BACKGROUND
The global economy has been transforming at a rapid rate
.Technology and innovation played a pivot role in this process of technological
transformation .The nature of technological progress and institutional
arrangements affect the direction of economic development. The pace of
knowledge generation and diffusion a basic responsibility of the nation, has
fundamentally determined the pace of economic development across the nation.
Therefore there has been a close relationship between innovation and the
governments innovation policies governed by the national goals and
expectations .This can be seen :In Israel, one of the most densely populated country in the
world and yet 20% of the land is arable and half of that to be irrigated .More than
half of Israel is arid or semi-arid and rest of the country is deep hill sides and
forests. Yet thanks to cutting edge technology, Israel not only produces most of
its food but also exports $1.3 billion worth of agriculture products annually. This
includes farm products as well as some $1.2 billion worth of agricultural inputs
and technology sold overseas every year (source: Israel ministry of foreign
affairs.) Because Israeli farmers have had to contend with a difficult environment
and limited water resources, their experiences is especially relevant to the
developing world.
Here in India now a days : agriculture minister calls upon the
farmers to use modern techniques and machinery as per international standard
to produce horticulture products .He spoke about showcasing imported modern
equipment and machinery and promoting their use by providing subsidy for this
purpose. ( He was speaking during a function titled HORTICULTURESANGAMjointly organised by National Horticulture Board and Horticulture Dept.
of Karnataka at Lalbagh Bengaluru).
Not only the agriculture minister but other minister of the cabinet
also emphasises the use of modern innovated technology .To meet this need
India have to import new technology from the developed nations . Since India is
at 66th position on the innovation scale of the world (Banking and finance
October 2016). As we see :-we have to use imported equipments and machinery
which were not perfectly fitted in our condition .Therefore these eqipments and
machinery should be innovated according to our need and suitable conditions.in
our-own world-class-facilitated laboratory. Obviously these laboratory would be
known as research and innovation centres. These centres should be established
according to the need of local region and their conditions. In this process we
should use modern innovative indigenous techniques because it gives the
process of development sustainability. It means we should add-up the scientific
and innovative techniques in the prevailing indigenous techniques in all the
sectors of the economy. Most important thing is that it would improve our BOP
and makes the process of development sustainable. These research and

Since all we know that NECESSITY IS THE MOTHER OF
INVENTION. Thus we can get a competitive product which can compete the
MNCs. Finally this will increase the income of farmers and producers if these
(farmers and producers) would be linked with the established research and
innovation centres. In this 21st century of the competitive world there is a need of
this type of institutions because ourSTATEMENTS OF THE PROBLEM
1. There is no easy accessibility of the new innovated technology in
the respective sector of the economy, as that are available and
usable in the innovated country.
2. If these technology would be available then there is no guaranty
that the imported technology would be perfectly fitted in our
condition.
3. The government has to bear very huge expenditure on the
import of these technologies.
4. The most valuable point is that disparity exists at various levels,
at national level between different states, at state levels among
different districts, at district level among different blocks. So to
get the efficient utilization of available resources, we go for
