6.Public Private Partnerships would be preferred wherever feasible to implement e
Governanceprojectswithadequatemanagementandstrategiccontrol.
7.Adopon of Unique ID would be promoted to facilitate idencaon, authencaon and
deliveryofbenets.
8.RestructuringofNICwouldbeundertakentostrengthentheITsupporttoallgovernment
departmentsatCentreandStatelevels.
9.The posions of Chief Informaon Ocers (CIO) would be created in at least 10 key
Ministries so that various eGovernance projects could be designed, developed and
implementedfaster.CIOposionswillbeatAddionalSecretary/JointSecretarylevelwith
overridingpowersonITintherespecveMinistry.
