BRIEF HISTORY OF ACM

The medically qualified Microbiologists in Trivandrum met in the
Department of Microbiology, Medical College, Trivandrum at 11 am
on 15-12-1995. There were 18 participants. Dr. Mabel Legori, then
Professor and Head of the Department of Microbiology, welcomed
the gathering and suggested the need for an association or an
academic body to be formed to bring out changes in the nature of
Microbiology Laboratory Service. An account had already been
opened in the name of the “Academy of Clinical Microbiologists” in
July 1992 at the Kerala Co-operative Society Bank, near the Medical
College, Trivandrum.

Monthly meetings were held and the draft byelaw was presented
by Dr. Mabel Legori at the 4th meeting on 1st March 1996. Informal
inauguration of the Academy took place that day by giving a cheque
for Rs.1500/- towards membership by Dr. Mabel Legori followed by
Dr. P.T. Iype who gave Rs.1500/- as cash. A sub-committee was formed
to study the bye-law. Dr. P.T. Iype, Dr. Mabel Legori, Dr. P.M. Sivan
Pillai, Dr. Ashalatha Nair and Dr. Laly Jose were the members of the
sub-committee. There were detailed discussion on the bye-law in
April, May and June meetings at the Department of Microbiology,
Medical College, Trivandrum.

It was decided to have a journal for the Academy and the name
“The Journal of the Academy of Clinical Microbiologists” was approved
at the meeting on 7th July 1996. The emblem designed by Dr. Mabel
Legori was presented at this meeting and was also approved. A core
committee was formed at this meeting and it consisted of President
(Dr. Mabel Legori), Secretary (Dr. Kavita Raja), Treasurer (Dr. P.T. Iype),
Editor (Dr. P.M. Sivan Pillai) and Sub-editor (Dr. M. Sumangala Bai).

The Academy of Clinical Microbiologists was registered as a

Charitable Society at the Registrar’s Office, Trivandrum on 24th July
1996 (Reg. No. 668).

The formal inauguration took place at the Silver Jubilee

Auditorium, Medical College, Trivandrum on 12th August 1996.
Dr. M. Balaraman Nair (Former Director of Medical Education)
inaugurated the Academy. Election of office bearers took place at the
business meeting that day.

The Journal section started functioning soon after the inaugural

function of the Academy. However, the first issue could be released
only on 10th December 1997 at the one-day CME programme on
“Antibiotic Use” held at the Medical College Auditorium. This was
followed by the annual general body meeting when a decision was
made to have conferences only once in three years and the founder
membership period was extended upto 31st December 1998.

The first Triennial Conference took place at the Medical College

Auditorium, Trivandrum on 2nd September 1999 with a pre-conference
CME on “Recent Advances in Infection Management” on 1st
September 1999. At the General Body meeting, most of the office
bearers were requested to continue in office and existing vacant posts
were filled up. Bye-law amendments were also made.
The second Triennial Conference took place on 4th September
2002 at the IMA State Head Quarters, Trivandrum. The inaugural
functional and General Body meeting took place on the previous day
(3-9-2002) evening following the CME programme on Hospital Infection
and Leadership Development. Dr. David Tompkins (UK) was supposed
to take charge as the President, but he had to cancel his trip due to
the travel restriction advised by the British Government. He expressed
his willingness to continue as Vice President and offered full support
to the new President. Dr. Krishna Prakash who was nominated as
Vice President was requested to take up the Presidentship and the
rest of the office bearers were selected from the list of members who
had expressed their willingness to take up various posts.

At last, the ball gained momentum with Dr. Krishna Prakash from
Delhi as President, Dr. David Tompkins from Leeds (U.K) as Senior
Vice President and Dr. Lizy Mathew from Trivandrum as Secretary.
The 3rd Triennial Conference took place at the Govt. Medical College,
Thiruvananthapuram on 2nd August 2005 with a pre-conference
seminar on “Infectious Diseases and the Control of Epidemics.”
Election of office bearers took place on 1st August 2005. Dr. David
Tompkins from Leeds (U.K) became the President to expand the
activities of ACM at the international level. An advisory commitee has
been constituted consisting of Founder President, Secretary, Treasurer
Immediate Past President, President and President Elect. ACM has
36 founder members and 108 life members as on 15th January 2007.

