Executive Summary

1.0 INTRODUCTION
Chhattisgarh Road Development Corporation Limited (CGRDC), Raipur (the Authority) is
engaged in the development of roads in the state of Chhattisgarh and as part of this endeavor,
the Authority has decided to undertake the construction of four lane on the existing Fafadih Telibandha - Naya Raipur narrow gauge railway track by abandoning of existing narrow gauge
railway track. CGRDC has been mandated by the Government of Chhattisgarh for construction of
Fafadih - Telibandha - Naya Raipur Four Lane.
Keeping in view the growing importance of Raipur city and Naya Raipur, Chhattisgarh Road
Development Corporation Ltd. with active support of Government of Chhattisgarh, initiated a
comprehensive Detailed Project Study for development of Four Lane corridor to connect Raipur
city to Naya Raipur. Proposed four lane starts from Raipur city Railways station and will pass
through major roads (NH-200, NH-53, NH-30, Arterial and sub arterial) of Raipur city. Proposed four
lane shall decongest the city traffic which travel through various Arterial and sub arterial roads
and provide direct connectivity to Railway station from Naya Raipur. Existing narrow gauge
railway line is under operation and few local trains are running with passengers traffic from Naya
Raipur surrounded villages and intra city traffic to reach the various part of the city and proposed
to abondoned up to Kendri . In this regard, CGRDC has appointed M/s Lion Engineering
Consultants, Bhopal as Design cum Supervision Consultant for Preparation of Detailed Project
Report (DPR) and Project Management Consultancy for Construction of Road / Four Lane
Corridor on Existing Fafadih - Telibandha - Naya Raipur Narrow Gauge Railway Track.

1.1 Project Road


Project road is located in Chhattisgarh, the state is also known as "Rice Bowl of Central India in
India. The State shares its border with Madhya Pradesh in the northwest, Maharashtrain the
southwest, Andhra Pradesh (East Godavari District) in the south, Telangana (which includes
eastern parts of old Bhadrachalam constituency which was part of East Godavari District prior to
1956 and later added to Khammam district and most of which was retained by Telangana after
Andhra Pradesh's bifurcation in 2014) in the south, Odisha in the east, Jharkhand in the northeast

and Uttar Pradesh in the north. Currently the state comprises 27 districts. It is the 10th largest state
in India, with an area of about 135,194.10 square km. Chhattisgarh is one of the few states of India
where the power sector is effectively developed, In Chhattisgarh, National Thermal Power
Corporation Limited (|NTPC) has Sipat Thermal Power Station with a capacity of 2980 MW at
Sipat, Bilaspur; and Korba Super Thermal Power Station with a capacity of 2600 MW at Korba.
Some of the other major cities are Raipur, Durg, Bilaspur, Korba, Rajanandgaon and many more.
As per the agreement, the project road Fafadih - Telibandha - Naya Raipur Narrow Gauge
Railway Track starts from Km 0+000 (Railway Km 829/0) at Electric Sub Station of South Eastern
Central Railway (SECR) on located on near Gudihari Underpass, Raipur District and terminates at
Km 12+020 (Railway Km 841/0) at Raipur Dhamtari Road (NH-30) near Shadani Darbar, Raipur
District having a total Design length of 12+020 Km.
The Project stretch is Expressway from Fafadih - Telibandha - Naya Raipur of design length km
10.020. Project stretch lies in Raipur District of Chhattisgarh. Total length of the project corridor is
running between Latitudes of 2115'36.54"N; Longitudes of 8137'56.18"E and Latitudes of

2111'1.12"N; Longitudes of 8142'28.55"E.


The location plan of the project road section is illustrated in Figure 1.1. Summary of the existing
features of the project are shown in Table 1.2.

1.2. SOCIO-ECONOMIC PROFILE


Project Description
Socio Economic Profile chapter illustrates a brief of the socio economic profile of the project
influenced area (PIA) for Expressway having a length of 12.020 kms. The road primarily runs in E-S
direction and connects Villages viz, Gudihari, Fafadih, Raipur khas, Pandritarai, Telibandha,
Purena, Amlidih, Phundhar, Dumartarai, Temri and Boriyankalan other important Blocks
Headquarters located enroute. This highway segment serves as the artery, provides connectivity
to National Highways i.e. NH-30, NH-53 & NH-200 in Chhattisgarh State.

