matter through Student Conduct Process; or Engage the GLS to review the matter; or Find that the matter is not a matter of conduct and recommend alternative methods be utilized to resolve the matter (i.e. mediation, contacting national offices).
15 If a National Office suspends or revokes a Chapters charter, the University will uphold the decision of the parent organization. Irrespective of the outcome of a National Office Investigation or a criminal justice matter, the University reserves the right to hold an independent and potentially concurrent conduct process.
Student Conduct Process Alleged violations of University policy will be resolved through the standard Student Conduct Process. At the discretion of the University Conduct Officer the alleged violation may be resolved through either the option of a disposition before a hearing, administrative hearing, or a Conduct Board Hearing. If the alleged violation is to be heard by a conduct board the Conduct Officer will strive to have at least one member of the board have knowledge of Greek Life (i.e. member, alumni, or advisor of a Greek Organization).
Greek Life Conduct Process The Complainant will have the opportunity to present any supporting documentation relevant to the alleged violation. Additionally, the complainant may present witness that may add or clarify information related to the alleged violation. If there are multiple witnesses involved who are failing to provide new information materially important to the proceeding the Sergeant at Arms and the Panel Officer my jointly halt the presentation of witnesses. Following the presentation of information by the complainant the Panel and respondent organization will be able to ask questions regarding the information presented.
Following the complainant, the respondent organization will be allowed to respond to the alleged violations through testimony and/or relevant documentation. The respondent organization may also present witnesses to the panel. Again, if the if the information presented by the witnesses becomes repetitive the Sergeant at Arms and Panel Officer may jointly stop the presentation of witnesses. The panel and complainant will be able to ask questions pertinent to the information presented by the respondent organization.
Following the presentation of all information by the complainant and respondent organization all parties to the matter will be excused so the panel may evaluate the evidence. The panel will consider if the respondent organization is more likely than not responsible for the alleged violation.
Once the Panel has determined an outcome all parties will be invited into the hearing room. The Sergeant at Arms will read the determination of the panel. If the respondent organization is found not responsible the panel will be adjourned; if the organization is found responsible there will be the opportunity for the organization to make a character/mission statement. In addition to
16 the organizations statement there may be two additional statements of character given by University representatives.
At the conclusion of these statements all parties will again be excused and the panel will recommend sanctions for the respondent organization. All recommended sanctions are subject to the approval of the University Conduct Officer.
Section 4: Appeals Process
Either the Respondent or Complainant may submit an appeal following a hearing. In order to appeal, the appeal must be based upon one of the following criteria:
Question of New Evidence: Either the respondent or complainant may appeal on questions of new evidence by introducing new evidence that would significantly affect the outcome of the case. Only evidence introduced that was not known at the time of the hearing shall be considered new evidence. evidence that was withheld by the respondent or complainant shall not constitute a question of new evidence and will not be considered upon appeal.
Question of Procedure: Appeals will be considered on the basis of question of procedureby demonstrating that the procedural guidelines established were breached, and that such departure from established procedure significantly affected the outcome of the case.
Question of Sanction: Either the respondent or complainant may appeal the sanction that has been imposed by presenting a statement that explains why the sanction is perceived to be substantially disproportionate to the offense and/or not consistent with the precedent rendered through the Student Conduct process.
Question of Findings: Either the respondent or complainant may appeal if there is evidence that the findings are against the weight of the evidence.
Appeals regarding the outcome of a GLS matter will need to be submitted in writing to the
17 University Conduct Officer within five business days of the hearing date. The University Conduct Officer will review the appeal in conjunction with the Dean of Students and provide a response within ten business days of receipt of the appeal.
The University Conduct Officer may take any of the following actions: 1. Reduce or Increase sanctions found to be substantially disproportionate to the alleged violation. 2. Remand the case for a new hearing. 3. Affirm the original panel decision.
