for their safety, and implementation of work permit systems for the
Pre-commissioning activities like checks and verification of
construction drawings to the as builds, updating and red line mark
ups if any for the deviations and site routings of cables, panel
wirings, cable laying, design changes.
Non destructive tests like loop checks, IR tests of the cables and
bus-bars, torque tests of electrical cables to the incomer section bus
bars and outgoing cables of the panels, CT and VT tests of the
Medium voltage and Low volt panels ,MCC equipment, relay testing
and settings as per relay co-ordination requirement of the projects
for the safety of the panels, equipment and personal, earth loop

impedance checks for the highest and the lowest equipment of the
plant or in full, as per the approved checks and tests procedures for
the project, Approved test records endorsement of quality control to
the approved relevant check and test sheets of quality control
document, to verify the physical conditions of the equipment, and
ensuring the mechanical completion of the Approved plant subsystems and systems, lock out and tagging of the equipment related
to the sub-systems,
heat tracing sections of the process line and pipe line sections, MCC
sections, Power transformers, MV and LV panels, interlocking
systems between the transformer supply and the feeder panels, and
the relevant MCC sections and the motors, sections of other process
related sub-systems prior to energization, recording the pad lock
Nos. and tags to the document, energizing the lighting systems of
the sub-stations and the plant area lighting, kick start, vibration
monitoring and recording, test runs of plant motors for an hour to 4
hours, recording the temperature variation at the drive end and
driven end, and keeping ready for commissioning the plant sections
sub-systems by sub-systems as per quality plans of the project
quality requirement.
Incoming source of power supply shall be given the preference since
the source of power shall be from the nearby power station or from
the nearest sub-station controlled by the national electrical power
distribution authority. Ensuring the safety requirement and coordination between the national electrical power distribution
authority and the new plant Senior authorized person of the new
plant along with the permit to work papers signed by the HSE
department for the downstream power source and the cable to the
plant incomer panel can be put in to service first.
Co-ordination between the client and the vendors of the equipment
supplied for any clarifications and training the plant personals as per
contract agreement, once the mechanical completion acceptance is
signed off by the concerned personals, the Dynamic verification of
the sub-systems and systems for Commissioning shall be done as
per the agreement with the client
