Introduction

ADVOCATES FOR INDUSTRY SOLUTIONS FOR GOVERNMENT

Who We Are
The Nuclear, Biological, and Chemical (NBC) Industry Group is a
non-profit organization of 130-plus member companies that are
dedicated to providing solutions for the military defense against
chemical, biological, nuclear, radiological, and high-yield
explosive (CBRNE) weapons of mass destruction (WMD);
domestic preparedness against WMDs; and meeting the
requirements of the Chemical Weapons Convention and other
related treaties around the world.
What We Do
The NBC Industry Group is committed to:
Informing and educating the general public as well as Federal,
State, and local Governments on NBC defense matters relating to
combating WMDs, combating terrorism, and homeland security;
Advancing the development of NBC defense capabilities that
enable U.S. Armed Forces to carry out their global and domestic
responsibilities; and
Advancing the development of NBC defense capabilities that
enable Federal, State, and local Governments to protect U.S.
citizens and critical infrastructure from, and to respond to the
effects of terrorist CBRNe incidents.

Our History
In 1994 Congress established the Chemical and Biological Defense
Program (CBDP) to allow support and capabilities for the U.S.
Armed Forces to fight and win decisively in chemical, biological,
radiological, and nuclear environments. In order to achieve
national security objectives the Congress, Department of Defense,
and industry have worked in concert to develop and field an
appropriate portfolio of capabilities to provide effectiveness in
current and emerging CBRNE threat hazard environments.
The NBC Industry Group was formed in 1996 to provide a voice
from the CBRNE industrial base that could be heard in both the
Department of Defense and in Congress. The goal was, and still is,
to ensure that our Warfighters and first responders have what
they need to be prepared for CBRNE current and emerging
threats. With the creation of the Joint Program Executive Office
for Chemical and Biological Defense (JPEO-CBD) in 2003, the NBC
Industry Group has been an increasingly valued partner because it
has provided helpful industry input as JPEO-CBD develops and
executes its acquisition strategies.
The NBC Industry Group has been engaged in activities that
encourage collaboration among its partners to enhance the
development and provision of timely solutions for the U.S. Armed
Forces and other government agencies including state and local
organizations. The NBC Industry Group provides venues for the
exchange of information between all levels of government and
commercial leaders on CBRNE issues and current events and to
discuss emerging trends and requirements.

Current Issues of Interest

Sustainment of the CBRNE Industrial Base, a key niche area,
given the current budget-constrained environment
Challenges to the CBRNE Industrial Base with agency changes in
functional areas and priorities
Impact of weak or nonexistent CBRNE Industrial Base on national
security

Background:
In Afghanistan, 80% of IEDs use homemade explosives (HME) as main
explosives charge. Detection speed is as important as weight and size
for materiel solutions. Force Protection requires fast detection of HME
precursors. PSYOPS with local villages require free flow of legal
fertilizers and other harmless substances.
Materiel Solution:
Ai-HME kits weigh 6 ounces, fit in cargo
pockets, and require no power. They are being
used in Afghanistan to detect HME precursors
and rapidly clear substances perceived as
bomb making materials.
Ammonium Nitrate, CAN-26, Potassium
Chlorate, and other common Nitrates and Chlorates used in the
manufacture of HME are now detectable in 10 seconds per test.
Train up time is minutes, only 1 sample is required per test, and every
kit includes a waterproof pictogram instruction card.
Ai-HME kits do not false alarm on DAP (Di-Ammonium Phosphate), the
most widely distributed legal fertilizer. DAP is not being used in HME
manufacturing. Government Test Reports available upon request.

pTD portable Toxin Detector

The Bruker pTD revolutionary design
greatly simplifies the process in quickly
detecting an attack using toxins. The novel
chip-based, fully automated electrochemical
process allows simultaneous identification
of five different toxins at 10 20 times better
sensitivity than competitive techniques,
which includes positive and negative control
to minimize false positive or negative alarms
and all in less than 30 minutes.
The pTD accepts samples in liquid form
and does not require the user to perform
any external sample preparation steps. Every sample is automatically
checked for five toxins. The identification is based on an electrochemical
reaction involving highly specific antibodies. All necessary sample
preparation steps are performed automatically inside the system, which
displays the result via LED and on the control computer. All results
are stored for later use. Before shutdown, the system automatically
decontaminates itself internally.
The system, currently identifies Botulinum Toxin A, B and E as well as
Ricin and Staphylococcus enterotoxin B on one chip.