Section 5: Sanctions
When the respondent party is found responsible for violation of IGC policy, sanctions will be assigned. An organization/individual may be required to: Sponsor an educational program for the Greek community that relates to the violation, and have 90% of members attend. Pay fines to cover the costs related to the violations. Plan an activity to make amends for misconduct (i.e. destruction of public property might be repairing damage and helping to clean up or repair a city park) Host national speakers on campus to address relevant issues (organization to cover cost).
Additionally, an organization/individual may be placed on social probation (limited events with alcohol, or all social events) or the organizations recognition on campus may be suspended and/or deactivated. The timing of this suspension will not begin until all organization actions have ceased. If underground activity is reported, the timeline for the suspension begins again. (Significant violations (hazing and alcohol violations that lead to negative outcome) should last until all active members are off campus, so 6 years. Less significant violations (alcohol violations that did not lead to negative outcomes) should last 1-2 years. Minor violations should receive probation.
Article XI Member Dues
Section 1:Cost
18 Dues of $50 for the first 10 people in an organization, and $2 per person for every person over 10 must be given to the Inter-Greek council by each active member Greek Organization to support the Inter-Greek Council Programming and Greek Life promotion. 1. The total amount due will be based on the rosters submitted to the Assistant Director of Student Life 2. Inactive organizations are not responsible for paying dues, as they will be unable to participate in Greek Life activities; however, if they regain active status during the semester, they are responsible to pay a portion of the dues. The Treasure will determine the portion of the dues owed. 3. Organizations Not in Good Standing will pay dues if their provisions for involvement allow them to participate in Greek Life activities
Section 2: Due Date Dues must be paid to the treasurer of the Inter-Greek Council by the second meeting of each semester. Late dues shall be subject to a $10 fine; compounded monthly and voting rights of the organization shall be suspended until payment is made.
Section 3: Fiscal Year The Inter-Greek council fiscal year shall run from July 1 through June 30.

Article I Posting of the Constitution and Bylaws The Constitution and Bylawss of IGC shall be distributed to chapter presidents and IGC representatives at the beginning of the Academic Year and upon any amendments to the bylaws. A copy can be requested at any time from the Assistant Director of Student Life.
Article II Meetings
Section 1: Regular meetings of the IGC shall be held on the second and fourth Thursdays of the month between 2pm- 3pm, throughout the academic year, as long as there are no special college events scheduled on that day at those times.

Section 2: The IGC Secretary shall arrange the time and location of each meeting. A list of all tentative meetings shall be presented to each organization at the first scheduled meeting, which will be held no more than two weeks after the beginning of the semester.
Section 3: Special meetings may be called by the IGC president or the faculty advisor at the written request of the President of any Greek Organization, college administration, or as deemed necessary.
Section 4: When an organization fails to have the proper representative at any meeting they shall be fined as according to Article IV, section 1. of the IGC constitution.
Section 5: If there are repeated absences, or failure to pay fines, the organization shall be subject to Greek Life Conduct Board
Section 6: If any organization is outstanding in paying their fines for more than two weeks, they will lose their right to vote at all meetings, until the fines are paid in full.
Article III Committees
In order to insure the success of the Committee system each IGC Representative shall be responsible serving on at least one committee
Section 1: Social Committee This committee will be Chair by the Greek Programmer The duties shall be to prepare and organize at least one event a semester to promote Intra- Greek fellowship.
Section 2: Greek Week Committee This Committee will be the Chair of the Greek Programmer
20 The duties shall be to plan and organize the events and fundraisers taking place during Greek Week. All Greek Organizations who do not have representatives present during any two Greek Week Committee meetings have lost their right to participate in Greek Week Events.
Section 3: Constitution Committee This is to be Co Chaired by President and Sergeant at Arms The duties shall be to review the Constitution and bylaws of the IGC every year, and revise them as needed by the end of the calendar year.
