1) i) Before submission of the online Application Form, the candidate should read this
notification carefully.

ii) On behalf of UGC, the Central Board of Secondary Education announces holding of the
National Eligibility Test (NET) on 28
th
Dec 2014 (SUNDAY) for determining the
eligibility of Indian nationals for the Eligibility for Assistant Professor only or Junior
Research Fellowship & Eligibility for Assistant Professor Both in Indian universities and
colleges. CBSE will conduct NET in 79 subjects (listed under item no. 9) at 89 selected NET
Coordinating Institutions (listed under Item no. 10) spread across the country.

The result of the UGC-NET to be held on 28
th
Dec, 2014 will be made available on the
websites: www.cbsenet.nic.in as and when it is declared. The candidates will not be
individually intimated about their result.
The candidates who qualify for the award of Junior Research Fellowship are eligible to
pursue research in the subject of their post-graduation or in a related subject and are also
eligible for Assistant Professor. The universities, institutions, IITs and other national
organizations may select the JRF awardees for whole time research work in accordance with
the procedure prescribed by them. The award of JRF and Eligibility for Assistant Professor
both OR Eligibility for Assistant Professor only will depend on the performance of the
candidate in all three papers of NET. However, the candidates qualifying exclusively for
Assistant Professor will not be considered for award of JRF. Candidates appearing in NET
should clearly specify in the prescribed Application Form whether they are applying for both
JRF & Eligibility for Assistant Professor both OR only for Eligibility for Assistant Professor.
Candidates who qualify the Test for eligibility for Assistant Professor will be governed by the
rules and regulations for recruitment of Assistant Professor of the concerned universities/
colleges/state governments, as the case may be.
Scheduled Caste (SC)/Scheduled Tribe (ST)/Persons with disability (PWD)/Other Backward
Classes (OBC) (Non-creamy layer), as per the central list of Other Backward Classes
available on National Commission for Backward Classes (NCBC), Government of India
website : www.ncbc.nic.in, candidates will be given such special concessions as may be
decided by the Commission.
2) JUNIOR RESEARCH FELLOWSHIP :
Candidates qualifying for the award of Junior Research Fellowship will be eligible to receive
fellowship of UGC under various schemes, subject to their finding placement in
universities/IITs/institutions. The validity period of the offer is two years w.e.f. the date of
issue of JRF Award Letter. However, in case the candidates who have already joined
M.Phil/Ph.D., the date of commencement of fellowship shall be from the date of declaration
of NET result or date of their joining, whichever is later.
3) CONDITIONS OF ELIGIBILITY :

i) Candidates who have secured at least 55% marks (without rounding off) in Masters
Degree OR equivalent examination from universities/institutions recognised by UGC
(list attached page No. 17 to 41) in Humanities (including languages) and Social
Science, Computer Science & Applications, Electronic Science etc. (list of subjects of
post graduation attached at page No. 42 to 43) are eligible for this Test. The Other
Backward Classes (OBC) belonging to non-creamy layer / Scheduled Caste (SC) /
Scheduled Tribe (ST) / Persons with disability (PWD) category candidates who have
secured at least 50% marks (without rounding off) in Masters degree or equivalent
examination are eligible for this Test.


ii) Candidates who have appeared OR will be appearing at the qualifying Masters
degree (final year) examination and whose result is still awaited OR candidates whose
qualifying examinations have been delayed may also apply for this Test. However,
such candidates will be admitted provisionally and shall be considered eligible for
award of Junior Research Fellowship/eligibility for Assistant Professor only after they
have passed their Masters degree examination or equivalent with at least 55% marks
(50% marks in case of OBC (Non-creamy layer)/ SC/ ST/ PWD (Persons with
disability) category candidates). Such candidates must complete their P.G. degree
examination within two years from the date of NET result with required percentage of

marks, failing which they shall be treated as disqualified.


