The procedures to follow if you address the Council are: Council requests that you express your ideas in five
minutes or less and refrain from any personal attacks or derogatory statements about any City employee, a fellow
citizen, or anyone else, whether in the audience or not. The Mayor will limit discussion whenever he deems such
an action appropriate to the proper conduct of the meeting. At the conclusion of an open call to the public,
individual members of the Council may respond to criticism made by those who have addressed the Council, may
ask Staff to review a matter, or may ask that a matter be put on a future agenda. However, members of the
Council shall not discuss or take legal action on any matters during an open call to the public unless the matters
are properly noticed for discussion and legal action.

6.1 Approval of Minutes from the February 2, 2010 City of Maricopa City Council Work Session.

7.0 Public Hearings

7.1 There are no public hearings scheduled.

8.0 Consent Agenda

All items on the Consent Agenda are considered to be routine matters and will be enacted by
one motion of the Council. There will be no separate discussion of these items unless a
Councilmember or member of the public so requests, in which event the item will be removed
from the Consent Agenda and considered in its normal sequence on the agenda
8.1 Grants Policy. The Mayor and City Council shall discuss and possibly take action on approving a
request by Grants Manager Mary Witkofski to adopt a Grants Acquisition and Administration Policy.
Discussion and Action.

8.2 Grant Amendment. The Mayor and City Council shall discuss and possibly take action on approving
a request by Grants Manager Mary Witkofski to amend the Fiscal Agent/Grant Agreement among the
Ak-Chin Indian Community, the City of Maricopa and the Classic Cooking Academy. Discussion and
Action.

8.3 Resolution 10-05. A Resolution of the Mayor and City Council of the City of Maricopa, Arizona,
pertaining to the submission of projects for consideration in Arizona’s 2011 Highway Safety Plan.
Discussion and Action.

8.4 Approval of Expenditures. The Mayor and City Council shall discuss and possibly take action on
approving a request by Transportation Manager Chris Salas and Purchasing Manager, Dennis J.
Kirkland on the approval of expenditures exceeding $25,000.00 pursuant to City Purchasing Code,
Section3-4-3 (D.) and Section 3-4-4 (E.). This approval relates to the purchase of battery back-up
systems from Independent Electric Supply for the traffic signals at the Wells Development. The
expenditures that are anticipated by this approval shall all be completed under the current fiscal year
budget as approved. Discussion and Action.

8.5 Financial Status Report. The Mayor and City Council shall discuss and possibly take action on
approving a request by Financial Services Director Cynthia Sneed to approve the Financial Status
Report for the quarter ending December 31, 2009. Discussion and Action.

8.6 Approval of Purchase. The Mayor and City Council shall discuss and possibly take action on
approving a request by Director of Public Safety Patrick Melvin to purchase a 2009 Ford F450 2WD
Crew Cab with 6.4L Diesel Engine XLT trim with a 12 foot flatbed and 15 inch stakes (2 slats) and trailer
hitch receiver included installed by Auto Safety House, white, in the amount of $45,437.55 to be paid
under the Gila River Indian Community State Shared Revenue Program from Grants, Public Safety
Administration, Vehicles (220-42300-742). Discussion and Action.

8.7 Approval of Purchase. The Mayor and City Council shall discuss and possibly take action on a
request by Community Services Director John Nixon to purchase 750 youth soccer uniforms from Score
American Soccer Company for the spring soccer league in an amount not to exceed $10,750 to be paid
from the General Fund, Parks and Recreation, Non-Capital Equipment (100-45100-690) and allow
purchases with Score American Soccer Company to exceed the cumulative annual purchase cap of
$25,000 by an amount not to exceed $8,000. This purchase is in compliance with the City of Maricopa
City Purchasing Code, Sections 3-4-4(E) and 3-4-7, lowest responsive bidder. Discussion and Action.

8.8 Approval of Contract. The Mayor and City Council shall discuss and possibly take action on
approving a request by Economic Development Manager Danielle Casey to approve a contract with
Liberty Press for the purpose of printing and distribution of the City’s bi-monthly newsletter with
quarterly insertion of the Activity Guide in an amount not to exceed $16,000 for fiscal year 2009-2010
to be paid from the General Fund, City Manager (100-45100-550) and $16,000 for fiscal year 2010-
2011, with funding to be appropriated within the fiscal year 2010-2011 budget General Fund, Economic
Development (100-46500-550). This purchase is in compliance with the City of Maricopa City
Purchasing Code, Section 3-4-7, lowest responsive bidder. Discussion and Action.

9.0 Regular Agenda

Items on the agenda are open for citizen input. Please fill out a card and present it to the City
Clerk before the meeting begins. The mayor will call upon you for your comments.
9.1 Presentation. The Mayor and City Council shall hear a presentation by Maricopa Unified School
District’s Business Director Aaron Rausch regarding the upcoming budget override election scheduled
for March 9, 2010.

9.2 Approval of Agreement. The Mayor and City Council shall discuss and possibly take action on
approving a request by Assistant to the City Manager Paul Jepson to approve two (2) donation of space
agreements with the US Census Bureau to provide meeting space within City facilities to be used as
2010 Census Questionnaire Assistance Centers (QAC) in the City of Maricopa and authorize City
Manager Kevin Evans to execute all necessary documents. Discussion and Action.

9.3 PRL Committee. The Mayor and City Council shall discuss and possibly take action on approving a
request by Community Services Director John Nixon to recruit for a period of two (2) weeks to fill up to
three (3) interim positions on the City of Maricopa Parks, Recreation, and Libraries Committee.
Discussion and Action.

10.0 Executive Session

10.1 The Maricopa City Council may go into executive session for purpose of obtaining legal advice from the
City’s Attorney on any of the above agenda items pursuant to A.R.S. § 38-431.03 (A)(3).

10.2 The Maricopa City Council may go into executive session for purpose of obtaining legal advice from the
City’s attorney and to consider its position and instruct representatives regarding negotiations for the
purchase, sale or lease of real property pursuant to A.R.S. § 38-431.03 (A)(3) and (A)(7).
