SECTION 1: 1.1 BACKGROUND
Project Background
: The Road Construction Department (RCD) of the Government of J harkhand through Government of India has applied for financial assistance in form of a loan from the Asian Development Bank (The Bank) for the J harkhand State Road Project (J SRP), which comprises of rehabilitate and upgrade 311 kilometers (km) of existing Single/ Intermediate lane to Double lane roads from Gobindpur via J amtara, Dumka and Barhet to Sahebganj and Support the GOJ in improving Project Management and enhancing road sector development capacity. The executing agency for J SRP is Project Implementation Cell (ADB Project), Road Construction Department (The Employer). The Road Construction Department is headed by the Secretary.

1.2 Project Description
SMEC International Pty. Ltd, an Australian Engineering Consultancy, in association with SMEC India Pvt. Ltd. and RODIC Consultants Pvt. Ltd. has been awarded the Consultancy Services for Construction Supervision for all four packages for Rehabilitate and Upgradation of 311 kilometers of existing Single/ Intermediate lane to Double lane roads from Gobindpur to Sahebganj via J amtara, Dumka and Barhet, and Support the GOJ in improving Project Management and enhancing road sector development capacity.
: As a first phase, the Government has undertaken to contract four construction packages, having a total length of 311 kms. The size of each package is ranging between 50 and 98 kms. Though the Project will involve improvements to a two lane standard, the land acquisition undertaken by the government is as per the four-lane expansion criteria on taking into account for future expansion needs. 1.3 The Contract with SMEC (International) Pty. Ltd. in association with SMEC India Pvt. Ltd. and RODIC Consultants Pvt. Ltd. was signed on February 24, 2010 by RCD following submission of proposal during September 2009 and first staffs were in place on March 08, 2010. The main objective of this construction Supervision Project is to rehabilitate and upgrade 311 Kms of existing single, intermediate and / or double lane roads from Gobindpur via J amtara, Dumka and Barhet to Sahebganj, and (ii) Support the GOJ in improving project management and enhancing road sector development capacity. Timely completion of the all the construction contracts, with the aid of IT based monitoring of the construction activities is the main them of the Project. Towards the same the Consultant will: -

Establish a high standard quality assurance system aided with IT based quality monitoring so that the results are readily available for needful.

SECTION 2 - PACKAGE 1: GOBINDPUR TO JAMTARA 81 KMS
2.1 ABOUT THIS PROJECT:
LOCATION
The project road starts from Gobindpur & ends up to the J amtara. Majority of project road length traverses through agricultural lands.
ROAD INVENTORY The existing road is a single lane (95%) 3.0m wide bituminous surface & rest (5%) is intermediate lane 5.10 m wide with 1.0 m wide gravel/earthen shoulders on either side. Part of project road passes through rolling terrain. Project road passes mostly through 70% of agriculture land, 20 % of forest land & rest 10 % through barren land.
EXISTING PAVEMENT CONDITION The visual condition of existing pavement out of our visit to 78 km reveals that the project road is in poor condition only few stretches of project road are in good condition. About 95% of road is in poor condition, 5% of road is in a good condition from Km 48.00 to Km 52.20. Faults like Pavement disintegration and pothole has been observed regularly along the entire section. Shoulders are mostly in poor condition. The overall riding quality is not good.
BRIDGES There were 2 Nos. of Major Bridges, 11 Nos. Minor Bridges & 1 RUB.
MAJOR BRIDGES One major bridge at Km 1.700 (over River Khudia), Length: 150 meters; Width: 5.50 meters; Span: 3 Nos. & the second major bridge will be at Km 33.250(over River Karamdiah) Length: 300 meters, Width: 7.00 meters; Span: 12 Nos.
MINOR BRIDGES Most of the minor bridges are old and shall be required to be reconstructed or rehabilitated appropriately. Many places the hand rails/parapets are either broken or not present.
CULVERTS There are 32 Nos. of Slab Culvert & 25 Nos. Pipe Culvert, all are in poor condition. Most of the culverts are old and shall be required to be reconstructed or rehabilitated appropriately. Many places the hand rails/parapets are either broken or not present.
LAND-USE AND ENVIRONS The main land-use along the project road is agriculture. There are few villages along the road. The improvement of intersections in the villages and the provision of bus bays with shelters are necessary.
SOIL CHARACTERISTICS The general nature of soil in the project corridor is gravelly & clay
OBSERVATIONS The road shall be upgraded to 2 lane carriageway. Road geometry needs to be improved to the required standards. Bridges and culverts shall be either rehabilitated or reconstructed.

Tree cutting completed 50 Kms on B/S. Pot holes pre-measurement completed for complete road section. OGL sampling and testing completed from Chainages 6+900 to 69+700 B/S, km 0+000 to 11+200 B/S (J amtara Bypass) Soil sampling from Borrow Areas at Chainages:1+200 - LHS, 1+700 LHS, 1+650 LHS 4+700 LHS, 5+800 LHS, 7+400 - LHS ,7+500 - LHS,8+300 RHS, (J amtara By-pass) 9+200 LHS, 12+210 LHS, 12+500 RHS, 14+400 LHS, 15+250, 17+400, 18+400 and 54 + 900 LHS, at existing alignment are approved for the construction of Embankment & sub grade. Erection of Crusher plant of camp -1 is completed and in Camp-2 in progress, cruising of material at camp-1 crusher is in progress. WMM, plant is completed & operative. Erection & Calibration of Hot Mix Plant is completed and production started. Concrete Batching plant is operative. Transit Mixer, Grader and Excavators have arrived at camp site. Camp -1 is fully operative by means of construction of Laboratory building, Admin, Mess and engineers quarter. All testing equipments have been installed in laboratory.