iii) The Ph.D. degree holders whose Masters level examination had been completed by
19th September, 1991 (irrespective of date of declaration of result) shall be eligible
for a relaxation of 5% in aggregate marks (i.e., from 55% to 50%) for appearing in
NET.

iv) Candidates are advised to appear in the subject of their post-graduation only. The
candidates, whose post-graduation subject is not covered in the list of subjects in item
No. 9, may appear in a related subject.

v) Candidates belonging to OBC (Non-creamy layer)/SC/ST/PWD category are required
to submit attested copy of the category Certificate along with online printout of their
Application Forms (obtained while applying on-line). Other candidates are not
required to submit any certificates/documents in support of their eligibility along with
printout of their Application Form. Therefore, the candidates, in their own interest,
must satisfy themselves about their eligibility for the Test. In the event of any
ineligibility being detected by the UGC/CBSE at any stage, their candidature will be
cancelled and they shall be liable for legal action.

vi) Candidates having post-graduate diploma/certificate awarded by Indian University/
Institute or foreign degree/diploma/certificate awarded by the foreign
University/Institute should in their own interest, ascertain the equivalence of their
diploma/degree/certificate with Masters degree of recognized Indian universities
from Association of Indian Universities (AIU), New Delhi. (www.aiuweb.org)

4) AGE LIMIT & RELAXATION :


(i)Junior Research Fellowship: Not more than 28 years as on 01.12.2014. A relaxation
upto 5 years is provided to the candidates belonging to OBC (Non-creamy layer, as per
the Central list of OBC available on website: www.ncbc.nic.in )/SC/ST/PWD categories
and to women applicants. Relaxation will also be provided to the candidates having
research experience, limited to the period spent on research in the relevant/related
subject of post-graduation degree, subject to a maximum of 5 years, on production of a
certificate from appropriate authority. Three years relaxation in age will be permissible
to the candidates possessing L.L.M. Degree. Total age relaxation on the above
ground(s) shall not exceed five years under any circumstances.

(ii)Assistant Professor: There is no upper age limit for applying for eligibility for
Assistant Professor.

5)EXEMPTION (ELIGIBILITY FOR ASSISTANT PROFESSOR)

i) NET/SLET/SET shall remain the minimum eligibility condition for recruitment and
appointment of Assistant Professors in Universities/Colleges/Institutions. Provided
however, that candidates, who are or have been awarded a Ph. D. Degree in accordance
with the University Grants Commission (Minimum Standards and Procedure for Award
of Ph.D. Degree) Regulations, 2009, shall be exempted from the requirement of the
minimum eligibility condition of NET/SLET/SET for recruitment and appointment of
Assistant Professor or equivalent positions in Universities/ Colleges/ Institutions.
ii) The candidates who have passed the UGC/CSIR JRF examination prior to 1989 are also
exempted from appearing in NET.

iii) For SET Candidates: The candidates who have cleared the State Eligibility Test (SET)
accredited by UGC for eligibility for Assistant Professor held prior to 1
st
Dec 2002, are
exempted from appearing in NET, being eligible to apply for Assistant Professor
anywhere in India. For SET held from 1st Dec 2002 onwards, the qualified candidates
are eligible to apply for the post of Assistant Professor only in the universities/ colleges
situated in the state from where they have cleared their SET.

6) EXAMINATION FEE AND MODE OF PAYMENT :


For General candidates, the examination fee is Rs.450/-; for Other Backward Classes
(Non-creamy layer, as per the Central list of OBC available on website:
www.ncbc.nic.in ), the fee is Rs. 225/- and for SC/ST/PWD candidates, it is Rs. 110/-.
i) The candidates may pay the examination fee either by credit/debit card or through e-
challan generated during the online filling of the application form. In case of e-
challan the payment should be made in the Syndicate/Canara/ICICI Bank. In case the
examination fee is paid through credit/debit card the additional processing charges as
following will also be debited from the credit/debit card of the candidate.
Credit Card:- 1.20% of the examination fee plus the service tax as applicable.
Debit Card:- 0.75% +taxes for examination fee up to Rs.2000

ii) After filling all the details for applying online for NET, the candidate will have the
option to select the mode of payment of examination fee either by credit/debit card or
through e-challan generated during the online filling of the application form
indicating your details therein.

