DISASTER
MANAGEMENT MECHANISM FOR ALL-HAZARD
INCIDENT MANAGEMENT IN THE CITY OF
VALENZUELA
WHEREAS, the City Government of Valenzuela has been subjected to
and affected by the adverse impacts of recurrent natural disaster brought
about by climate change, as well as, man-made disasters and emergencies.
WHEREAS, said natural man-made disasters have posed real danger
to lives and well-being of the residents of Valenzuela City and their
properties;
WHEREAS, Sections 4 and 5 of the 1987 Philippine Constitution
articulates that it is the prime duty of the government to serve and protect
the people; and that the maintenance of peace and order, the protection of
life, liberty, and property, and promotion of the general welfare are essential
for the enjoyment by all the people of the blessings of democracy;
WHEREAS, pursuant to Republic Act 10121 otherwise known as the
Philippine Disaster Risk Reduction and Management Act of 2010, the
LDRRMC, is tasked to develop policies and plans, and with the
implementation of actions and measures pertaining to all aspects of disaster
risk reduction and management, which includes good governance, risk
assessment and early warning, knowledge building and awareness raising,
reducing underlying risk factors, and preparedness for effective response and
early recovery;
WHEREAS, this law mandates the provision of emergency services
and public assistance before, during or immediately after a disaster in order
to save lives, reduce health impacts, ensure public safety and meet the basic
subsistence needs of the people affected;
WHEREAS, Rule 7 (h) of the IRR of Republic Act 10121 provides for the
establishment of an Incident Command System (ICS) as part of the countrys
on-scene disaster response system to ensure the effective consequence
management of disasters or emergencies;
WHEREAS, in order to safeguard, preserve and protect the lives, wellbeing and health of the inhabitants of the City as well as their properties and
to minimize the adverse impacts of hazard and related disasters, the
necessary mitigating measures should be employed;
WHEREAS, the National Disaster Risk Reduction and Management
Council (NDRRMC) Memo Circular No 04, Series of 2012 provided for the
implementing guidelines on the use of Incident Command System (ICS) as an