Demographic Profile
Chhattisgarh is primarily a rural state with only 20% of its population (around 5.1 million people in
2011) residing in urban areas. According to a report by the government of India, at least 34%
are Scheduled Tribes, 12% are Scheduled Castes and over 50% belong to the official list of Other
Backward Classes. The plains are numerically dominated by castes such as Teli, Satnami
and Kurmi;
while
forest
areas
are
mainly
occupied
by
tribes
such
as Gond, Halbi, Halba and Kamar/Bujia and Oraon. A large community of Bengalis has existed in
major cities since the times of the British Raj. They are associated with education, industry and
services.
Population Density
The population density is showing an increasing tendency from year 2001 to 2011 is shown in
Table.

State Income
Chhattisgarh's gross state domestic product for 2010 is estimated at INR 60,079 crore in current
prices. The economy of Chhattisgarh has grown rapidly in recent years with a growth rate of 11.49
per cent in GDP for 20092010. Chhattisgarhs success factors in achieving high growth rate are
growth in agriculture and industrial production.
Main Economic Sectors
Agriculture
Agriculture is counted as the chief economic occupation of the state. According to a government
estimate, net sown area of the state is 4.828 million hectares and the gross sown area is 5.788 million
hectares. Horticulture and animal husbandry also engage a major share of the total population of
the state. About 80% of the population of the state is rural and the main livelihood of the villagers is
agriculture and agriculture-based small industry. Considering this and a very limited irrigated area,
the productivity of not only rice but also other crops is low, hence the farmers are unable to obtain
economic benefits from agriculture and it has remained as subsistence agriculture till now.
The main crops are rice, maize, kodo-kutki and other small millets and pulses (tuar and kulthi);
oilseeds, such as groundnuts (peanuts), soybeans and sunflowers, are also grown. In the mid-1990s,

most of Chhattisgarh was still a monocrop belt. Only one-fourth to one-fifth of the sown area was
double-cropped. When a very substantial portion of the population is dependent on agriculture, a
situation where nearly 80% of a state's area is covered only by one crop, immediate attention to
turn them into double crop areas is needed. Also, very few cash crops are grown in Chhattisgarh, so
there is a need to diversify the agriculture produce towards oilseeds and other cash crops.
Chhattisgarh is also called the "rice bowl of central India"
Tea production: Chhattisgarh State is ranked as the 17th largest tea production state in India. The
districts of Jashpur and Surguja are favorable tea production areas. In Jashpur district, the first tea
plantation, Brahmnishthajaya Sogara Ashram was established under the direction of Pujya Pad
Gurupad. Tea production started after two years at the Sogara Ashram. A tea processing unit was
established in Sogara Ashram and the unit name set as the Aghor Tea Processing Plant. The forestry
department has also started a tea plantation motivated by the Sogara Ashram. In Surguja district,
a tea nursery is being developed by the Margdarshan Sansthan Agriculture College in Ambikapur,
Surguja.
Industry
Power Sector
Chhattisgarh is one of the few states of India where the power sector is effectively developed.
Based on the current production of surplus electric power, the position of the State is comfortable
and profitable. The Chhattisgarh State Electricity Board (CSEB) is in a strong position to meet the
electricity requirement of the new state and is in good financial health. Chhattisgarh provides
electricity to several other states because of surplus production and its power hubs are Korba and
Bilaspur.
In Chhattisgarh, NTPC has a thermal plant with the capacity of 2980 MW at Sipat, Bilaspur and a
thermal plant with a capacity of 2600 MW at Korba, while CSEB's units have a thermal capacity of
1780 MW and hydel capacity of 130 MW. Apart from NTPC and CSEB, there are a number of
private generation units of large and small capacity. The state government has pursued a liberal
policy with regard to captive generation which has resulted in a number of private players coming
up.
As per a study made by the Power Finance Corporation Ltd., New Delhi, the state has potential of
61000 MW of additional thermal power in terms of availability of coal for more than 100 years and
more than 2500 MW hydel capacity. To use this vast potential, substantial additions to the existing
generation capacity are already under way.
Steel Sector
The steel industry is one of the biggest heavy industries of Chhattisgarh. Bhilai Steel Plant, Bhilai
operated by SAIL, with a capacity of 5.4 million tonnes per year, is regarded as a significant growth
indicator of the state. More than 100 steel rolling mills, 90 sponge iron plants and ferro-alloy units are
in Chhattisgarh. Along with Bhilai, today Raipur, Bilaspur, Korba and Raigarh have become the
steel hub of Chhattisgarh. Today, Raipur has become the center of the steel sector, the biggest
market for steel in India.
Aluminum Sector
The aluminum industry of Chhattisgarh was established by Bharat Aluminum Company Limited,
which has a capacity of around one million tonnes each year.