Contract Price: 2.3.4 The Construction work for Package I (Govindpur to J amtara) consists of constructing 80.780 Kms of two lanes including 11+100 Km. Bypass flexible pavement (including sub layers of GSB drainage layer, WMM layers, DBM layers and a wearing surface BC) New construction will incorporate vertical and horizontal alignment improvements and widening existing cross drainage works.

(b) 11+890, Ch: 12+450 & Ch.44+015 slab culverts are widening in DPR, as per site condition to be reconstructed and provisional approval has been given under additional scope of work. 12+450 converted to pipe culvert.

SECTION 3: PACKAGE II JAMTARA TO DUMKA
3.1 ABOUT THIS PROJECT:
LOCATION The project road starts from J amtara Section Km 0.000 & ends up at Dumka at km 70.496 & Dumka Bypass of 6 35 Kms. Majority of project road length traverses through agricultural lands.
ROAD INVENTORY The existing road is a single lane (80%) 3.0m wide bituminous surface & rest (20%) is intermediate lane 5.50 m wide with1.0m wide gravels/earthen shoulders on either side, all the shoulders are in poor condition. Project road passes through mostly through 70% of agriculture land & rest passes through forest & barren land. Parts of project road passes through rolling terrain. Sharp curves, reverse curves and steep longitudinal gradient below the acceptable standards have been observed at several locations.
EXISTING PAVEMENT CONDITION The visual condition of existing pavement out of our visit reveals that the project road is in average condition only few stretches of project road are in good condition. About 40% of road pavement is in average condition & 60% of road pavement is in a poor condition. Faults like Pavement disintegration and pothole has been observed regularly along the entire section. Shoulders are mostly in poor condition. The overall riding quality is not good.
BRIDGES There were 2 Nos. of Major Bridges & 14Nos. Minor Bridges Major Bridges: One major bridge at Km 5.792 (over River Ajay), Length: 240 meters; Span: 10 Nos. & the second major bridge will be at Km 69.174 (over River Bijapur), Length: 160 meters, Span: 16 Nos.
MINOR BRIDGES Most of the minor bridges are old and shall be required to be reconstructed or rehabilitated appropriately. Many places the hand rails/parapets are either broken or not present.
CULVERTS There are 21 Nos. of Slab Culvert & 50 Nos. Pipe Culvert, all are in poor condition. Most of the culverts are old and shall be required to be reconstructed or rehabilitated appropriately. Many places the hand rails/parapets are either broken or not present.
LAND-USE AND ENVIRONS The main land-use along the project road is agriculture.
SOIL CHARACTERISTICS The general nature of soil in the project corridor is mooram, gravelly and well graded clayey soil all along the stretch has been observed.

4.1 ABOUT THIS PROJECT:
LOCATION The Project road starts from Dumka section km153.00.00 & ends up at Barhet km 251.00 Majority of project road length almost 80 % is covered under dense forest & mountainous terrain.

SECTION 5: PACKAGE IV
BARHET TO SAHEBGANJ 5.1 ABOUT THIS PROJECT:
LOCATION The Project road starts from Barhet section km 251.00.00 & ends up at Sahibganj km 301.00 Majority of project road length almost 80% is covered under dense forest & mountainous terrain. The length of project road is about 50.00 km.
ROAD INVENTORY The existing road is a single lane out of which 40km of length is 3m wide bituminous surface & rest 10 kms is intermediate lane 5.5 m wide bituminous flexible pavement with 0.5m wide gravels/earthen shoulders on either side, all the shoulders are in poor condition. Project road passes through mostly through dense forest & mountainous terrain. Sharp curves, reverse curves and steep longitudinal gradient below the acceptable standards have been observed at several locations.
EXISTING PAVEMENT CONDITION The visual condition of existing pavement out of our visit reveals that the project road is in poor condition only few stretches of project road are in average condition. About 50% of road pavement is in average condition & f road pavement is in a poor condition. Faults like Pavement disintegration and pothole has been observed regularly along the entire section. Shoulders are mostly in poor condition. The overall riding quality is very poor.
BRIDGES There were 02 Nos. of Major Bridges, 15 Nos. Minor Bridges & 2 ROBs
CULVERTS There are 40 Nos. of Slab Culvert & 40 Nos. Pipe Culvert &45 Box Culverts some are in poor condition. Most of the culverts are old and shall be required to be reconstructed or rehabilitated appropriately. Many places the hand rails/parapets are either broken or not present.
LAND-USE AND ENVIRONS The main land-use along the project road is agriculture.
SOIL CHARACTERISTICS The general nature of soil in the project corridor is murrum & gravelly.
OBSERVATIONS The road shall be upgraded to 2 lane carriageway. Road geometry needs to be improved to the required standards. Bridges and culverts shall be either rehabilitated or reconstructed
5.2 Boundary pillar fixing is in progress. 728 Nos of Boundary Pillar is fixed, around 50.00 KM is completed. EXECUTIVE SUMMARY
Traversing 50.00Km and TBM shifting is completed upto 50.00 Km, OGL Completed 47 km. Laboratory construction completed. Staff quarter and Site office construction is completed. Tree cutting is in progress, total 346 No. of trees (Timber) have been cut & handed over to Forest department and 838nos. (khajoor) had been cutted last month and Transportation under progress.