Section 4: Greek Life Conduct Board Chaired by Sargent at Arms A. The Greek Life Conduct Board shall be the judiciary body of the IGC and as such will make reports and recommendations to the IGC when necessary. B. Membership The Greek Life Conduct Board shall consist of: 1. The IGC Sergeant at Arms as chairperson who votes only in the events of a tie (if the Sergeant at Arms is a member of the groups being investigated, the IGC President will sever as chairperson); 2. One designated member of each organization (this member shall be appointed at the beginning of every semester). C. Duties It shall be the duty of the Greek Life Conduct Board to deal with violations of the Constitution and Bylaws, and other regulations set by IGC. Each organization is required to have one member serve on The Greek Life Conduct Board, and if they do not attend the training meeting, they must pay $10 to IGC. The The Greek Life Conduct Board shall hear complaints against member chapters of the IGC. The Greek Life Conduct Board will be held in a manner similar to a courtroom.
Section 5: Recruitment Committee Must be chair by the Vice President of IGC. This committee is responsible to prepare and execute, Meet the Greek, Round Robin and also recommend recruitment laws and procedures to be voted on by the delegates Article IV Recruitment
21 Section 1: Definition Recruiting- The act of showing an eligible student the advantages of Greek Life and the best points of ones own Greek Organization. Potential New Member/Rushee: A student who has completed 12 credit hours at USP or another institution and meet requirements for Greek membership. Recruitment Event- A scheduled event where an organization can show an eligible student the advantage of Greek Life and the best points of ones own organization.
Section 2. Recruitment Policies
A. Recruitment during the fall semester shall follow an open format. Organizations are encouraged to meet and interact with all students on campus. Bids may be extended to upperclassman at any point in the semester. Bids must be submitted to the Assistant Director of Student Life and approved, prior to extending bids to students.
B. Recruitment during the spring semester shall follow a formal recruitment format: Week 1 of the semester Promotion of Greek Life and the Informational Meeting and Rush Dates No Private Events hosting Potential New Members allowed Week 2 of the semester Informational Meeting for everyone interested in becoming a part of Greek Life to explain the recruitment process Informational Meeting for All Actives to cover recruitment and New Member Education policies (70% of chapter needs to attend) The remainder of Recruitment will be determined on an annual basis and subject to change by the recruitment committee
Section 5. New Member Bid Acceptance A new member can only accept one bid per semester. If the new member does not finish new member education, the member has to wait until the following semester to be eligible for a bid to join another organization. Bids must be handed out at the time provided from IGC and may not be given out any earlier than the time determined by IGC. Any organization violating this policy will be subject to disciplinary action from the IGC.

Section 6: New Member Education Period D. New Member Education (NME) is the period between a new member accepting a bid for membership and being initiated into the chapter. E. From a university perspective, New Members are considered members of the organization of with they are joining from the moment they accept a bid. F. The Assistant Director of Student Life and the department of Student Life will set the policies regarding how NME will operate on University of the Sciences campus. G. NME Policies 3. NME will consist a six week period, if held during the spring semester Spring Break will not count as part of this six week period. 4. NME activities held during the academic week may not interfere with the academic focus of the institutions. As such the following guidelines apply: a) NME activities must end by midnight Sunday-Thursday and 2am on Saturday (for Friday evening activities) 5. Organizations may use weekends for New Member activities f) If a chapter does not use their allotted hours for chapter activities, they may use this time for new members to set their own schedule for events or work. i.e. 2 hours for chapter meeting, 2 hours for NME weekly meeting, remaining 4 hours are up to new members to decide how to use. H. Chapter Responsibilities 1. All Chapters must submit a New Member Education plan and calendar that outlines their NME program to the Assistant Director of Student Life
2. Local Chapters must meet with the Assistant Director of Student Life to create a detailed description of what will take place during all NME activities. This meeting (or meetings if needed) will take that place of the guidance national chapters receive from their headquarters. 3. All Chapters must notify the Assistant Director of Student Life at least two days in advance of all changes to their NME plan. I. Hazing Policies 1. Prior to the start of NME in the Spring active members will receive detailed information about NME Policies that go into more detail than the IGC constitution or the student handbook. 2. Chapters and students are always welcome to ask questions about NME policies and get clarification for the Assistant Director of Student Life.