Radiation Backpack Sentry

The Backpack Sentry is a lightweight
backpack (less than 20 pounds) capable of
measuring ambient gamma radiation and
identifying gamma emitting isotopes. The
backpack houses the detector, custom
electronics and a long life battery capable
of operating the unit for over 36 hours.
The detector and electronics are housed in a sealed container that
can be easily decontaminated.
The user interacts with the backpack via a ruggedized PDA that
communicates wirelessly with the backpack. The PDA software
provides an easy to use interface for monitoring radiation and
identifying isotopes.
The Radiation Backpack Sentry software provides a simple interface
for locating and measuring gamma radiation. The display shows the
absolute exposure of gamma radiation that the user can report for
further guidance. A color coded graph showing the relative risk of
exposure adds meaning to the absolute number green indicates
safe levels of exposure, yellow indicates elevated rates and red
shows dangerous levels of exposure. Another graph shows the
change in exposure. This helps the user to find or move away from
the radiation sources. Audible alerts give the user notification of the
current radiation exposure by speaking messages in English such
as Radiation Levels Normal.

HI 90 Hyperspectral Imaging System

The new Bruker Hyperspectral Imaging
System HI 90 is an imaging remote chemical
sensing system based on the combination of
a Michelson interferometer with a focal plane
array detector. Each pixel of the array records
an interferogram from the corresponding
field of view. A spectrum at each pixel is
obtained by Fourier transformation and contains the infrared signature
of the image at each point. The HI 90 system allows fast identification,
quantification and visualization of potentially hazardous gases remotely
from long distances. Due to its array detector, the HI 90 hyperspectral
imager can measure all pixels simultaneously up to 1000 times faster
than traditional scanning systems which record the spectra at each
pixel sequentially.
A major field of applications of the HI 90 system is homeland security.
The HI 90 system allows very quick identification and visualization of
such hazardous clouds from long distances of several kilometers. The
image of a chemical gas cloud allows an assessment of the dimensions,
dispersion and direction of travel of the released chemicals. In addition,
the source of a cloud can be located in many cases.

The SIGIS 2 a non-ruggedized but robust
FTIR standoff system for homeland security
or industrial air monitoring applications.
It too has a rotating head for up to 360
coverage like the RAPID plus, but boasts
the best signal to noise ratio of any
instrument. It therefore has greater range
and sensitivity for chemical vapor detection
with an onboard library of 45 compounds
and a link to an instant post analysis library
of some 450 compounds.
The new Bruker SIGIS 2 (Scanning Infrared
Gas Imaging System) allows identification, quantification, and
visualization of potentially hazardous gas clouds from long distances.
SIGIS 2 scanning imaging remote sensing system is based on the
combination of an infrared spectrometer with a single detector element
and scanner.

ARFCAM III Orthogonal Chemical Detection System

Bruker has been a contractor for DHS S&T
CBD since 2004 under the ARFCAM project.
The challenge in developing a chemical
detector for facilities with an extremely
low false positive rate, negligible false
negatives, runs 24/7/365 in sometimes dirty
environments, detects a host of CWAs &
TICs simultaneously at low levels, and is
inexpensive to buy and maintain at first
seemed impossible. However, Bruker met the
challenge with its orthogonal 3rd generation
ARFCAM III instrument. Through almost 8
years of development, Bruker has moved
from a pure IMS stand-alone wall mounted unit, to an orthogonal IMS/
EC sensor detector with long lasting consumables and an optional front
end Air Sampling Unit (ASU).
The Bruker ARFCAM III provides early warning of dangerous chemical
vapors in various facilities to include subways, has the capability to be
networked, and to have extended sampling lines to facilitate flexible
placement. After the ARFCAM IIIs superior performance in the DHS
R&D program, it is now ready for deployment in critical infrastructure.