ACM ORATION AWARD at the Triennial Conference instituted
by Dr. Mabel Legori, Founder President and President 1999 - 2002.

Amount : Rs.10,000/- (Ten thousand) as demand

draft and a momento.

Eligibility : Only senior (above 50 years age) active and

dedicated members of ACM will be eligible
to give the oration.

Application : Application should be sent to the President,

ACM in January of the conference year with
a brief biodata.

If there are more than one application the selection criteria will
be based on outstanding contribution to ACM as Council Member /
ACM member [as Conference Chairman, Secretary or CME organizer,
membership drive, contribution to the journal (JACM) etc]. If there
are two eligible applicants who have given outstanding contribution to
ACM, then seniority by the year of joining ACM and if still the same,
seniority by age (according to date of birth) will be taken into
consideration.

If there are no applicants, the council will request one senior

ACM member to give the oration. If no one is willing, a member of the
medical profession who is committed to the improvement of clinical
microbiology service shall be invited to give the oration.

This Award is given only once to an individual. The Awardee will

receive a certificate also.

This became effective from 2005.

ACADEMY OF CLINICAL MICROBIOLOGISTS

BYE LAW

1. The name of this Academic Body shall be “Academy of

Clinical Microbiologists” (ACM).

2. Objectives

a. To Practise Clinical Microbiology through quick and reliable

reporting, monitoring antibiotic use and control of infections
(Community, Hospital and Laboratory Acquired Infections).

b. To undertake organization of Laboratory Services.

c. To undertake research and publish the results of such

research.

d. To organize further instruction and training in Clinical

Microbiology.

e. To arrange refresher and advance courses in the laboratory

control of infections.

f. To update Medical curriculum, publish books for Medical

and Para Medical teaching and release Newsletters and
periodicals as and when necessary.

3. General Body (Academy)

a. The General Body of the Academy of Clinical

Microbiologists is here after referred to as the “Academy”.

b. The General Body meeting will be held once in three years.

c. The Triennial meeting shall be in August.

4. Academic Council (Council)

The Governing Body shall be called Academic Council, hereafter

referred to as the “Council” and shall consists of sixteen
members.

c. The Council shall meet every February and August and

the new team shall meet first the same day after the
Triennial meeting.

5. Membership

a. There shall be Founder, Life and Associate Members.

b. Eligibility and membership rate; Those who contributed

Rs. 1500/- from 1st March 1996 to 31st December 1998
shall be called Founder Members. Those who contributed
Rs. 1500/- after 31st December 1998 shall be life members.
Only those with MBBS Degree (or MCI recognised
equivalent degree) and MD Microbiology (or MCI
recognised equivalent degree) shall be eligible to become
Founder/Life members. Life membership fee increased to
Rs. 2000/- with effect from 01-04-2003 and to be paid in
lumpsum.

Those persons with MBBS degree (or MCI recognised

equivalent) and working in Microbiology or those undergoing
M.D. Course in Microbiology are eligible to become Associate
members paying Rs. 100/- per annum. Microbiologists from
abroad can also join the Academy, membership fee for them
being $500 for Founder/Life Membership.

The Membership fee shall be revised every third year. Life

membership fee can be paid in lumpsum ($500) or in
instalments of $125 per year over a 5-year period ($600)
with effect from 01-04-2003. Founder/Life members going
abroad for employment / immigration have to give $ 400 to
continue active membership, for getting communications
and the Journal at the new address.

c. Rights
Both founder and life members have the right to stand for
election to the Council, right to nominate council members
and the right to vote. Associate members do not have those
rights. However, like founder and life members they are
able to attend Academic Meetings, present papers and
will get copies of newsletters and Journal.
6. Quorum for Meetings
For Academy Business Meetings, (General body meeting) the
quorum shall be 1/3 of the total membership and that of council
meetings, it should be minimum five members of whom three
shall be executive council members.
7. Election of Council Members (Executive & Ordinary)
The election of Council Members shall be by nomination by
two of the members (Founder/Life member). If more than one
person is nominated to a post, selection shall be by postal ballot/
secret voting at the Triennial Meeting.
8. Term & Duties of Council Members
i. The term of Council members shall be three years.
ii. a. President
The president shall preside over all Academy and council meetings.

