Information on

Transition to
IATF 16949
As at: August 2016

In August 2016 the ISO (International Organization for


Standardization) and IATF announced the replacement
of the most frequently used global standard for quality
management in organizations in the automotive industry, ISO/TS 16949:2009, with IATF 16949. Certificates
for organizations certified under ISO/TS 16949 must
therefore be transitioned to IATF 16949 by means of a
transition audit.
IATF 16949 refers to and takes into consideration
the full extent of the structure and requirements of
ISO9001:2015, but also contains additional requirements tailored to the automotive industry.

Schedule and timeframe


Publication of IATF 16949 is scheduled for October 2016
and publication of certification rules for November 2016.
Changes to the quality management system of an organization must be integrated and implemented from the
date of publication of IATF 16949 and prior to a transition
audit. To qualify for conducting audits under IATF 16949,
certification body auditors auditors must pass a separate
examination.
Given this, March 2017 is regarded as a realistic starting
date for transition audits.

Final transition audits should have been completed by


May 2018, as all ISO/TS 16949:2009 certificates expire
on 14 September 2018. There should be enough time
between transition audit and issuance of certificate for
closure of non-conformities and release of the audit by
certification body.

Performance of the audit, audit time


Transition audits must be performed at the time of the next
audit planned within the above timeframe. That means
that for organizations with upcoming surveillance audits,
the transition audit can be held -3 / +1 month(s) around
the audit due date. For organizations with upcoming recertification audits, the transition audit can be held -3 / +0
month(s) around the audit due date.

Change of certification body


Change of the certification body at the same time as
a transition audit is not permitted. If a location wishes
to change to TV SD it may do so in 2017 under
ISO/TS 16949:2009; the transition audit is then held
before completion of transition period in 2018.

Summary of key changes


Transition audits from ISO/TS 16949:2009 to IATF 16949
must be performed in the same audit time as a re-certification audit. Before the transition audit is held, a readiness review takes place incurring a minimum additional
time of 4 hours. The readiness review can be held on site
or in the form of examination of documents by the auditor.
The organization must provide the auditor with the following items of proof:
Q uality management documentation (e.g. manual,
process landscape, processes and procedures)
Proof of conformity in accordance with IATF 16949
(e.g. in the form of internal audit reports, delta
analyses with action plans etc.)
The IATF has established that in cases where readiness
review information is not provided, the transition audit
may only begin with the addition of a further minimum
time of 4 hours in which the auditor verifies conformity
on site prior to the start of the audit.

Unlike ISO/TS 16949:2009, IATF 16949 specifically focuses

Monitoring of safety-related parts and processes
Traceability of products according to applicable
standards
Requirements for products with embedded software
Warranty management process
Clarification of requirements for sub-tier supplier
management and development
Requirements concerning corporate responsibility

Recommendation

Rules for auditing remote locations and


supporting functions
Remote supporting functions must already have been
audited under IATF 16949 before auditing of the
production site takes place.
If remote locations have not been audited before their
associated production location which they support, a
gap assessment and action plan for each remote location
and support function must be provided to the auditor by
the organization. The auditor must verify these documents
in the readiness review.

We recommend conducting a transition audit at an early


stage as part of the next planned audit.

In case of non-conformity with IATF 16949 non-conformities must be documented and closed by the organization
within 60 days.