iii) iii) The candidate is required to check the status of fee payment at CBSE website
(www.cbsenet.nic.in) and if the status is OK the candidate will be able to take the
printout of online Application Form (one copy), Attendance Slip (one copy) and
Admission Card (one copy) on separate A-4 size papers. In case, the fee payment
status is not OK the candidates are advised as following :-

If the fee is paid through e-challan by depositing cash in the above
mentioned bank, the candidate should contact immediately the concerned
bank to update his/her fee status on the website.

If the fee is paid through credit/debit card and status is not OK, it means the
transaction is cancelled and the amount will be refunded to concerned
credit/debit card within a week. Such candidates have to pay the fee once
again.

iv) The candidate has to attach the copy of the Bank Challan (in case fee is paid by e-
challan) with the printout of online Application Form which he/she has to submit to
the Registrar/Principal of UGC-NET Coordinating Institution opted by the
candidate.
v) Please note that fee submitted by any other mode like money order, demand draft,
IPO etc. will be rejected. Fee once paid will not be refunded under any
circumstances.
7) SCHEME AND DATE OF TEST :

i) The Test will consist of three papers. All the three papers will consist of only objective
type questions and will be held on 28
th
Dec, 2014 (SUNDAY) in two separate sessions

PaperI shall be of general nature, intended to assess the teaching/research aptitude of
the candidate. It will primarily be designed to test reasoning ability, comprehension,
divergent thinking and general awareness of the candidate. 60(sixty) multiple choice
questions of 2 marks each will be given, out of which the candidate would be required
to answer any 50(fifty). In the event of the candidate attempting more than 50 questions,
the first 50 questions attempted by the candidate would be evaluated.
Paper-II shall consist of 50 objective type compulsory questions based on the subject
selected by the candidate. Each question will carry 2 marks.
PaperIII will consist of 75 objective type compulsory questions from the subject
selected by the candidate. Each question will carry 2 marks.
All the questions of Paper II and Paper III will be compulsory, covering entire
syllabus (including all electives, without options).
The candidate will have to mark the responses for questions of Paper I, Paper II and
Paper III on the Optical Mark Reader (OMR) Sheet provided alongwith the test
booklet.
The detailed instructions for filling up the OMR sheet are given on page 15 and 16. It
may be noted that these instructions to candidate will not be sent to any of the candidate
by post.
PROCEDURE & CRITERIA FOR DECLARATION OF RESULT:

This will comprise of following steps:

Step I: Minimum marks to be obtained in NET for considering a candidate for the
award of JRF and eligibility for Assistant Professor:

The candidates are required to obtain following minimum marks separately in Paper-I,
Paper-II and Paper-III as given below:

Step II: Amongst those candidates who have cleared step I, a merit list will be
prepared subject-wise and category-wise using the aggregate marks of all the three
papers secured by such candidates.
Step III: Top 15% candidates (for each subject and category), from the merit list
mentioned under step II, will be declared NET qualified for eligibility for Assistant
Professor only.

Step IV: A separate merit list for the award of JRF will be prepared from amongst
the NET qualified candidates figuring in the merit list prepared under step III.
It may be noted that the above qualifying criteria decided by UGC/CBSE is final and
binding.