b. Vice-Presidents (Two) : Shall do the work of the President

in his/her absence and the senior Vice-President
(President Elect) shall become president after the term.
The second Vice-President shall become the President
Elect after the term.

c. Secretary: shall do the correspondence and maintain

seperate minutes books of Academy and Council
Meetings.

d. Joint Secretary: Shall help the secretary in

correspondence and shall perform the duties of the
Secretary in his/her absence. The joint Secretary shall
become the Secretary after the term.

e. Treasurer: shall keep all the accounts of the Academy

and shall present the audited statement of accounts at
the Triennial business meeting.

f. Editor: shall carry out all editorial duties for publications.

g. Associate Editors : will help the Editor in screening the

articles and the senior most shall become Editor after the
term.

h. Assistant Editor: will coordinate the activities of Editor and

Associate Editors and help the Editor/Associate Editors in
sending Journals to the members and subscribers.

i. The president can nominate from one of the Ordinary

council members to do the duties of Vice-President, Joint
Secretary, Treasurer or Associate Editor if vacancy
arises.

j. The President, Secretary, Treasurer and Editor after their

term shall not be eligible to the same post until after a
lapse of three years.
9. Journal

a. The academy shall have a Journal which shall be released

twice a year.

b. Shall have an Editorial Board consisting of five or more

members apart from Editor, Associate Editors and Asst.
Editor.

c. Non-members and non-associates can subscribe to the

Journal

d. The subscription rate shall be revised every third year.

e. Journal shall be called “The Journal of the Academy of

Clinical Microbiologists” (JACM).
10. Finance:

a. Rs. 1000/- of the membership fee shall be put in fixed

deposit, Rs. 250/- to a research fund/travel grant* and
Rs. 250/- for academic activities and publications.
b. The Associate members’ fee and subscription for Journal
shall be used for publications.
c. The interest on F.D. shall be used for initial expenditure of
Academic Meetings.
d. A registration fee shall be collected for the Academic
meetings to cover the expenditure. Balance amount of the
income in connection with such meetings shall be
deposited in the research fund/travel grant*.
e. All accounts shall be operated jointly by the Treasurer with
President or Secretary.

* to young members (below 40) to go for conferences, workshop etc.

f. Accounts should be audited and presented at the August

Council meeting and at the time of Triennial General Body
Meeting.
11. Emblem:

The Academy Emblem consists of a winged staff, two serpents,

a microscope, an opened book, the Globe and three letters -
ACM.

Staff is symbolic of power and it represents stability. Wings

represent swiftness (quick action) and ability to soar (watchful).
Serpent is a sign of wisdom. The two serpents represent the
curative and preventive aspects of microbial diseases.
Microscope represents the branch of Medicine - Microbiology.
The opened book represents dissemination of knowledge and
the Globe represents the extent of the Organisation. The three
letters ACM - represent the abbreviation of “Academy of Clinical
Microbiologists”.
12. Bye law addition and amendments:

The byelaws can be added or existing bye laws amended only

at the Triennial General Body with a two third of the full
membership.

GUIDELINES TO THE OFFICE BEARERS

FOR THE SMOOTH FUNCTIONING OF ACM
AND ACADEMIC COUNCIL

President

President is the Head of the Academy and the Council. He/She

shall be impartial and shall observe very keenly the functioning of
each executive and ordinary council member, and give directions if
needed. Shall preside over the Council meetings and general body
meetings. President can choose a project - say membership drive,
journal expansion, service improvement etc. during his/her tenure.
President will keep one of the ACM seal and the seal of the President.
President’s collar can be kept with the President or at the ACM office.

President should respond promptly to any official communication

from ACM members or sister organizations. President shall write the
Academy News for the first issue of JACM every year.

Vice Presidents

There are two Vice Presidents. The first (Senior Vice President)
is actually president elect and automatically becomes President after
three years. The second Vice President will become the Senior Vice
President and election when needed is only for the second Vice
President every three years.