RAID CWA/TIC Detector

Bruker has developed the RAID as its
newest IMS instrument for the detection
of dangerous chemical vapors. The RAID
comes in a smaller package with the newest
electronics, software and interfaces. The
instrument is roughly half the size and
weight of Brukers RAID-M 100. However,
it has some enhanced capabilities due
to upgraded electronics, hardware and
software. The RAID has five distinct libraries
customized to customer requirements to
include a combined CWA & TIC library. It
also has wireless data access with Bluetooth, high altitude capability
(21,000ft), as well as flexible battery configurations. The RAID has
unmatched sensitivity for its size.
The RAID was a late addition to the DHS LACIS program in early 2011.
It most recently underwent testing at the Nevada Test Site (NTS) in an
open air test regime with clearly superior results even beating ground
truth instruments.

The Joint Service Lightweight Standoff

Chemical Agent Detector (JSLSCAD)
developed and produced by Chemring
Detection Systems (CDS) provides ground
platforms of the 21st century with state-of-theart remote chemical agent detection.
The unit uses a passive infrared detection
system that automatically searches the 7 to 14
micron region of the surrounding atmosphere
for chemical agent vapor clouds. Using
sophisticated pattern recognition algorithms,
JSLSCAD detects, classifies, and identifies
chemical agents while discriminating against
both natural and manmade battle space
interferents. Once detection is made,
JSLSCAD identifies the agent cloud and alerts
operators with audible and/or visual alarms. It
also indicates the direction and extent of the
agent cloud on a graphical computer display
and forwards the Nuclear, Biological and
Chemical report details through the Joint
Warning and Reporting Network.
The JSLSCAD is the first chemical
detection system to furnish 360-degree
coverage for ground platforms for a detection
range of up to 2 kilometers, allowing personnel
to avoid contaminated areas or don protective
masks and clothing. The system is currently
fielded by the U.S. DoD on the Stryker Nuclear
Biological Chemical Reconnaissance Vehicle
(NBCRV).

The Joint Biological Point Detection

System (JBPDS) provides automatic
detection and identification of airborne
biological agents at very low levels,
triggers local and remote warning
systems, and communicates threat
information over standard
communication systems.
Using laser-induced fluorescence,
the trigger/detector continuously
evaluates the atmospheric background
for traces of potential biological agents.
When the system detects something of
a suspicious nature, the collector/
concentrator is initiated to sample
hundreds of liters of air per minute,
providing a small amount of liquid
containing the collected aerosol
sample.
The collected sample is evaluated
for specific biological agents using
immunoassays with an automated
reader assembly. If the assay shows
signs of biological agents, an alarm is
sounded and a portion of the collected
sample is provided for laboratory
analysis.
The system is currently fielded on military vehicles, shipboard, and
in fixed site applications.

The Standoff Chemical Agent Detector

(I-SCAD ) developed and produced by

Chemring Detection Systems (CDS) is a
commercially available variant of the
JSLSCAD. It provides ground platforms,
fixed sites and shipboard installations with
state-of-the-art remote chemical agent
detection.
The unit uses a passive infrared detection
system that automatically searches the
7 to 14 micron region of the surrounding
atmosphere for chemical agent vapor
clouds. Using sophisticated pattern

recognition algorithms, I-SCAD detects,

classifies, and identifies chemical agents by
type while discriminating against both
natural and man-made interferents.

Once detection is made, I-SCAD

identifies the agent cloud and alerts
operators with audible and/or visual alarms.
It also indicates the direction and extent of
the agent cloud on a graphical computer
display and forwards the sensor information
through external communication networks.

The I-SCAD is the first chemical

detection system to furnish 360-degree, onthe-move coverage for a detection range of
up to 5 kilometers. The improved
XP Scanner developed by CDS gives
extended performance in detection range
and detection probability allowing personnel
to avoid contaminated areas or don
protective masks and clothing.

