Introduction
This is the term paper which contains the topic of the relationship of Good Governance
with Development. Governance is the process or system or mechanism of the society in
which the Government or the governing institutions are able to run the society in proper
way. On the other hand, Development is the process to change the present condition to
better condition.
In Good Governance system, Government and Governing Bodies are directly involve to
the society and people. They are accountable and transparent about their works as well
as they are also responsive and participative to the common people. The developed
countries established good governance at very first so that their development process
has been accelerated rather it became slow down. On the other hand least Developed
or developing countries which are unable to establish good governance their
development process is getting slow down or sometime it is stopped.
In this context, we can say that without good governance the development of the society
cannot be possible any way.
This paper will cover about the topic of Governance, Good Governance, Characteristics
of Good Governance, Bed Governance, Development and the importance of Good
Governance in the context of Development.
Governance
Governance refers to establishment of policies, and continuous monitoring of their
proper implementation, by the members of the governing body of an organization. It
includes the mechanisms required to balance the powers of the members (with the

associated accountability), and their primary duty of enhancing the prosperity and
viability of the organization.[1]
Governance can be separated into two forms by its character:
(i) Good Governance: Good Governance is about the processes for making and
implementing decisions. Its not about making correct decisions, but about the best
possible process for making those decisions.
The characteristics of Good Governance are as follows(a) Accountability
(b) Transparency
(c) Responsive
(d) Participatory
Other characteristics may include like follows the rule of law, equitable and inclusive,
effective and efficient etc.[2]
(ii) Bed Governance: When the characteristics of good governance are missing in a
governance system its called Bed Governance. In Bed Governance systems
institutions are not accountable for the works and decisions to the people. In result,
the institutions are full of corruptions, development has been stopped and the rights
of people being hampered in many ways.
Development
Development is a global phenomenon. The term development in every sense: to charm,
to fascinate and to set dreaming (Rist 1997:1). The earliest modern theory of
development had emerged at the end of the Second World War. President Harry S.
Trumans Inaugural Address on 20 January 1949 was very important internationally to
the formation of this new paradigm of development. Point Four in his speech
inaugurated the development age, because development characterized by scientific

advance, industrial progress, technical knowledge, capital investment and greater


production (ibid, 71-72, 249-254).[3]
Why Good Governance is important to ensure Good Development?
If Good governance can be established then it will ensure Good Development by many
ways. We can illustrate the following matters as the importance of Good GovernancePromotes community confidence:
People are more likely to have confidence in their local government if decisions are
made in a transparent and accountable way.
This helps people feel that local government will act in the communitys overall interest,
regardless of differing opinions.
Encourages elected members and council officers to be confident:
Elected members and council officers will feel better about their involvement in local
government when good governance is practiced. Councilors will be more confident that
they are across the issues, that they can trust the advice they are given, that their views
will be respected even if everyone doesnt agree with them, and that the council
chamber is a safe place for debate and decision making.
Leads to better decisions:
Decisions that are informed by good information and data, by stakeholder views, and by
open and honest debate will generally reflect the broad interests of the community. This
does not assume that everyone will think each decision is the right one. But members of
the community are more likely to accept the outcomes if the process has been good,
even if they dont agree with the decision.
Helps local government meet its legislative responsibilities:

If decision-making is open and able to followed by observers, it is more likely that local
governments will comply with the relevant legal requirements. They will also be less
likely to take shortcuts or bend the rules.
Supports ethical decision making:
Good governance creates an environment where elected members and council officers
ask themselves what is the right thing to do? when making decisions. [4]
Making choices and having to account for them in an open and transparent way
encourages honest consideration of the choices facing those in the governance
process.
Conclusion
Finally we can come up in the conclusion that it is very much difficult to say that without
Good Governance, the society or country is far way to be the developed. To create
Good Governance the institutions or government and the common people need to
change the system of the society as well as have to create more accountable,
transparent and participatory of the government to the people of the country. We can
see many of the developing or least developed countries are being destroyed because
of bed governance. Bed governance create corruption, misappropriate use of resources
makes people anxious about the system. As a result, people of that countries become
frustrated and development of the society has been stopped.
So we have to ensure Good governance to smooth run of Good development of the
country.