The President Elect will preside over the meetings and perform
President’s duties in the absence of the President and the second
Vice President will do the duties of President in the absence of
President and President Elect. Only those who have served the council
as executive or ordinary council member shall become eligible for the
post of Vice President.

Secretary

The general body and council meetings are organized by the

Secretary in consultation with the President. The activities can be
planned well in advance, so that every ACM member especially every
council member will be tuned for the activities.

The council meetings should take place in February and August

every year. Secretary should see that the request for items to be
included in the agenda should be sent two months in advance (i.e. in
December for February meeting and in May for August meeting). The
exact date, time, venue and agenda are notified one month in advance
(i.e. in January and in June). Secretary shall note the email and
telephone members of all council members, so that communications
can be quicker in case of an extra ordinary or emergency meeting.

Secretary shall record the minutes of general body and council

meetings separately. Minutes of the Council Meeting is communicated
to all Council members within two weeks after each meeting. The
minutes of the previous general body meeting is read at the time of
the Triennial meeting. The copies of the minutes of the Triennial meeting
and August council meetings together with yearly audited statement
should be sent to the Registrar, Registration Office, Trivandrum.

Form FC3 in duplicate should be sent yearly to the Secretary,

Ministry of Home Affairs, FCRA Division, Lok Nayak Bhavan, Khan
Market, New Delhi - 110 003 within four months from 31st March
every year. Secretary will write the Academy news for the No.2 issue
of JACM and will keep Secretary’s seal and one ACM seal.

Joint Secretary

Joint Secretary helps the Secretary in organizing the activities

and in sending communications. Joint Secretary will work as Secretary
in his/her absence. Joint Secretary shall automatically become
Secretary after the term.

Treasurer

Shall make a budget for the coming three years and give
suggestion to meet the expenditure for various activities. The Account
for foreign contribution should be maintained separately, shall give
the audited statement of the accounts to the President and Secretary
each year by 30th April and help the Secretary in sending the form
FC3 to the Ministry of Home Affairs, India. There is now a general
account, an account for foreign contribution, a Journal account, ACM
workshop account and the Conference account.

There is guidance regarding the utilization of the money in the

first three main accounts. The 4th account was opened in 2001 at the
time of ACM workshop. The name of this account is changed to ACM
CME account and this will help in organizing CMEs.
The Conference account can be opened at least two years in
advance and can be closed after clearing the accounts of the Triennial
Conference. Balance amount if any will go equally to the CME account
and Journal account.
Treasurer shall keep the combined seal of president/Treasurer/
Secretary and all cheques have to be signed by the Treasurer and
President or Secretary.
Treasurer should inform the President, Secretary and all Council
members if there is financial shortage.

Editor :

Editor shall be responsible in expanding the Editorial Advisory

Board, which should be done soon after taking charge of the office,
shall invite articles from ACM members and even non members
whenever needed. Editor should plan the Editorial work, should select
topic for special article, frame proforma and send it to various centres
during Dec-Jan period. The Ist issue of the Journal should be released
in June on or before 30th & the second issue should be released in
December on or before 31st every year. The 2nd issue will have the
index to that volume.

Associate Editors :

Shall help the Editor in editorial work, analysing the special article
and if necessary send the data to an expert. The senior most shall
become the Editor after the term.
Assistant Editor :

Shall coordinate the activities of Editor and Associate Editors

and help the Editor/Associate Editors in sending Journals to the
members and subscribers.

Ordinary Council Members:

Ordinary council members shall be willing to undertake
any responsibility assigned by the President and shall take the initiative

in the Zonal, Regional, National and International expansion

of ACM.

All the executive and the ordinary council members shall try to
attend the council meetings and General body meetings, send items
to be included in the agenda so as to reach the secretary before 31st
December and 30th June for February and August council meetings
respectively. Inform the secretary, if any council member (Executive
or ordinary) is unable to attend the meetings. If anyone fails to attend/
fails to communicate inability to attend three consecutive meetings,
his/her name shall be removed from the Council and a new office
bearer will be nominated by the President.

Only those who are willing and capable of executing the duties
should be nominated to the various posts.