The ATHINA Biological Security System (ABSS) developed and

produced by Chemring Detection Systems is an integrated solution for
biological security missions requiring detection, collection, sample
preparation, and identification of potential biological threats. The ABSS
utilizes the All Threats and Hazards Identification and Notification
Architecture (ATHINA) to integrate sensing and support components
based on the Common CBRN Sensor Interface (CCSI) Standard.
The system is ruggedized and suitable for on-scene and site
monitoring by first responders, commercial security providers, and the
military. With minimal training, ABSS allows the operator to rapidly
detect and identify biological materials.
ABSS sensing components have been partitioned into three
physical packages. The intelligent collector continuously samples the
air, searching for the presence of biological compounds. Upon
detection of a biological event, the collector warns, notifies, and
performs an automatic sample collection. The manual identification
module provides the sample preparation and identification capabilities
needed to identify potential threat material. Identification is achieved by
utilizing industry-leading polymerase chain reaction (PCR) and
immunoassay technologies with options for automated and guided
manual sample preparation. The ATHINA Integration Module provides
power management, operator interface, and networking infrastructure
to operate the system.

concentration range from low parts per billion to percent
levels (with suitable accessories).
Halogen-Specific Detector (XSD)
Can be used to determine chlorinated compounds such as
Lewisite, sulfur and nitrogen mustards, and the "former"
CW agents including chloropicrin (PS), phosgene (CG),
and cyanogen chloride (CK), as well as chloroform, at their
permissible exposure limits (PELs) or at much higher
concentrations.
B. Local Data Output
For automatic, continuous air monitoring, the required
concentration information and other pertinent data can be
output from MINICAMS in several ways.

To eliminate the need to record critical information by hand

and to minimize the need to interpret chromatograms to verify
concentrations, the MINICAMS software allows the output of
extensive information to a dot-matrix printer.

This information includes the serial number of the monitor, the

date and time of the report, the compound being monitored, and
the concentration found as well as the appropriate
concentration units.

BioHawk Biological Detector/Air Sampler

The BioHawk is a portable 8-channel bioassay
system with automated sample collection capability
that is suitable for high-sensitivity monitoring of
biological agents, toxins, explosives, and chemical
contaminants. BioHawk can be programmed to
continuously or intermittently monitor surrounding air
for aerosol threats with its built-in air sampler, and to
periodically transfer a wet concentrate from the air
sampler to the built-in biodetector. Assay results for
the eight detection channels are typically available 10 to 15 minutes after liquid
sample introduction. The biodetector portion of the instrument will also accept
fluids for analysis from other sample collection systems, or will process liquid
samples loaded into the instrument manually. Bioassays are performed within a
small disposable credit card-sized plastic assay coupon. Unlike other
technologies on the market that are based on a "use once and discard"
philosophy, this coupon and the reagents stored within it may be used for 10 or
more assay procedures before being discarded. Since a single assay coupon
can handle up to eight different assays simultaneously, this means that up to 80
individual assays may be performed before the coupon is discarded. This
capability can substantially reduce life cycle cost. A built-in microcomputer
provides unparalleled operating flexibility and sophistication. The system is truly
portable at a field weight of only 12.1 kg and volume of 17 liters.
SASS 2300 Wetted-Wall Air Sampler - The SASS 2300 is an advanced
portable aerosol particle collection system employing the highly successful
wetted wall aerosol collection method that has received U.S. Department of
Homeland Security Certification under the U.S. Safety Act of 2002.
SASS 3100 Dry Air Sampler - The Smart Air Sampler System 3100 (SASS
3100) is a high efficiency dry filter sampler developed for the collection of
airborne particulates, especially pathogenic bacteria and spores. It is digitally
smart, remotely controllable, and supports applications requiring a small, rugged
low-power device equally comfortable in the arctic or desert.

