Method Statement Excavation to Line and Grade
2. SCOPE OF WORK
2.1

General Description

To established the methodology for Excavation Works to be


used for the RD1 Slope Stabilization and Road Construction
Project.
2.2

General Work Methodology


2.2.1 Mobilization
Making of Journey Management Plan (JMP) prior to the
deliveries of heavy equipment such back hoe and
dump trucks.
Using of vehicles accredited by EDC.
Comply with EDC-LGBU work on slope protocol.
Determine safe system of work suitable for such task
as road construction.

2.2.2 Excavation Works

2.2.2..1 Inspection at Job Site


Excavation, adjacent areas, and protective system
have been inspected by a competent person before
the start of the work.
Permit Holder has the authority to remove all
individuals from the excavation immediately.
Surface encumbrances have been removed or
supported.
All individuals are protected from loose rock or soil
that could pose a hazard by falling or rolling into the
excavation.
Dumping area for excavated material will not
obstruct pedestrian/ vehicle passage.
Excavated soil will not contaminate any water way.
Excavation areas are clearly marked and adequate
barriers and signs are provided.
Warning vests or other highly visible clothing
provided and worn by all individuals. Wearing a vest
at all times around heavy equipment is required.
All individuals are required to stand away from
vehicles being loaded or unloaded. All assigned
equipment must have backing alarm to give
warning to workers.

Warning system established and utilized when


mobile equipment is operating near the edge of the
excavation.
All individuals are prohibited from going under
suspended loads.
The standard requires that a competent person
inspect, on a daily basis, excavations and the
adjacent areas for a possible cave in, failures of
protective systems and equipment, hazardous
atmosphere, or other hazardous condition.
Adequate protective system will be utilized to
protect employees. this can be accomplished
through sloping, shoring, or shotcreting.
Workers must be supplied with and wear any
personal protective equipment deemed necessary
to assure their protection.
Employees must be supplied with and wear orange
reflective vest, Signs and Barricades must be
utilized to ensure the safety of employees, vehicular
traffic, and pedestrians.
Excavations or trenches 4 feet deeper that have the
potential for toxic substances or hazardous atmosphere
will be tested at least daily. if atmosphere is adequate,
protective system will be utilized.
Excavation work shall only start upon the advised of
Geohazard Committee.
Excavation shall only start after the determining of the
safe distance of excavation equipment from the existing
pipe line.
Excavation shall only start after EPRT had been deployed
to ensure safety of workers and equipment based on the
risk assessment issued by Geohazard Committee.

2.2.2..2 Utilities
As-built underground utility drawings checked and
confirmed with Area Owner, E/I Maintenance
supervisor, ISD Supervisor, or another Qualified
Person.
Location of utilities are marked and clearly
identified.
Prior to the use of excavating equipment,
underground utilities have been located by hand
digging.
Underground utilities are protected, supported or
removed when excavation is open.
Excavation works may proceed without danger to
electrical power line, water pipeline, gas line,
telephone, sewers, and other utilities, etc.

2.2.2..3 Means of Access and Egress


Warning notices are installed at each approach.
Travel distance to means of egress no greater than
8 meters in excavations 1.5 meters or greater in
depth.
2.2.2..4 Wet Conditions
Water removal equipment to be monitored by a
competent person.
Surface water runoff is diverted or controlled to
prevent accumulation in the excavation or
contamination of any water
Support Systems

Materials and/or equipment for support systems are


selected based on soil analysis, trench depth, and
expected load.
Materials and equipment used for protective
systems have been inspected and are in good
condition.
Materials and equipment not in good condition have
been removed from service.
Protective system is installed without exposing all
individuals the hazard of cave-ins, collapses, or
threat of being struck by materials equipment.
Members of support system are securely fastened to
prevent failure.
Support systems are provided to ensure stability of
adjacent structures, buildings, roadways, sidewalks,
walls, etc.
Excavations below the level of the base of a footing
have been approved by a registered Professional
Civil Engineer.
Removal of support systems progresses from the
bottom and members are released slowly so that
any indication of possible failure is detected.
Backfilling progresses with the removal of the
support system.
Material is excavated to a level no greater than 2
feet below the bottom of the support and only if the
system is designed to support the loads calculated
for the full depth.
A shield system has been place to prevent lateral
movement.
All individuals are prohibited from remaining in the
shield system during vertical movement.

2.2.2..6 Heavy Equipment


Heavy equipment will be stationed on firm/ rigid
ground and shall not be left overnight on the slope
edge.
Trained Spotter/ Signal required
Traffic control needed.
2.2.2..7 Training
All individuals have had Excavation Safety
Awareness Training or equivalent training related to
Excavation and Trenching.
Trained Emergency rescue resources required.

2.2.2..7 Excavation Proper


Lay-out the limits of the excavation area.
Obtain necessary permits prior to the start of
excavation.
A sturdy barrier will be provided to the base of the
slope to prevent excavated soils from falling on the
lower slope.

Excavation will be done by parts and there are 2


parts. 1st part will be excavated.

Bench the slope up to the location of 1st layer of soil


nail.

1st coating of shotcrete will now proceed. This will


serve as a temporary slope protection.

Soil nailing works will now proceed after the 1st


coating of shotcrete. Provide additional scaffolding
works for the soil nailing works as needed. (refer to
GSI Method Statement no. 2; Method Statement for
Shotcrete and Soil Nailing).

Soil Nailing Works

After the soil nailing works, bench the location of 2nd


layer of soil nail. First Coat will now proceed and
then drilling works. And so on.

After the drilling works, final coating of shotcrete


will now proceed.

2.2.3 Demobilization

All heavy equipment must follow the approved


Journey Management Plan.

Housekeeping will be maintained throughout and


after the excavation.
