3.1.1.1ThecapacityofanATSsystemdependson
manyfactors,includingtheATSroutestructure,the
navigationaccuracyoftheaircraftusingtheairspace,
weatherrelatedfactors,andcontrollerworkload.Every
effortshouldbemadetoprovidesufficientcapacityto
catertobothnormalandpeaktrafficlevels;however,
inimplementinganymeasurestoincreasecapacity,the
responsibleATSauthorityshallensure,inaccordance
withtheproceduresspecifiedinChapter2,thatsafety
levelsarenotjeopardized.

3.1.1.2Thenumberofaircraftprovidedwithan
ATCserviceshallnotexceedthatwhichcanbe
safelyhandledbytheATCunitconcernedunderthe
prevailingcircumstances.Inordertodefinethe
maximumnumberofflightswhichcanbesafely
accommodated,theappropriateATSauthority
shouldassessanddeclaretheATCcapacityfor
controlareas,forcontrolsectorswithinacontrol
areaandforaerodromes.

3.1.2Capacityassessment
Inassessingcapacityvalues,factorstobetakenintoaccountshouldinclude:
a)thelevelandtypeofATSprovided;
b)thestructuralcomplexityofthecontrolarea,thecontrolsectororthe
aerodromeconcerned;
c)controllerworkload,includingcontrolandcoordinationtaskstobeperformed;
d)thetypesofcommunications,navigationandsurveillancesystemsinuse,their
degreeoftechnicalreliabilityand
availabilityaswellastheavailabilityofbackupsystemsand/orprocedures;
e)availabilityofATCsystemsprovidingcontrollersupportandalertfunctions;
and
f)anyotherfactororelementdeemedrelevanttocontrollerworkload.

3.1.3RegulationofATCcapacityandtrafficvolumes
3.1.3.1Wheretrafficdemandvariessignificantlyonadailyorperiodicbasis,
facilitiesandproceduresshouldbeimplementedtovarythenumberofoperational
sectorsorworkingpositionstomeettheprevailingandanticipateddemand.
Applicableproceduresshouldbecontainedinlocalinstructions.
3.1.3.2Incaseofparticulareventswhichhaveanegativeimpactonthedeclared
capacityofanairspaceoraerodrome,thecapacityoftheairspaceoraerodrome
concernedshallbereducedaccordinglyfortherequiredtimeperiod.Whenever
possible,thecapacitypertainingtosucheventsshouldbepredetermined.
3.1.3.3Toensurethatsafetyisnotcompromisedwheneverthetrafficdemandin
anairspaceoratanaerodromeisforecasttoexceedtheavailableATCcapacity,
measuresshallbeimplementedtoregulatetrafficvolumesaccordingly.

3.1.4EnhancementofATCcapacity
3.1.4.1TheappropriateATSauthorityshould:
a)periodicallyreviewATScapacitiesinrelationtotrafficdemand;and
b)provideforflexibleuseofairspaceinordertoimprovetheefficiencyof
operationsandincreasecapacity.
3.1.4.2IntheeventthattrafficdemandregularlyexceedsATCcapacity,resultingin
continuingandfrequenttrafficdelays,oritbecomesapparentthatforecasttraffic
demandwillexceedcapacityvalues,theappropriateATSauthorityshould,asfaras
practicable:
a)implementstepsaimedatmaximizingtheuseoftheexistingsystemcapacity;
and
b)developplanstoincreasecapacitytomeettheactualorforecastdemand.

3.2.1.1Anairtrafficflowmanagement(ATFM)serviceshall
beimplementedforairspacewheretrafficdemandattimes
exceedsthedefinedATCcapacity.
3.2.1.2ATFMshouldbeimplementedonthebasisofa
regionalairnavigationagreementor,whenappropriate,asa
multilateralagreement.
3.2.1.3TheATFMservicewithinaregionorotherdefined
area,shouldbedevelopedandimplementedasacentralized
ATFMorganization,supportedbyflowmanagementpositions
establishedateachareacontrolcentre(ACC)withinthe
regionorareaofapplicability.

ATFMshouldbecarriedoutinthreephases:
a)strategicplanning,iftheactioniscarriedoutmore
thanonedaybeforethedayonwhichitwilltakeeffect.

advance,typicallytwotosixmonthsahead;
b)pretacticalplanning,iftheactionistobetakenon
thedaybeforethedayonwhichitwilltakeeffect;
c)tacticaloperations,iftheactionistakenontheday
onwhichitwilltakeeffect.

3.2.3Strategicplanning
3.2.3.1StrategicplanningshouldbecarriedoutinconjunctionwithATCandtheaircraft
operators.Itshouldconsistofexaminingthedemandfortheforthcomingseason,assessing
whereandwhendemandislikelytoexceedtheavailableATCcapacityandtakingstepsto
resolvetheimbalanceby:
a)arrangingwiththeATCauthoritytoprovideadequatecapacityattherequiredplaceand
time;
b)reroutingcertaintrafficflows(trafficorientation);
c)schedulingorreschedulingflightsasappropriate;and
d)identifyingtheneedfortacticalATFMmeasures.
3.2.3.2Whereatrafficorientationscheme(TOS)istobeintroduced,theroutesshould,as
faraspracticable,minimizethetimeanddistancepenaltiesfortheflightsconcerned,and
allowsomedegreeofflexibilityinthechoiceofroutes,particularlyforlongrangeflights.
3.2.3.3WhenaTOShasbeenagreed,detailsshouldbepublishedbyallStatesconcernedin
acommonformat.

d)detailsfortheATFMplanforthefollowingday

3.2.5.1TacticalATFMoperationsshouldconsistof:
a)executingtheagreedtacticalmeasuresinordertoprovideareducedandeven
flowoftrafficwheredemandwouldotherwisehaveexceededcapacity;
b)monitoringtheevolutionoftheairtrafficsituationtoensurethattheATFM
measuresappliedarehavingthedesiredeffectandtotakeorinitiateremedial
actionwhenlongdelaysarereported,includingreroutingoftrafficandflightlevel
allocation,inordertoutilizetheavailableATCcapacitytothemaximumextent.
3.2.5.2Whenthetrafficdemandexceeds,orisforeseentoexceed,thecapacityof
aparticularsectororaerodrome,theresponsibleATCunitshalladvisethe
responsibleATFMunit,wheresuchaunitisestablished,andotherATCunits
concerned.Flightcrewsofaircraftplannedtoflyintheaffectedareaandoperators
shouldbeadvised,assoonaspracticable,ofthedelaysexpectedortherestrictions
whichwillbeapplied.