ii) For Persons with Disability (including Visually Challenged candidates) thirty
minutes compensatory time shall be provided separately for paper-I and Paper-II. For
paper-III, forty five minutes compensatory time shall be provided. These candidates, on
their request, will also be provided the services of a scribe who would be a graduate in a
subject other than that of the candidate. CBSE will also provide the Test Booklets of
Paper-I, Paper-II & Paper-III in Braille in those subjects only which are printed in
English or English and Hindi alongwith usual Test Booklets as provided to other
candidates.
The Persons with Disability (Physically Challenged) candidates who are not in a
position to write in their own hand-writing can also avail these services by making prior
request (at least one week before the date of UGC-NET) in writing to the Co-ordinator
of the NET Coordinating Institution. Compensatory time and facility of scribe would
not be provided to other Persons with Disability (Physically Challenged) candidates.
The candidate has the discretion of opting for his/her own scribe or has to request the
Co-ordinator of the Coordinating Institution for the same in writing at least one week in
advance of the test. In such instances the candidate is allowed to meet the scribe a day
before the examination so as to verify whether the scribe is suitable or not. Those
candidates who opt for their own scribe have to produce the scribe before the Co-
ordinator along with her/his certificates of educational qualifications at least one day
before the test.
iii) Syllabus of Test: All questions of Paper-II and Paper-III will be compulsory, covering
entire syllabus (including all electives, without options). Syllabi for all NET subjects
can be downloaded from the UGC Website www.ugc.ac.in and are also available in the
libraries of all Indian Universities. CBSE will not send the syllabus to individual
candidates.

8) IMPORTANT :

The UGC-NET for JRF/eligibility for Assistant Professor will be held at the NET
Coordinating Institutions specified in the list under item No. 10.

11) HOW TO APPLY (APPLICATIONS HAVE TO BE SUBMITTED ONLINE) :

STEPS FOR SUBMISSION OF ONLINE APPLICATION FORM

i ) Candidate seeking admission to the Test (UGC-NET, Dec, 2014) must apply online only on the
CBSE website: www.cbsenet.nic.in

ii ) Before applying Online, the candidates must possess the Scanned passport size photograph in
JPG format of minimum 4kb and less than 40 kb. The dimension of the photograph should be 3.5
cm (width) X 4.5 cm (height).

ii i) After filling all the details for applying online for NET the candidates have to select the option
of payment of examination fee either by credit/debit card or through e-challan generated during
the online filling of the application form indicating your details therein and follow the process as
mentioned under 6 (ii & iii) on page 4.


iv ) Candidates belonging to OBC (non-creamy layer) (as per the Central list of OBC available on
website: www.ncbc.nic.in )/SC/ST/PWD must enclose the attested copy of certificate for the
same.

v ) Candidates seeking age relaxation must enclose the certificate of educational
qualification/research experience entitling the candidates for age relaxation. (for details, please
see Age Limit & Relaxation under item no. 4).

x ii) The envelope containing the Application Form should be superscribed UGC NATIONAL
ELIGIBILITY TEST FOR JUNIOR RESEARCH FELLOWSHIP & ELIGIBILITY FOR
ASSISTANT PROFESSOR, DEC 2014.

x iii) The candidates must affix their recent identical passport size photographs, at the places
indicated, on the printout of Online Application Form and Attendance Slip must sign across
the photograph after it is affixed so that a part of the signature spreads over the Application
Form and Attendance Slip beyond the photograph. Besides, it should be duly attested by the
Head of the University Department/ Principal of the College/Class-I Gazetted Officer.

x iv) In order to avoid last minute rush, the candidates are advised to apply early enough. CBSE
will not be responsible for network problems or any other problem of this nature in submission
of online application during last days.

12) GENERAL INSTRUCTIONS

i) The candidates must read the conditions of eligibility as given at item no. 3 carefully
and must satisfy themselves regarding their eligibility for the Test before filling the
online application and submitting the printout of Online Application Form.

respective NET Coordinating Institutions. Candidates should note that their
candidature is strictly provisional. The mere fact that Admission Card has been
issued at the time of online registration and the candidate is allowed to appear in the

electronic devices etc. are not allowed in the Examination Hall/Room.

xiii) A candidate who does not appear in paper-I, will not be permitted to appear in
paper-II and paper-III.

xiv) Candidates will not be allowed to write any question from the Test Booklet on the
Admission Card or on any other paper.