The population of Chhattisgarh State is about 2.56 crores and the density of population is 189
persons per square K.M. (As per 2011 Survey ). There are 27districts in the State out of which Raipur,
Bilaspur, Durg, Rajanandgaon, Raigarh and Korba are more densely populated in comparison to
the other district township. The density of roads as measured by the proportion of length of roads to
the total area of the State is lesser for Chhattisgarh as compared to all India average.

1.3 TRAFFIC S URVEYS AND ANALYSIS


The traffic characteristics on the project road for the base year are essential for formulating
improvement programs and in estimating the economical/commercial viability of the project.
The objectives of the traffic study are:

Traffic estimation in terms of volume on various sections.

Growth factor estimation for traffic forecasting.

Capacity assessment based on traffic forecasting for next 30 years.

Average Daily Traffic and it Composition


The Average Daily Traffic (ADT) obtained from the volume count surveys for all the locations
are given in Table no. 1.3. To study the variation in the intensity of traffic, consultants have
analyzed the variation of traffic along the project road. The following observations are made from
the analysis for each location along the project stretch.

Traffic growth rate during the design life in percentage


No previous data has been provided to Consultant. Also no toll plaza exists in the project influence
area. Hence, it is difficult to illustrate past trend of traffic growth without availability of sufficient data.
IRC:37-2012 clause 4.2.2 stated If the data for the annual growth rate of commercial vehicles is not
available or if it is less than 5 per cent, a growth rate of 5 per cent should be used.
Hence traffic growth rate is adopted 5% for projection of present traffic.

Estimated and Recommended Designed MSA


Location and direction wise MSA with respect to direction wise VDF has been estimated 15 years
estimated and adopted MSA has been given in Table 7.72 and detailed calculation is presented in
Volume: 2-Annexures to Main Report.

As per IRC: SP: 84-2014, 10 MSA design traffic has been considered for slip road.
As mentioned above, 8% effective subgrade CBR is propsed for pavement design and following

1. 4 BRIDGES & CULVERTS


During bridges and culverts inventory, it was observed that there are 05 nos. Minor bridges
and 19 nos. of culverts exist along the corridor. There are Nallahs/ water streams which have
minor bridge & culverts. Therefore, a detailed feasibility of the CD-Structures has been
prepared based on the hydraulic analysis. The provision of cost is included in estimation for
construction of diversion during reconstruction/new construction of CD structures. The
summary and proposed improvement for existing bridges and culverts are given below in
Table no. 1.6 & 1.7:

requirement of electrical work such as street lighting , high mast etc. for prevention and increase
in safety. So there is requirement of electrical work throughout stretches.
Grade Seperators
In keeping the view of high traffic and dense habitation in the enroute villages; there is
requirement of grade separator in the Major junction. Grade Seperator are proposed at all Major
Junction in the City Portion location for smooth flow the traffic.

Landscaping
The landscaping and tree plantation along the project road shall be done as per IRC: SP: 21 -2009.
In the topographic survey it is seen that some of trees are lying within the ROW along the
alignment of project road. These trees are proposed to be cut as per actual requirement at site in
a phased manner. It is proposed to have a new plantation of nearly 02 times of the trees to be cut
along the project roads.

1.6 Cost Estimates


The cost estimates have been prepared for new Construction of the 4 Lane carriageway including
new pavement, construction of new bridges and Flyovers/Elevated Structures, rehabilitation and
reconstruction of cross drainage structures, longitudinal drains, junction improvements, road
furniture, street lighting, bus bays, Social and Environmental cost etc.

1.7 Traffic Management during Construction


Road construction and maintenance work is hazardous for both the site operatives and the road
user. The techniques of road improvement wherein traffic is allowed to use part of the existing
carriageway create considerable problems for traffic. Sometimes delays can be extensive
leading to drivers frustration and the tendency for over speeding to make up for the time.
Therefore the road safety adopted should be in such a way that it ensures the smooth flow of
traffic during construction. All the potential hazards of the project during maintenance and
construction would be identified, so that the adverse effect can be prevented, controlled or
minimized by having suitable engineering, administrative and operational control measures.
The methods of managing traffic are not to compromise on road safety and cause undue delay
to traffic and as such drivers will need early warning of restriction on the road and needs to be
adequately provided as stipulated
To ensure safe conditions for the Users, lane closures, diversions, vehicle breakdowns and
accidents, it shall follow the relevant operating procedures including the setting up of temporary
traffic cones and lights, and removal of obstruction and debris without delay.
As part of potential hazard identification, the emergency situations shall also be identified to
develop the emergency preparedness and response plan. All the employees are to be periodically
trained about the control measures to be adopted to prevent, control or reduce the concerned
potential hazards. Training could cover the personal safety of workers, safe use of construction
equipment in confined spaces and the correct use of traffic.
