(including Project LIFE-MGNREGA) I would like to draw your attention to the importance of SRLMs/State Skill Missions in ensuring implmentation of DDU-GKY projects according to the Guidelines and Standard Operating Procedures (SOPs) of DDU-GKY, While we have made progress in improving quality of training infrastructure more needs to be done to improve quality of training ~ specifically Attitude, Skills and Knowledge (ASK). My letter no. J-17060/350/201S-DDU-GKY dated 16" November 2015 lays down the broad strategy on how this can be done (Annexure 1 - copy attached). Going forward, I would like to suggest that following initiatives be taken at State level for effective implementation and monitoring of DDU-GKY projects: 1. Ensuring a dedicated team for DDU-GKY and capacity building of that team by conducting trainings, exposure visits to other States, etc. They would also benefit by interacting closely with NIRD team deployed at the State specifically for monitoring, evaluation and for providing technical inputs for effective implementation of DDU-GKY projects 2. SRLMs/State Skill Missions should develop a strategy to implement ASK (Attitude, Skills & Knowledge) Agenda in the State, as communicated in letter no. J-17060/350/2015-DDU- GKY dated 16* November, 2015 3. Regular use of PIA HQ Inspection Tool and Training Centre Inspection Tool by Annual Plan States (Annexure 2 - copy attached) 4. Use of SRLM/State Skill Mission Evaluation Parameters for self-monitoring by SRLMw/State Skills Missions (Annexure 3 - copy attached) 5. Establishment of a state level BPO at or near SRLM/State Skill Mission office to monitor Training Centers which could act as a reference at various levels for effective implementation of DDU-GKY projects with regard to: ‘A. CCTV monitoring which would include the following: i. Compliance Monitoring of training centers to DDU-GKY norms, procedures and guidelines (and fraud detection)Training Quality Assessment of training centers by a team of subject matter experts with domain (skilling) knowledge to assess the quality of training being provided B. Attendance monitoring C. Check that Aptitude Test is being conducted appropriately and records are maintained (According to SF 6.2A1, SOP of DDU-GKY) D. Ensure that regular Formative assessment is conducted and records are maintained (As described in the SOP of DDU-GKY; Section 4.7 and 5.4) E. Progress of laggards (following up on candidates who have low formative assessment scores and checking their progress) ely receipt of to and fro expenses G. Placement verification (candidate identity, appointment letter, salary sli (See Annexure 3 - CCTV footage monitoring - indicative set of tasks) bank statement) Alll the States are recommended to follow the example of Odisha Rural Development Marketing Society (ORMAS) in hiring Gram Rozgar Sevaks (GRS) or Community Resource People (CRP) or Job Resource Person (IRP) who will support the candidate from mobilization through training to placement. The objective of involving this resource person in the Skill Development Programme under DDU-GKY is to mobilize, counsel and track rural youth. As most of the resource persons belong to the same community and are familiar with the youth & their family, it becomes easier for them to mobilise and track them. An incentive up to Rs. 600 per candidate may be provided using the Rs.3.5 lakhs per year per block and 1.5% of the project cost under IEC funding in terms of Section 3.2.1.8 and Section 3.2.1.3 respectively of DDU-GKY Guidelines under Support Cost Norms. Setting up an Academic Committee to review and make recommendations to ensure effective implementation of the ASK agenda in the States. This will include: a. Compliance of Session Plan b. Approve Trainers (including training delivery) through review of CCTV footage and Skype interviews of the trainers c. Rate Trainers on their attitude, skill and knowledge 4. Provide trainers with timely feedback on their training, teaching content, use of technology and teaching style €. Verify that salaries of trainers are comparable to market rates, £. Re-testing a sample of candidates over Skype to verify the candidate assessment results Further, I want to bring to your attention that Project LIFE-MGNREGA incorporates focused convergence of resources of Mahatma Gandhi NREGA, State Rural Livelihood Missions (SRLMs)State Nodal Skills Missions and Deen Dayal Upadhaya Grameen Kaushalya Yojna (DDU-GKY), as mentioned in D.O.No.J-110601/8/12015-MGNREGA-V (Annexure 5 - copy attached) on Implementation of Project Livelihood in Full Employment for Mahatma Gandhi NREGA workers Tam sure you will appreciate these efforts that are aimed at enhancing the overall quality of the program. The full architecture for the implementation of DDU-GKY life cycle of the project is now complete with ) the release of the revised version of the Standard Operating Procedures (SOP) Part 1, incorporating learnings and experience gained over the last one year, ji) release of the SOP Part 2 containing Placement & Tracking of beneficiaries, Financial Management of the Project and Grading of Projects and PIAS. (available at http://dduaky.gov.in/ddugky/outerAction.do?methodName=showResource) and iii) launch of e-learning portal (http://dduakysop .in/) designed to facilitate SOP based self-learning and certification have visited training centres in Uttar Pradesh, Madhya Pradesh, Haryana, Tamil Nadu, Kerala, Karnataka, Chhattisgarh, Rajasthan and Jharkhand and have observed that we have been successful in ramping up the quality of training infrastructure through @ clear articulation of minimum acceptable standards in our Standard Operating Procedures. The program is setting new benchmarks for vocational skilling programs.run in our country. ‘Our endeavour is that DDU-GKY candidates come out of the training program as ‘good human beings, good employees and good citizens. As a next step in that direction, our focus is to improve the quality of training delivery at the training centres to improve the competency of skilled candidates and hence the credibility of the program in the eyes of the employers. The ultimate success of the program would be in meeting global standards of skilling and providing international placement for our alumni. | would like to call this the pursuit of the "ASK (Attitude, Skills