PROJECT DESCRIPTION
The Az-Zour OCGT project is approximately 120 km south of Kuwait city. The Ministry of Electricity and
Water (MEW), Government of Kuwait intends to augment power generation capacity by building a new
Open Cycle Gas Turbine (OCGT) Power Plant at the existing Az-Zour South Power & Distillation Plant
site to meet the increasing power demand for the Country. The Az-Zour OCGT will include two (2)
Siemens SGT5-4000F PAC Gas Turbine and other associated plant equipment, including all mechanical,
electrical, instrumentation and control equipment, and necessary site work. The total net generation
output capacity of the above OCGT Plant shall be minimum 500 MW at site conditions (i.e., 50 Deg. C
ambient temperature, 1.012 bar atm. pressure & RH of 30%) on fuel gas firing mode. The Gas
Turbine/Generator units shall be of heavy duty industrial type with dual fuel firing capability using both fuel
gas and gas oil for continuous operation without any restrictions. Siemens gas turbines are rated at 270
MW per unit at site ambient on Gas Firing Mode and 185 MW on oil firing mode

SCOPE OF WORK
3.1
The scope of work includes design, engineering, manufacturing, testing at manufacturer's works,
packing for transportation & storage, delivery to site of Plant Communication System as specified
herein.
3.2
In case, Supplier finds any conflicting statement between this specification and Owners (MEW)
requirement included in the Attachment-5, the Owners (MEW) requirement shall have
precedence over this specification.

SCOPE OF SERVICES
Scope of services under this contract shall include

Supplier shall furnish field representatives to guide unloading & handling at site, to provide
supervision of erection, to perform testing (at site) & commissioning and putting into successful
commercial operation of all equipment furnished under this specification. Purchaser reserves the

Supplier shall arrange for type test at approved laboratory (in absence of valid type test report for
identical equipment) and routine tests at manufacturers works as per approved Quality
Assurance Plan (QAP).

TERMINAL POINTS
The terminal points for the entire system to be supplied under this contract shall be as given
below. All equipment and accessories within the terminal points shall be supplied to ensure
completeness of the system supplied and from the point of view of proper performance, operation
and maintenance.

Inspection and testing shall be as per approved QAP (Quality Assurance Plan). Supplier shall
certify all test results. Purchaser shall have the right to witness any and all testing. Supplier shall
advise Purchaser of the testing schedule at least 15 days before the tests are to be done.
DELIVERY OF EQUIPMENT
Delivery of equipment shall be ex-works. Also refer Attachment 13 for details.
Manufacturer's material certifications, mill test reports per ASME Section VIII requirements or
certified material test reports of tests made by an independent testing agency shall be available
for review by Purchaser.

Seller shall submit documents with equipment data submittal certifying that products including
fasteners meet or exceed specified requirements of applicable codes and standards.
1.1.c.
Material fabrication procedures may be subject to inspection and tests in the mill, shop, and field,
and will be conducted by an independent qualified inspection agency hired by Purchaser. Such
inspection and tests shall not relieve the Supplier of responsibility if providing materials and

WARRANTY
Purchaser and Seller understand that Purchaser is contracting with Seller for the purchase of the
scope of this Contract agreement for ultimate sale to and use by the Owner (Ministry of
Electricity and Water, State of Kuwait). Therefore, Seller agrees that all rights of Purchaser for
any failure to meet Specifications or for any other breach of the warranty provided by this
Contract Agreement shall run to the benefit of and be fully enforceable by Owner.

CONFLICT
Discrepancies between the design drawings and the Project Specification, or errors or omissions or misdescription in either the design drawings or in the Project Specification, shall be referred to the
Purchaser/Engineer for interpretation and adjustment prior to beginning fabrication. However in case of
discrepancies or conflict Attachment 5 Owners requirement shall take precedence. Do not proceed
without the Consulting Engineers written acceptance.

The plant communication system will be designed to provide safe, reliable, trouble free and
efficient operation with adequate maintenance facilities as per modern power station
practices.
The system is indented to provide the communication within the plant and also with the
external system.
There will be interface between intercom and PA system. There shall also be interface
between PA and Main Fire Alarm Panel of Fire Protection & Detection System.
Intercom & PA system will cover all the manned areas inside the plant. All communication
equipment in for the Hazardous area viz telephones, speakers, JBs, cables etc. shall be
explosion/ flame proof.
The system characteristics shall be such as to cover the speech band faithfully. The PA
system shall be adequately protected from signal and power line noises. Sound proof
booths for handset stations in noisy areas like GT hall, DG area, fuel gas compressor etc.
will be provided.
The intercom system shall have direct dialing, two way communication. The system shall
have a minimum of 100 subscribers, 20 comms channels and 50 loudspeakers.
INTERCOM SYSTEM:
The intercom system shall include duplex traffic, group call conference call, general call and fire tone
facilities. The intercom sets shall be equipped with push button dialing and a retractable extension cord
and shall be of the appropriate type to suit their location. Adequate number of intercom sets shall be
provided to cover all offices, control rooms, switchgear rooms and plant area. Beside wall mounted
telephones in the Plant and desk telephones in offices/control rooms, shall be provided for manager,
engineers, operation shift leaders and maintenance shifts.
The intercom system shall be microprocessor based, fully integrated, modular construction type,

PA SYSTEM
A PA system shall be provided for the broadcast of announcements throughout the station.
Loudspeakers shall be connected on a zone basis with the call station and zone selection facilities
located in the CCR. Adequate number of Loudspeaker sets for proper audible shall be provided to cover
all offices, control rooms, switchgear rooms and plant area.
The sound output level of the PA system shall be designed to achieve a sound pressure level 10 dB
higher than the ambient noise in the area to ensure speech intelligibility.
The Public Address system shall consist of Public Address (PA) Stations (central exchange type) and
Loudspeakers connected in an open line configuration. The PA stations and Loudspeakers shall be
distributed across the plant as per approved list of locations.
PA system will have two modes, PAGING mode and PRIVATE/PARTY mode. Paging mode will be used
for locating a person and for general instructions. Party mode will be used for conversation between
individuals without broadcasting the same over loud speaker.
The PA system shall be modular type and easily extendable, distributed amplifier type. The unit and
common PA systems shall be interlinked with each other and also with the Intercom system and with
future PA system.
The PA system shall be adequately protected from signal and power line noises and meet the surge
withstand capabilities (SWC) requirements of ANSI C37.90 A / IEEE standard.
The design of enclosure and the packing density of the components mounted there shall be such that the
temperature rise does not exceed 10C above ambient under worst condition.
The PA system can be expanded by connecting additional stations to the system without any degradation
in the performance of the existing stations.
Sound proof booths for handset stations in noisy areas will be provided.
The outdoor wall / column mounting type handset stations shall be dust-tight and weather -proof with
appropriate protection against direct rain, ingress of dust and moisture conforming to IP 55 degree of
protection. The indoor desktop mounting type handset station shall have degree of protection at least IP
52. The station located in fire hazardous area shall be flameproof type.
Loudspeakers
All loudspeakers shall be provided with volume and tone controls.

HANDSET STATION
All handset stations shall be designed so that maximum safety and isolation from live circuits are
provided for the operator under all conditions. Handset transmitter/receiver shall be noise
cancelling type.
Desk mounting type (indoor) and wall mounting column type (outdoor) handset stations shall
have a degree of protection. For hazardous location flameproof handset shall be provided. For
outdoor location suitable canopy shall be provided. Acoustic hoods shall be provided for handset
stations located in noisy areas.