FLUORESCENCE AEROSOL PARTICLE SENSORS

The Model 3317 Fluorescence Aerosol Particle Sensor III (FLAPS III)
System provides three real-time measurements of individual airborne
particles. These measurements, when processed using appropriate
alarm algorithm techniques, deliver exceptional agent discrimination
and interference rejection response for biological threat detection
applications.
The FLAPS III system simultaneously measures for each individual
airborne particle, the scattered-light intensity and the fluorescence
emissions in two wavelength regions. These simultaneous single
particle measurements provide a robust data set for the rapid detection
of airborne biological threat agents under various background
environments.
Fluorescence and scattered-light signals are excited using one reliable,
stable, and commercially available laser diode. Fluorescence emissions
are measured using two highly-sensitive photomultiplier tubes. HEPAfiltered sheath air flow introduced around the inlet air stream limits the
need for optics cleaning and increases system availability.

CBRN MASK PROTECTION ASSESSMENT TEST SYSTEM 8020M

The CBRN Mask Protection Assessment Test System 8020M is a
portable instrument that tests the fit of a CBRN protective mask on an
individual soldier. The 8020M can accurately measure fit factor ratios of
50,000 or even higher.
The fit factor measurement is controlled automatically by the CBRN
Mask Protection Assessment Test System. It does not depend on the
sensitivity of the test subject to CS gas, banana oil, or irritant smoke.
The CBRN Mask Protection Assessment Test System uses
microscopic particles which are naturally present in the surrounding air
as the challenge agent. The sensor inside the unit compares the
particle concentration outside the mask with the concentration inside
the mask and then calculates the fit factor. Since the masks filter
canister stops all particles, any particles which are detected inside the
mask must have entered through a leak.
These fast, accurate fit tests help verify that your personnel are getting
the best possible protection from their masks. They also help your
CBRN trainers to quickly locate and correct problems with the fit of a
soldiers mask. These numerical test results can be entered into
personnel files for a permanent record of training.

Called the NBC Sensor Processing Group (NBCSPG), it is comprised of
COTS and modified COTS hardware and custom software that creates a
digital CBRN sensor network within the platform.
The software automatically fuses detection and contamination
information with data received from other on-board systems into
situational awareness information, and transmits this CBRN hazard
intelligence to an Operations Center via digital communications
channels. CACI adapted the NBCSPG to create the CBRN Processing
Group (CPG) for use on the Fox M93A1P2 NBCRS.

education and awareness outreach program led by the Defense Threat
Reduction Agency (DTRA). DTIRP provides advice and assistance to
DoD and defense contractor facilities subject to arms control
verification and implementation activities, such as on-site inspections
and observation overflights. We designed and assist in operating the
DTIRP website, http://dtirp.dtra.mil, which contains extensive arms
control security information. We also assist DTIRP in developing and
implementing the Treaty Compliance Officers Course for the U.S. Army
Chemical Materials Agency. We conduct arms control readiness
workshops for Combatant Commands and flag officers on the Joint
Staff, and train personnel serving in the U.S. delegation to the
Organization for the Prohibition of Chemical Weapons in The Hague.

components with modern sustainable components. One example is the
Diagnostic Test Set (DTS) for the U.S. Army. The DTS, originally designed in the
1980s, is used for fault diagnosis of a Chemical Agent Monitor (CAM) down to
replacement-module level. Tasks URS performed in re-engineering the DTS for
new production and supportability included:

Analysis of the original design to fully specify functional operation (reverse

engineering);
Identification of obsolete parts and identification or design of sustainable
replacement parts, including recommendation of modern technologies to
improve system performance;
Qualification testing to demonstrate performance of re-engineered systems;
Documentation of operational or maintenance changes; and
Documentation of re-engineered system configurations.

Another example is the development of the Lighting Kit, Motion Detector (LKMD),
AN/GAR-2 for the U.S. Army Project

SARATOGA fabric
system functionality:
The air permeable
SARATOGA fabric
system permits free
movement of air into
and out of the
protective garment.
This allows heat to
dissipate while
chemical warfare
agents are adsorbed
into the carbon filter
fabric.

Functional
Durability:
While a
SARATOGA
carbon sphere is
generally only
0.02 inches in
diameter, it is
able to withstand
between 2,800
11,400 lbs. of
pressure per
square inch. This
results in a
durable garment
with an extended
operational wear
life.

