The following procedure is for work requests originating in the areas and supported by MEU. This procedure will
reflect Status Code 25 which will be used for routing work orders that may require authorization prior to job
plan execution. The procedure will be adopted by all MEU entities that use Tabware to support the assigned
areas at Mittal Steel Co.
1. An electronic work order is entered into Tabware by the assigned area. The Senior Planner for the
assigned area will review all work orders and may determine that MEU is required to plan and estimate
the work prior to actual execution. If this is the case, the Assigned Senior Planner will change his/her
planner to the responsible Process Manager or his/her designate within MEU and make a note in the
work order comments section of the work order that a plan and estimate is requested of MEU. The
Process Manager or his/her designate, will review backlog of work orders daily and assign those work
orders that require a plan and estimate to MMD Planners by changing the planner to a MEU Planner. A
review of the complete scope of work may be required with the Assigned Senior Planner, MEU Process
Manager and the MEU Planner that will perform the plan and estimate. Prints and formal drawings may
be required to successfully plan and estimate the work order. It is the responsibility of the MEU Planner to
ensure these documents are obtained. Work orders that require plans and estimates must also include a
requested completion date. This will assist in the ranking of plans and estimates to be performed by MEU
Planners. Process Manager or his/her designate will review all work orders periodically to ensure that the
MEU Planners are maintaining the requested completion date for the plans. The Assigned Senior Planner
must also ensure that the P&P 261 form is copied or attached to the work order and filed out
appropriately prior to routing to MEU. The Assigned Senior Planner may delegate this responsibility to an
Assigned Area Planner. The MEU Process Manager may delegate this responsibility to the MEU Area
planner.
2. Entered - (Status 0) - the base status after a work order is entered in the system.
3. In Planning - (Status 20) - this status indicates that the work order is in the planning process. The MEU
Planner makes an estimate and field verifies to ensure the appropriate craft, man-hours, material, special
tools or equipment, and any safety requirements (such as permits, etc.) are identified in the job plan for
the work order. The MEU Planner will go to the extended comments section of the work order and enter
his/her name and phone number. This information will be used by the Assigned Senior Planner for
reference purposes.
4. W/O Approval MEU - (Status 25) - sent for approval. After the work order is planned, the MEU Planner will
change the planner to the MEU Process Manager and also change the work order status to 25. The
MEU Process Manager reviews status 25" backlog and ensures all relevant information is annotated on
the work order. If he concurs, the MEU Process Manager will change the planner to the proper Assigned
Senior Planner. It is then the responsibility of the Assigned Senior Planner to obtain any necessary
authorizations to proceed.
5. Planning Complete - (Status 30) - planned, approved, ready to buy material. The Assigned Senior Planner
changes the work order to status 30 and routes the work order back to the MEU Process Manager by
changing the Planner to reflect the MEU Process Manager responsible for the work. A phone call to the
responsible MEU Planner may be required to expedite the material procurement process. Additionally, a
note can be placed in the work order extended comments section by the Assigned Senior Planner
authorizing work to commence on a certain date.

6. Awaiting Material - (Status 40) - work order awaiting material. The MEU Planner has ordered the material
required to execute the work order and is awaiting delivery. The material expediters can be notified of
urgent work and assist in the procurement process. It is the responsibility of the material expediter to
notify the MEU Planner when all material for the work order has been received and staged.
7. Material Reserved - (Status 50) - material reserved. The planner will use this status code to reserve
material in the warehouse before scheduling work. (Old code 39)
8. Ready to Work - (Status 60) - Once all the material has been received and the requested completion
date is approaching, the MEU Planner will propose the execution in the weekly scheduling meeting. If all
parties agree to the schedule, the work order is then placed at status 60. If the work is to be delayed,
the work order can be placed at status 30 and scheduled at a later date. All work that will be
scheduled will be discussed with the responsible MEU supervisor at the weekly scheduling meeting to
ensure scopes are clearly understood and requested completion dates are maintained. The MEU
Planner then changes the work order status to 60 which is an indication that the work will begin within
the next five days.
9. Completed - (Status 70) - Job is complete. Planner or Supervisor enters any relevant work order or
equipment history to the work order (it is recommended that the craft personnel executing the plan write
job history information on the printed work order for capturing in the work order completion remarks). It is
also encouraged that the MEU Supervisor and MEU Planner review the completed work orders for
remarks and to assist in future planning needs.
10. Closed To Charges - (Status 79) - The assigned Senior Planner or Process Manager will review this status 70
work order in his or her backlog and move them to a status 79 close to chargers
11. Cancelled - (Status 80) - The Assigned Senior Planner is authorized to cancel work orders from Tabware if
it is deemed that the work order is not required. Note: work orders may not be canceled if labor or
material charges have taken place against the work order.
The MEU Process Manager may delegate this responsibility to the MEU Area planner.
