Lead Engineer for Process Engineering in the Process section of the CLIENT Operations
Engineering department.
To manage and provide technical support and specialist engineering expertise including
responsibility for the integrity of onshore and offshore operated facilities to ensure safe, reliable
and cost effective production.
Successfully lead the Process engineering team including:
1. Provide engineering solutions to major/strategic process problems.
2. Use specialist knowledge to make judgment and assessment to these problems.
3. To ensure a high integrity of the Process systems for Operated facilities.
4. To ensure that all relevant industry and legislative requirements with regard to Process systems
are being adhered to currently, and in the future.
5. Provide specialised technical engineering expertise and support to different disciplines and
projects in project facilities.
6. Be the Process Asset Technical Authority within Tunisia various operations and projects.
Key Accountabilities
The Jobholder will have the following accountabilities:
Provide expert technical support for all process engineering activities in Tunisia.
Provide process governance and compliance with company Standards and procedures.
Manage the process section of Operations Engineering department and contractors in order to
ensure that electrical technical queries, Engineering Investigations and Engineering Change
Notices are designed as per company Standards & Procedures, with best practices, in compliance
with current legislation.
Manage manpower and costs in order to ensure that allocated process projects are achieved
within budgets and planned time scales.
Manage the Audit of special process packages and systems.
Ensure adequate support is provided to the management team with regard to methods of
improving process & safety systems. Ensure this improves safety and operability of all facilities.
Undertake Engineering investigations and provide feedback to the Engineering Manager as to
the viability and cost effectiveness of proposed modifications to company facilities.
Provide discipline specific expertise to the Engineering Manager, Production Manager and
Maintenance Manager to enable shutdowns and new projects to be effectively managed.
Identify and address process related gaps against the Engineering standards and best
Engineering Practices.
Prepare, manage and agree all process dispensations with project and ensuring their close out in
a timely manner as acceptable to project.
Ensure that the Process Safety in Design Standard is properly addressed and implemented.
Assume the lead process discipline responsibility for the integrity and fitness for purpose of all
specified process equipment and systems onshore and offshore.
Ensure financial resources are used effectively, and that AFEs/ budget restraints are adhered to.
Perform the duties of Senior authorized technical authority for all process systems
modifications.
Review the process maintenance activities audits findings, and propose engineering solutions
when required.
Coordinate with the Maintenance process discipline in order to ensure same standards and best
practices are adhered to.
Coordinate with Brownfield Project process group.
Allocate and monitor all process work within the process Section of Operations Engineering.
Monitor and report on process engineering activities and provide relevant management
information.
Report on process equipment suitability for business continuity and integrity purposes. Propose
upgrades and replacement of obsolete equipment.
Encourage process engineers initiative to develop effective and constructive solutions to
challenges and obstacles in process activities and procedures.
Maintain personal ability in, and appropriate use of, all relevant Information &
Communications Technology and other systems within the management function.
Audit engineering work packs, from a process engineering standpoint, for compliance with
proper QA/QC & project standards and requirements.
Lead FATs (Factory Acceptance Test) on process equipments when necessary.
Take part on the HSSE Audit, Incident Investigation in company and promote a safety culture
within the Engineering department to ensure that all safety issues are reviewed.
Coordinate and Communicate information and planning with other heads of departments.
Manage, co-ordinate and arrange repair of critical major equipment that may be sent ex-country
for repair.
Prepare, monitor and control the process Engineering budget: OPEX and CAPITAL Budget.
Review Engineering Department process Engineering Work packs, prior to Change Notice
approval, to ensure all Operations, Maintenance, QA/QC, and HSSE considerations and
requirements have been met.
Lead, supervise, monitor, and sign off on mechanical pre-commissioning and commissioning
activities for process Engineering works.
Take custody of engineering design and implementation on time and on budget while ensuring
that all Operational, Maintenance, HSSE, and QA/QC issues and requirements are resolved and
fulfilled.
Manage the design and implementation of change notices in the process disciplines ensuring
they meet the appropriate codes and standards.
Act as the Asset Technical Authority and Technical support to Miskar facilities relating to
process Engineering issues in order to maintain asset integrity.
Deputise for the Deputy Engineering Manager as required.
Undertake various other tasks as directed by the Engineering Manager / Deputy Engineering
Manager.
Essential Skills / Qualifications:
Education to a degree level in Process or Chemical Engineering.
Proven experience in Engineering and Maintenance within the Petrochemical Oil & Gas
Industry.
Knowledge of Oil and Gas industry equipment design codes, safety legislation and legal
requirements.
Understanding of relevant financial practices relating to an international operational asset.
