The following table identifies and describes the key players on the project team
responsible for developing and implementing end-user training. It is possible, and
very likely, that a single individual may perform one or more of these roles. This is
acceptable provided that separation of duties is enforced according to the US
Mint Information Security Manual.

3. Instructional Analysis
This section describes the instructional development process that will be
followed.

3.1.

Training Needs Analysis

The training team will perform a needs analysis for each SDLC initiative. The
analyses, provided in Appendix C of this document, identify:

Current and future populations (for example, new employees, refresher


training) impacted by the initiative (for example, end-users)

Current competencies

Competency requirements

Competency gaps (current versus required)

Characteristics of the populations involved

Criteria for selecting and prioritizing competencies requiring intervention

Performance metrics for competencies requiring intervention

Existing training material that can satisfy the performance requirements (in
whole or in part)

The optimal (for example, cost, efficiency) setting and methodology for the
training and criteria applied

A plan for developing, implementing, and evaluating the training

These analyses enable the U.S. Mint to make informed judgments and decisions
regarding what training to pursue, and to obtain/coordinate the resources
required for its development, implementation, evaluation, and maintenance.

4. Instructional Methods
This section lists all instructional methods to be used.

4.1.

Training Design, Media Selection, and Existing Material


Analysis

This section describes the design, media selection analyses, and results of the
existing material analyses for the performance interventions identified in the
training needs analysis described in Section 3.1.
Training designs:

Define terminal and specific performance objectives (based on the


performance measures identified in the training needs analysis)

Identify steps necessary to achieve mastery of terminal objectives

Develop criterion tests that ensure terminal performance objectives are


mastered

Identify the sequencing of intervention activities (for example, learning


activities)

should contain:

Terminal and specific performance objectives (based on the performance


measures identified in the training needs analysis)

Steps necessary to achieve mastery of terminal objectives

or HTML for web-based), cross walked to the interventions media

media selection analysis)

Legally acceptable/binding documented permission from existing material


sources to use their material; for example, letters identifying the material and
owners authority and consent to allow the U.S. Mint to use the material

A summary of the degree to which existing materials can satisfy intervention

4.2.

Course Description

This section provides a high-level description of each course. Each course may be composed of one or more modules. Appendix G provides the
course requirements and course description for each module, along with a syllabus for each module.

4.3.

Training Materials

This section presents the training materials that were developed in accordance
with the approved designs, media selection, and existing material analysis. The
format of the materials varies depending on the media involved. For example, if
the training is web-based training (WBT), the format includes all Java source
code and associated design specs. If the intervention is a brochure, the format is
both an electronic version and paper mock-up with printing specs, number of
copies required, and distribution methodology. Instructor-dependent classroom
training includes both an electronic version as well as camera-ready copy of
student materials (for example, binders with courseware materials) and instructor
materials (for example, power point slides, instructor guides). However, all
training materials reflect sound adult learning theory principles.
<Insert the training materials in Appendix H of this document. The training
materials should:

State explicit objectives and how the intervention will achieve them (which
will be used later to evaluate the intervention)

Allow the targets of the intervention to control activities

Emphasize job relevance presented in the context of how it will be


used by targets of the intervention on their jobs thereby enhancing
transfer of what was learned to the job

Promote interaction forcing targets of the intervention to think and


retain what is being addressed

Motivate targets of intervention to pay attention>

4.4.

Pilot Training Plan, Execution, and Reporting

All training will be pilot tested before implementation. This section presents a plan
for pilot testing training materials, and reporting the results of the pilot testing.
The pilot test plan identifies testing activities, start/end dates for each activity,
methodology, data collection methodology/instruments, and data analysis plans,
as well as material, facilities, equipment, and information requirements.
<Insert the pilot test plan in Appendix I of this document. The pilot test plan
should include:

An executive summary of the plans content (not to exceed 1 page)

A summary of the pilot testing objectives

Presentation of a statistically sound methodology to be employed

Pilot test participants sampling strategy that will result in a > 90% confidence
level (that is, sampling technique that will be used to achieve the required

Data collection methodology and instruments (for example, surveys,


questionnaires, structured interview protocols)

Statistically sound data analysis plan

Identification of any statistical analysis software that will be used (for

where and when they are required

Government personnel support requirements, for example, who, when,


where, why, and for what period of time>

After the training materials are pilot tested in accordance with the plan, the
testing data is analyzed and the results of the pilot test reported. Training
materials are then revised in accordance with the results presented in the Pilot
Test Report.

4.5.

Training Evaluation Plan, Execution, and Reporting

All aspects of the training process are subject to evaluation, including


implementation activities, training material, training facilitators/instructors, and
administrators. This section addresses training evaluation plans and reporting the
results of training evaluation.
Plans for evaluating performance interventions address at least Level III and
Level IV evaluations. These plans, among other things, identify evaluation
activities, start/end dates for each activity, methodology, data collection
methodology/instruments, and data analysis plans, as well as facilities,
equipment, and information requirements.

A summary of the evaluation objectives

This section references all training resources required for effective training.

5.1.

This section presents a plan that provides all the information necessary to
allocate and manage resources required to implement, evaluate, and maintain
the required training.

resource plan should include:

Identification of all activities necessary to implement and maintain of the


training (for example, facilitator/instructor training; change management
requirements, advertising, and record keeping)

The start/end dates for each activity

Staffing requirements for each activity (for example, who, what, when, and
where, and number of hours)

Identification of software requirements; that is, either commercially available


of the shelf (COTS) or that have to be designed/developed to support the
training requirement(s)

Facilities, equipment, information, and software requirements for each
