Port expenses in the Dominican Republic
All rates are expressed in local currency (except where US $ shown explicitly). Please
refer to entry on currency for information on this subject.
All rates shall be subject to value-added tax (ITBIS) of 18% unless deemed to be
exempt by the national taxing authorities.
1. The regular working time (RWT) for the Port Authority in all ports of the Dominican
Republic is:

All other time and holidays is overtime (OT). Overtime on working days is 50% over
straight time; time worked on most holidays is double overtime or 100% over straight
time; on major holidays such as Christmas Eve/Day and New Years Eve/Day, labour
may be available at 2.5 times normal labour rates.
Any time worked between 00:00 and 08:00 hours is charged as full 8 hours worked.
2. Pilot charges for all Dominican ports:

Most ports now have a unified basic tariff for pilotage with certain surcharges for
particular ports/berths.

11. Port users charge:

(Harbour dues)

This charge encompasses various concepts previously invoiced to owners under

different tariffs. The new tariff is as follows:

a) All Vessels:
US$1.50/ ft of LOA / day or fraction thereof for vessels in berth up to 72 Hours.
US$1.65/ ft of LOA /day or fraction thereof for vessels remaining in berth from 72 to 96
hours.
US$1.82/ ft of LOA /day or fraction thereof for vessels remaining in berth from 96 to
120 hours.
US$2.00/ ft of LOA /day or fraction thereof for vessels remaining in berth after 120
hours.

b)

Cruise Vessels:
Cruise Vessels at all other Ports -US$ 1.00/passenger.Starting November 1st
,2007 tariff will change to US$1.50/Passenger

12. Harbour maintenance Fee: (16% ITBIS/VAT Applicable)

16. Security Onboard Fees for general cargo and bulk vessels ( Rio Haina):
All vessels up to 275 feet in length will pay US$5/hour, and all vessels beyond that
length will pay 12/hour. This fee will be effective March 1, 2013.

17. Export Freight Revenue Tax

All export freight earnings on cargo shipped from Dominican ports are subject to tax
which currently (1995) amounts to 2.9% of the gross freight. This is based on the
premises that 10% of the gross revenues of the carrier are net earnings, and these are
taxed at 29%. The carriers local representative, or in his stead the steamship agent for
the vessel, is responsible for this payment on a monthly basis and hence this amount is
included with the request for advance for port disbursements to all Owners.

surcharge of 10% or US$0.15/ft of LOA per day will be charged on vessels