xv) Those candidates who are not able to find out their seating arrangement/ venue of
Test from the website of the respective NET Coordinating Institution for
appearing in the UGC-NET till 19
th
Dec, 2014, are advised to contact the office of
Registrar/Principal/Co-ordinator of their UGC- NET Coordinating Institutions
from 20

xvi) Candidates should ensure that the signatures appended and photographs pasted by
them in all the places, viz., in their Application Form, Attendance Slip and
Admission Card should be identical and there should be no variation of any kind.

xvii) The candidates in their own interest are requested to retain a photocopy of the
Application Form and Attendance Slip for their record.

xviii) Applications submitted on any other format (including old UGC format) will not
be accepted.

xix) Printout of online application sent directly to the CBSE will not be accepted.

xx) Printout of online Application Form must reach the NET Coordinating Institution
opted by the candidate latest by 25.11.2014.

xxi) Submission of Online Application is mandatory. Hard copies submitted to the NET
Coordinating Institutions without online submission, will not be accepted.

xxii) Application Form must be complete in all respects as per the Notification.

xxiii) All incomplete Application Forms will be rejected.

xxiv) The marks of all the candidates will be uploaded on CBSE website
(www.cbsenet.nic.in) soon after declaration of result. Besides this, CBSE will not
issue any mark sheet to qualified/non qualified candidates.

xxv) The candidates, having any grievances with regard to answer key(s) even after
declaration of result of NET Dec, 2014, may send a written request to the
Executive Director CBSE, H- 149, Sector 63, Noida 201 309 (U.P) supporting
his/her stand with standard books/literature along with a Demand Draft of
Rs.5,000/- in favour of Secretary, CBSE within one month from the date of
declaration of result of NET Dec, 2014 examination. The envelope should be
marked Grievance Regarding Answer Key(s) of NET December, 2014. The
request(s) so received will be placed before the Expert Committee(s) for re-
examination of the answer key(s). In case the answer key(s) is/are found to be
incorrect, the CBSE will process the result in the light of changed key(s) and
qualify the additional candidates for JRF and/or Eligibility for Assistant Professor.
Also, the result of previously qualified candidates for JRF and/or eligibility for
Assistant Professor shall remain unchanged.

xxvi) No candidate will be allowed to leave the examination hall/room before 12.00 Noon
in the 1

session and 4.00 p.m. in the 2
nd
session.

xxvii) The candidate shall have to return the original OMR Sheet of Paper I & II and Paper-
III to the Invigilator before leaving the examination hall/room. However, candidates
are allowed to carry the Test Booklets of Paper-I, II and III along with duplicate
copy (carbon less copy) of OMR Sheet on conclusion of examination.

xxviii) The detailed instructions for the candidates will be uploaded on the CBSE website
www.cbsenet.nic.in during the last week of Nov, 2014. Candidates may please see
the instructions regarding use of Test Booklets, OMR Sheet and Specimen copy of
OMR Sheet from the CBSE website. It may be noted that instructions to candidates
will not be sent to the candidate by post.

xxix) There are no negative marks for incorrect answers.

xxx) The decision of the CBSE shall be final in all matters.

xxxi) All legal disputes pertaining to this Test shall fall within the jurisdiction of Delhi
Courts only

13) ENCLOSURES TO BE SENT WITH THE APPLICATION

The candidates should send the following documents with printout on separate A-4 size

papers of their online Application Form (one copy) and Attendance Slip (one copy) :-

14) CHECK LIST FOR FILLING THE ONLINE APPLICATION FORM

The candidates are advised to ensure the following points before filling the Online
Application Forms:

i) Whether they fulfil the eligibility conditions for the Test as prescribed under the
heading CONDITIONS OF ELIGIBILITY and AGE LIMIT.

ii) That they have filled their CATEGORY, viz., GEN/OBC (non-creamy layer)/SC/ ST/
PWD, in the relevant column correctly.

iii) That they have filled their subject and NET Coordinating Institution and code in the
relevant column correctly.

iv) That the Persons with Disability (PWD) candidates have filled the relevant column in
the Online Application Form. Only PWD candidates have to fill this column and the
others have to leave it blank.

v) Whether they have signed the printout of Online Application Form, Admission Card
and Attendance Slip.
vi) Whether they have enclosed the required documents with the application form before
submission at the NET Coordinating Institution.

vii) Whether they have kept a copy of the submitted documents for their own record.

