Government Transformation Programme
(GTP)
The GOVERNMENT TRANSFORMATION PROGRAMME (GTP) is an effort
by Malaysia's current Government to address 7 key areas concerning the
people of the country. The programme was unveiled on 28 January 2010 by the
Malaysian Prime Minister Najib Tun Razak. The Programme was created to support
the Prime Minister Dato' Sri Mohd Najib's principles of 1Malaysia - People First,
Performance Now (Rakyat Didahulukan, Pencapaian Diutamakan) was
implemented as a foundation for the transformation of Malaysia. This is in line with
the national mission of achieving Vision 2020 - for Malaysia to become a fully
developed nation.
The objective of GTP:
1) To transform the Government to be more effective in its delivery of services and
accountable for outcomes that matter most to the rakyat
2) To move Malaysia forward to become an advanced, united, and just society with
high standards of living for all
The GTP therefore addresses urgent demands of the rakyat, such as the
reducing the cost of living, as well as structural issues preventing the civil service
from being as efficient as it could be.

REDUCING CRIME
The implementation of the Reducing Crime NKRA (CRI NKRA) was an easy
decision for the Government after surveys showed that crime was the second
largest area of concern for the citizen after the economy.
The Reducing Crime NKRA looks at revitalizing the criminal justice system to
improve all operative layers of addressing crime in Malaysia.
Since the implementation, several measurable key results were announced such
as nationwide crime reduced, violent crime cases cleared, police station ranking
and more personnel mobilized to frontline duty. Specific action plans have been
laid out to achieve this goal.
2) FIGHTING CORRUPTION
Corruption has been a long fought battle in Malaysia. The fight against
corruption in Malaysia is a key focus of the GTP as it could stand in the way of
the country attaining its ambition of being a high-income nation.
The Reducing Corruption NKRA (COR NKRA) introduced a number of initiatives to
transform the way the monitoring and enforcement of corruption, which
addressed the issue from the top-down.
A key result aimed during the course of the GTP is to improve the internal
perception of corruption. Corporate bodies in the country are also encouraged to
sign a pledge to battle corruption in their business activities and operations in
Malaysia known as The Corporate Integrity Pledge.
Quality Education NKRA (EDU NKRA) are the first wave of changes under the
Blueprint targeting goals with immediate and far-reaching impact.
4) RAISING LIVING STANDARDS OF LOW-INCOME HOUSEHOLDS
The Improving Rural Development NKRA (RD NKRA), formerly known as the Rural
Basic Infrastructure NKRA, directly supports the Vision 2020 goal of becoming a
high-income nation by transforming rural areas into vibrant economic centres.
Rural areas remain a key economic focal point for the country as a vast segment
of the rakyat continue to live there, and would prefer to live there if economic
opportunities were more available. The RD NKRA aims to help reduce the scatter
by ensuring that the rakyat who choose to live in the rural areas can make a
healthy and sustainable living, and not have to sacrifice one for the other.
Efforts taking by government: to increase the elements of basic human needs
and facilities such as access to proper road, clean or treated water. The
availability of these facilities will also develop the socio-economic status of the
rural population.
Though Malaysia has already invested in public transport over the years, poor
commuter numbers and rising use of private vehicles indicate that there are
flaws within the approach.
The Urban Public Transport NKRA (UPT NKRA) was implemented to fix this flaw
with a specific focus in Kuala Lumpur and the Greater Klang Valley. This takes
place alongside other programmes elsewhere in the country such as in all the
economic corridors.
As a big achievement, the GTP is looking to create a higher demand for public
transport by improving the overall availability and efficiency of the system.
Furthermore, seamless connectivity is also aimed to be achieved to ensure key
urban areas are well linked.
Single point accountability through the Land Public Transport Authority (SPADSuruhanjaya Pengangkutan Awam Darat)-fully operational by end 2010 to
manage policy planning and regulatory oversight. The Authority will tie in the 12
Ministries currently involved in the different aspects of public transport.
The COL NKRA was later introduced in July 2011. As global food and energy
prices continue to increase and impact the living costs of average Malaysians,
this NKRA seeks to offer immediate relief for the rakyat via immediate-term
measures, while assessing strategies that will address the rising cost of living
over the longterm.
The various government assistance programmes have helped households and
primary, secondary and tertiary school students defray living costs in a variety of
ways. In addition, through initiatives such as Klinik 1Malaysia, Kedai Rakyat
1Malaysia (KR1M) and Menu Rakyat 1 Malaysia, the rakyat now have access to
virtually cost-free medical treatment, 30-40% cheaper groceries and affordable
meals.