JSLIST Program History
Testing for the Joint Service Lightweight Integrated Suit Technology
(JSLIST) was conducted in two phases, and resulted in the selection of
the only material acceptable for use in the Department of Defenses
chemical defense overgarments.
Phase I:
57 different fabric combinations from 13 companies were tested for:
chemical agent penetration; aerosol penetration; heat stress;
launderability; wear tests; suit design evaluation; physical properties;
flame resistance; user size and fit. Of the 57 material candidates, only
5 qualified for phase II: Testing under actual battlefield conditions.
Phase II:
The remaining 5 material candidates were further tested at 10
worldwide field locations using mission-oriented scenarios and
individual user tasks. Arctic, tropic, and desert environmental
conditions were represented during the tests. The wear periods were
7, 15, 30, and 45 days, and suits were laundered up to 6 times.
Results: Only one material combination was found to meet all

program requirementsthe SARATOGA JSLIST Overgarment.

RBC Shield, LLC is the patent holder of a product that allows a

homeowner, business, government office, school, hospital,
command center, critical infrastructure facility, etc. to easily and
affordably retrofit existing, usable space and create a WMD shelterin-place (SIP). Equipped with the proper CBRN filtered air supply
the occupants can stay indefinitely inside the SIP until the danger
from a radiological, biological, or chemical threat has passed, or
until evacuation routes are clear. The product is ideally suited for:
Major metropolitan areas that are vulnerable to a radiological
dispersal device (dirty bomb) or attack with chemical agents
Areas within 50 miles of a nuclear power plant
Areas through which trains and trucks pass carrying HAZMAT
materials; or cities surrounding major ports in the U.S. where
huge quantities of hazardous chemicals are off-loaded
Areas surrounding the 823 chemical production plants in the
U.S. where a toxic release could affect more than 100,000
people at each location
The product has been tested by 7 independent testing laboratories
and certified by DHS as being able to significantly mitigate the
effects of radiation as well as meeting the standards of a Class I
Collective Protection Shelter to protect from chemical & biological

BIOSAFE's Mission is to add value to our customers and

stakeholders by providing BIOSAFE's antimicrobial product
protection on or in materials for use in military, medical or
consumer products.
BIOSAFE, Inc. has commercialized a novel EPA approved
antimicrobial additive called HM 4100 that can be
compounded directly into materials such as thermoplastic
resins or applied as a coating to almost any surface. HM
4100 is a proprietary material that provides protection to a
material against a broad spectrum of gram + and - bacteria,
viruses, fungi and algae. The antimicrobial efficacy of HM
4100 has been vetted by United States Army Research
Office during a Phase I and Phase II STTR project on
personal and collective protective equipment.
HM 4100 does not leach from the surface of the treated
material. The mechanism of kill is disruption of the
organisms cell wall. This mechanism of kill prevents the
formation of mutated organisms. HM 4100 creates a
surface that prevents the growth and colonization of
microorganisms. HM 4100s current TRL 9-fully
commercialized. HM 4100 is faster acting and more
effective at controlling the growth of microbes when
compared to commercial silver containing antimicrobials.

FlexD Low Logistics Point-of-Use Adjustable Decontaminant

STERIS FlexD is a three-part dry powder decontaminant delivered in
a single package. The components are blended with water at the point
of use to provide targeted efficacy against either nerve agents
(if two parts are used) or blister/bio agents (if three parts are used).
Because the solid oxidant is stored and shipped dry, then mixed with
water at the point of use, FlexD provides a 90% reduction in shipping
weight and volume over liquid oxidizing decontaminants.
FlexD is available in a compact carton that provides five lbs (two
quarts) of dry product. Mixed with water at the point of use, either
formulation produces five gallons of decontaminant. FlexD can be
shipped by ground, water or air.
Good materials compatibility
with military relevant

Safe to personnel and the
environment

Easy to use under diverse field

conditions
Compatible with spraying
systems
Robust storage and shelf life