INSTRUCTIONS FOR USE OF TEST BOOKLET AND ANSWER SHEET (PEN AND
PAPER MODE)
1. The candidates will find the Answer Sheet placed inside the sealed Test Booklet. The seal will be
broken/ opened by the candidates on the announcement by the invigilator and the Answer Sheet
shall be taken out. Do not open/break the seal before the announcement. The candidates should
verify the serial number and series of the Test Booklet with the serial number and series of OMR
sheet. In case of any variation, the Test Booklet and OMR sheet should be immediately returned to
the invigilator for the replacement with another set of same series available in the examination
hall/centre.
2. Side 2 of each Answer Sheet will have a pre-printed Test Booklet Code like A, B, C or D. The
candidates are required to check that the Test Booklet Code pre-printed on Side-2 of the Answer
Sheet is the same as printed on the Test Booklet.
3. The Answer Sheet used will be of special type which will be scanned on Optical Scanner. There will
be two sides of the Answer Sheet.
Side 1 This side of the Answer Sheet contains the following columns which are to be filled
in neatly and accurately by the candidate with Blue/Black ball point pen only. Use
of pencil is strictly prohibited.

EXAMINATION
(i) Out of four alternatives for each question, only one circle for the correct answer is to be darkened
completely with blue/black Ball Point Pen only. For example Question No. 008 in the Test Booklet
reads as follows:

The correct response to this question is (1) Delhi. The candidate will locate Question No. 008 in the
Answer Sheet and darken the circle (1) as shown below:

(ii) Use Blue or Black Ball Point Pen to completely darken the appropriate circle, i.e. one circle for each
entry.
The answer once marked is not liable to be changed. Use of pencil is strictly prohibited. If any
candidate uses the pencil for darkening the answer sheet, his/her answer sheet will be rejected.
(iii) A light or faintly darkened circle is a wrong method of marking and liable to be rejected by the Optical Scanner. So, the circle
should be properly darkened.
(iv) The Correct way of marking is shown below.

(v) If the candidate does not want to attempt any question he/she should not darken the circle given
against that question.
(vi) Please do not fold the Answer Sheet and do not make any stray marks on it.
(vii) ROUGH WORK
The candidate will not do any rough work on the Answer Sheet. All rough work is to be done in the
Test Booklet itself.
(viii) CHANGING AN ANSWER IS NOT ALLOWED
The candidates must fully satisfy themselves about the accuracy of the answer before darkening the
appropriate circle as no change in answer once marked is allowed. Use of eraser or white/correction
fluid on the Answer Sheet is not permissible as the Answer Sheets are machine gradable and it may
lead to wrong evaluation.
If more than one circle is darkened or if the response is marked in any other manner except the
Correct Method shown above, it shall be treated as wrong way of marking and (one fourth)
marks i.e. one mark will be deducted for each question.
(ix) Prior to handing over the Answer Sheet soon after the examination is over, the candidate must sign
the attendance sheet as a proof thereof. The examinee is permitted to carry the Test Booklet.

1. PERSONS REMOVING PAGES FROM THE TEST-BOOKLET DURING EXAMINATION, IMPERSONATING
OR TRYING TO APPEAR IN THE SEAT ALLOCATION PROCESS THROUGH FORGED MEANS WILL BE

2. CANVASSING DIRECTLY OR INDIRECTLY FOR THE ALLOTMENT OF SEATS OR INFLUENCING STAFF BY
