BENGUET Electric Cooperative is appealing to the Philippine National Oil Company


Renewables Corporation to consider the electric cooperatives plan to construct hydroelectric
power plants in Kabayan, Benguet.
Beneco Board president Peter Busaing expressed hopes the electric cooperative's plan to develop
Nalatang River, which is covered by a service contract of PNOC RC, into a 10-megawatt hydro
power plant will push through.
A resolution was filed by Beneco August 6 seeking for consideration from PNOC RC with
regards to the provision of the Terms of Reference for the selection of a prospective partner
under a Joint Venture Arrangement for the Nalatang B Hydropower Project.
Busaing shared a feasibility study identified the area as an ideal location for a hydro power plant
as it has a great force of runoff water.
"Ito yung nakita ng Beneco na magandang pagtayuan natin ng mini hydro (power plant).
Unfortunately, yung site na yun ay may service contract ng PNOC RC," he reported.
Busaing continued the PNOC RC recently published its invitation for a bidding to interested
parties from the private sector to apply for eligibility to develop the site.
Beneco is very much willing to pursue the development and is generally agreeable to the Terms
of Reference set by the PNOC RC but Beneco expressed reservations on the payment of a
substantial signature bonus amounting to P15M and with the provision PNOC RC will choose
among the investors who can produce the most substantial share from the project's revenue.
According to Busaing, PNOC RC maintains Beneco is not qualified to bid because it is not a
power distributor but an electric cooperative.
Nonetheless, they really want to carry on the project if the PNOC RC exempts them from the
requirement and the P15M signing bonus.
The resolution filed by Beneco explained, "The PNOC RC will still share from the revenue to
whomsoever will be awarded the HSC (hydropower service contract) being the highest bidder
which will naturally defeat the purpose of eventually reducing the cost of power to consumers.
It added the P15M signature bonus is "staggering and unimaginable" for electric cooperatives
considering the nature of their businesses is non-profit and non-stock.
"Instead na yung signing bonus ay ibigay namin sa PNOC RC, ibigay nalang namin sa
komunidad," Busaing suggested.

He stressed Beneco will continue to plea for PNOC RC's consideration "to spare Beneco from
the requirements and to spare it from the signing bonus.
He hopes Beneco will get PNOC RC's positive response the same as the community of Kabayan.
The board president revealed the planning of Beneco which started 2001 already involved
feasibility study and prior consultation with the community.
Based on the feasibility study, Busaing shared two 10 megawatt hydro power plants is possible in
the area.
Furthermore, he said a resolution was in fact already filed by the local government of Kabayan
endorsing
Beneco
to
develop
the
area.
"At the end of the day we have to hurdle kung ano ang ieendorse ng komunidad which they think
will benefit them," he closed

Philippine's Hydrocore plans Ibulao mini hydro


The 4.7MW run-of-river project would have three vertical Kaplan turbines, each rated at
1.57MW. The units would operate under a net head of 10.8m and the rated power is based on
rainy season flows on the Ibulao river of approximately 50m3/sec. The river is a tributary of the
Magat reservoir.
Hydrocore says that 2% of the gross proceeds from the Ibulao plant should go to the local
community, and that taxes accrue to locals after the end of its seven year tax-free period.

According to the Philippine Information Agency, the Ibulao scheme would be the second mini
hydro plant proposed for the landlocked Ifugao province in the Coreillera administration region
of Luzon. The other proposed scheme is the smaller, Ambangal micro project in Kiangan.
