1.Ministries / Departments / States would fully leverage the Common and Support ICT
InfrastructureestablishedbyGoI.DeitYwouldalsoevolve/laydownstandardsandpolicy
VisionandVisionAreas
guidelines,providetechnicalandhandholdingsupport,undertakecapacitybuilding,R&D,
etc.
2.Theexisng/ongoingeGovernanceiniaveswouldbesuitablyrevampedtoalignthem
with the principles of Digital India. Scope enhancement, Process Reengineering, use of
Approachand
Methodology
integrated&interoperablesystemsanddeploymentofemergingtechnologieslikecloud&
mobilewouldbeundertakentoenhancethedeliveryofGovernmentservicestocizens.
3.States would be given exibility to idenfy for inclusion addional statespecic projects,
ManagementStructure
whicharerelevantfortheirsocioeconomicneeds.
4.eGovernancewouldbepromotedthroughacentralisediniavetotheextentnecessary,
to ensure cizen centric service orientaon, interoperability of various eGovernance
applicaons and opmal ulisaon of ICT infrastructure/ resources, while adopng a
decentralisedimplementaonmodel.
5.Successeswouldbeidenedandtheirreplicaonpromotedproacvelywiththerequired
produczaonandcustomisaonwhereverneeded.
6.Public Private Partnerships would be preferred wherever feasible to implement e
Governanceprojectswithadequatemanagementandstrategiccontrol.
7.Adopon of Unique ID would be promoted to facilitate idencaon, authencaon and
deliveryofbenets.
8.RestructuringofNICwouldbeundertakentostrengthentheITsupporttoallgovernment
departmentsatCentreandStatelevels.
9.The posions of Chief Informaon Ocers (CIO) would be created in at least 10 key
Ministries so that various eGovernance projects could be designed, developed and
implementedfaster.CIOposionswillbeatAddionalSecretary/JointSecretarylevelwith
overridingpowersonITintherespecveMinistry.
