MOTION BY SUPERVISOR SHEILA KUEHL

July 26, 2016

On February 9, 2016 the Board of Supervisors (Board) approved a


groundbreaking set of 47 strategies commonly referred to as the Homeless Initiative.
The Countys commitment to community input and collaboration deeply guided the
creation of the strategies. The Board also committed $100 million in one-time funding on
top of $50 million in existing funding to implement the 47 strategies.
Immediately after, the Board began exploring options to increase revenues
dedicated specifically to address the homeless crisis. After numerous failed efforts to
gain support in Sacramento, the Board considered placing either a $.03 parcel tax, a
sales tax, a special tax on marijuana or a general tax on marijuana on the November
ballot.
On July 12, 2016, the Board voted to place a special tax on gross receipts from
marijuana businesses on the November 2016 ballot.
The Board shares a deep commitment to finding solutions, including a revenue
source to continue and sustain the Homeless Initiative. However, since voting to place
the business tax on the ballot, several homeless service organizations and advocacy
groups have expressed ambivalence with this source of funding. Since no ballot

measure succeeds without a united effort, the Board has listened closely to this
expression of public concern.
The November ballot also contains seventeen state propositions and multiple
local initiatives, which could jeopardize this important measure.
The County remains committed to identifying revenue sources that will allow us
to continue and sustain the Countys Homeless Initiative in the years to come.
I, THEREFORE, MOVE that the action taken on July 12, 2016 to place the
Homeless Revenue Measure on the November ballot be rescinded and that the Board
direct the Chief Executive Officer (CEO) and County Counsel to take all actions
necessary to stop this measure from being placed on the November ballot.
