Indian Oil Corporation Ltd. invites sealed tenders in Two Parts (Part-I: Techno-commercial bid & Part-
II: Price bid) from bonafide experienced & reputed contractors of financial standing meeting the pre-qualifying
requirements for the job given below.
The bidder may either download tender document from our web site www.indianoiltenders.com free of cost within sale
period or purchase from our office by the submitting tender fees with request letter within sale period. Tender document cost is
exempted for downloaded tender from IOCs Website/ electronic media.

Tender document cost & EMD Shall be paid separately with Techno-commercial bid (Part-I) by crossed Demand Draft /
Bankers Cheque (Issued by SBI, Barauni Refinery Campus)/BG (BG is applicable from Rs. 1,00,000/- or more and it shall be of
RBI schedule Bank ) in favor of Accounts Officer , Indian Oil Corporation Limited, Barauni Refinery payable at RBI scheduled
Bank, Begusarai.
NOTE:
a) Exempted categories for submission of tender cost & EMD: as per MSME Act,2006 ( or Erstwhile NSIC registered
Parties),Central/Sate PSUs and JVs of IOCL
A PRE-QUALIFICATION CRITERIA :
The bidder shall produce documentary evidence for meeting the following pre-qualification criteria along with their
offer.
i) The annual turnover of the bidder during any of the preceding three financial years should be at least ` 563.11 Lac.
ii) The intending tenderer shall furnish to the tender issuing authority proof of their experience of satisfactory
completion of similar nature of works during last five preceding financial years as per following:-

(a) One similar nature of completed work costing not less than the amount equal to ` 469.26 Lac.
OR
(b) Two similar nature of completed works each costing not less than the amount equal to ` 375.41 Lac.
OR
(c) Three similar nature of completed works each costing not less than the amount equal to ` 281.56 Lac

Similar Nature of work is defined as Construction of fixed / floating roof steel storage tank for
hydrocarbon services in any hydrocarbon industries..

B PRE-QUALIFICATION CRITERIA (TECHNICAL):
1) The bidder should have successful construction experience of minimum 02 nos of floating roof type oil storage steel tank
of minimum 20000 KL capacity as per API-650 in petroleum industry in last ten years.
2) The bidder should have experience of design (in house) of minimum 02 nos of floating roof tank of capacity minimum
20000 KL in last ten years. Alternatively, the contractor shall tie up with consultant having experience in the design and
engineering of minimum 02 nos of floating roof tank of capacity not less than 20000 KL.
3) In case a design back up consultant is engaged by the contractor, a copy of the agreement valid for at least 12 months
from the date of issue of notice inviting tender shall be produced by the contractor.
Bidder shall provide documentary evidence i.e. PO copy, user performance certificate, completion certificate, agreement
copy in support of clause sl no. 1 to 3 above for verification, failing which tender documents shall not be issued. Cut off date
shall be counted from the tender opening date.


C OTHER SUPPORTING DOCUMENTS:
1.0

The bidder, except for Public/Private Limited Companies, should have satisfactory character certificate/
antecedent verification issued from the SP office of respective district and bidder shall also submit an affidavit
regarding their non involvement in any criminal case in past as well as at present.

2.0

Along with their offer, respective tenderer shall furnish proof of their experience, financial standing solvency
certificate, audited balance sheet , Partnership Deed with power of attorney copy of the Income Tax Return
duly acknowledged by Income Tax department, etc, shall be furnished.

3.0 Bidder should submit service tax registration certificate, PF number & PAN No. along with the offer.
D TERMS & CONDITIONS:
1. The bidder, who is submitting their offer, shall ensure that they are meeting the pre-qualification
criteria given in the NIT and duly- attested copies of all the supporting documents with regard to the
same shall be submitted along with their offer. Their offer shall be first evaluated with respect to
meeting the pre- qualification criteria. In case not meeting the pre-qualification criteria, their offer shall
be liable for rejection.
2. Tender submitted without EMD is liable for rejection, if applicable.
3. Tender document is non-transferable.
4. Tender Paper shall be issued to the party in whose name & style credentials are submitted & not of his/their
partner (s). Also the credentials of partner (s) working in another name & style shall not be included to the
credentials of the party applying for issue of tender papers.
5. Mere issuance of tender document shall, however, not be construed that the bidder is considered qualified.
6. Tender issuing authority reserves the right to refuse issue of tender document to any party without assigning
any reason thereof.
7. Original tender documents to be signed and returned along with offer. Tenderer (s) or their authorized
representative(s) if they so desire be present during opening. Tenderer should mention Tender No. &
opening date on envelopes failing which tender may be rejected.
8. Tenders/offers may also be sent by post/courier to the office of tender issuing authority. However, IOCL
accepts no responsibility for any loss / delay/ non receipt of offers not submitted in person. Offers received
late/incomplete are liable for rejection.
9. The tender (Both Part-I & II) not sealed properly is liable for rejection. Mere pasting of envelope(s) is
not sufficient. Tender containing price in Technical Bid (i.e. Part-I) is also liable for rejection.
10. Any conditions in any form containing in Price Bid (Part-II) shall be ignored or tender shall be liable for
rejection.
11. Being Two bid tender Part-II of the tenders/offers shall be opened of only those bidders, who are Techno-
commercially accepted on a later date which shall be intimated to Techno-commercially accepted parties in
advance either by telephone/ FAX/E-Mail / put up on Notice Boards.
12. IOCL reserves the rights to accept/ reject any or all offers.
13. Consultants or their subsidiary company or companies under the management of consultant, are not eligible to
quote for the execution of the same job for which they are working as consultant.
14. Any legal dispute shall be within the jurisdiction of local court at Begusarai.
15. If the last date of receiving/ opening of the tenders coincides with a holiday, than the next working day shall
be the receiving/opening date.
16. In case of tie between two or more bidders at L-1 position, all the L-1 bidders should be asked to submit
discount over previous quoted rate in a sealed envelope.
17. Negotiations will not be conducted with the bidders as a matter of routine. However, Corporation reserves
the right to conduct negotiations.
18. All clauses given in NIT shall supersede the clauses given anywhere in tender document.