and Knowledge) AGENDA”. To this end, a joint team of MoRD, NIRD, NABCONS and officials of the Q teams of some PIAS conducted a thematic review of 70 training centres belonging to 32 PlAs in 10 states in22) the month of July 2015. One of the key findings of the review was identification of the PIA headquarters as a key pivotal point through which this agenda can be driven. As we have identified, the key issues that that the PIA headquarters should focus on are noted in the following paragraphs, 1. Quality of Trainers at the Training Centres ~ The trainers have to be good at their job, i.e. have good knowledge of their subject and requisite training skils, and this can be ensured by: @. The selected trainers qualifying the basic criteria set by the concerned certifying agency ie. NCVT or relevant SSC, with regard to domain certification, work experience and training experience, and if no such criteria is set by the certifying agency, the trainers should at least be cettified in the course they are teaching. Domain certification for training of trainers is now available as a RPL scheme and can be undertaken by each of the SSCs, imespective of whether the course itself is affiliated to NCVT or SSC. b. They should have undergone a formal assessment and certification for their ability to impart training. They should undergo a “Train the Trainer" Program being organized by the IT sector Skills Council and be scored ‘on competency with respect to their teaching skills. Further, they should have good industry experience which helps them understand industry Fequirements. In addition to the above 3rd party certification, PIAS - management should have a well formulated and implemented-system for assessing trainer skills. as part of their recruitment and ongoing assessment system. ©. Organise periodic retreats for regularly upgrading and sharpening the skills of trainers to imbibe and reinforce the quality ethos and culture in them. 2, Adequacy of tools and equipment at training centres — The tools and equipment at the training centres should not be just for exhibition. They should enable conduct of effective practical training for each and every candidate undergoing the training course, and be of the same quality that the candidates will encounter in the workplace. They should, at least, conform to the list of tools and equipment provided with the MES curriculum for or equivalent to that trade. If there are power tools, the generators should have enough capacity to run them 3. Rebalance focus between theoretical and practical training The current focus on imparting knowledge to the candidates has to be balanced with imparting practical skills through practical training besides the On-Job-Training (OJT), The candidate should not only "know’ but should be able “to do" the job. 4. Formative assessment and corrective action for weak students— Regular formative assessment with a minimum frequency as prescribed in the DDU-GKY ‘SOP (Reference sections 4.7 and 5.4 of the SOP) should be carried and results analysed to identify weak students.@. Additional help and support should be planned and provided for 20% of the weakest students identified in the assessment. Formative assessment should include theory and practical tests for assessing Attitude, Skills and Knowledge (ASK) of the candidates. Corrective measures should have strategies for all three—Atitude, Skills and Knowledge (ASK). b. Though not as long as a “semester’, each period between two assessments should be treated like a semester. Trainees would Progress to the next semester only if they qualify assessment at the end of each semester. While this semester system will not be mandatorily enforced by DDU-GKY immediately, we should aim to move to this system before long. Until such time, we should at least identify and support weak students. | urge you to take steps in the spirit of a semester system. All trainers and Q teams should gear up to ensure that our training centres are able to shape trainees with better attitude, skills and knowledge, and focus on helping weaker students. 5. High Quality of Training content with emphasis on pedagogy and modes/methods of training delivery— The training content should be of high quality with adequate emphasis on training plan and daily activity planner to ensure a good mix of different modes of delivery for greater leaming effectiveness. The training style of the trainers should focus on the pedagogy and adult learning principles involving more experiential learning. There should be a session wise lesson plan which should specify slides to be used, reading material, learning outcomes, and key-words that the trainer should use in every session. PIAs should get their training curriculum and content vetted by an eminenticredible academic committee. CTSAs as part of their due diligence should also have experts who will examine and approve the study material. 6. Employability skills to better deal with workplace requirements and develop a positive attitude — A strong emphasis on employability skills and ‘on development of character and values-hard work, diligence, personal credibility, punctuality, customer delight by delivering more than what is required, to name a few--is important. Besides, literacy and numeracy skills are crucial for career progression, and candidates should be given training in both. The 160 hours devoted to IT, English and Soft Skills in the structure of the program is primarily aimed at these aspects. Motivational films, encouragement of reading and exposure to industry leaders as speakers and successful DDU-GKY alumni should be incorporated into the training schedule. 7. Building self esteem and confidence of our trainees — We have to deal with self esteem of our trainees. One way to do this is to expose them to an array of curricular and extracurricular activities in a way that each of thempew experiences success in one or the other activity. This would bring in healthy competitive spirit and address shyness in rural youth, as they confront more complex social settings. Some extracurricular competitive activities can be carom, table tennis, volleyball, running, kho-kho, rope pulling, football, cricket, quizzes, debates, open-mic etc. Every student should be tracked, and every student should be able to experience success--first, second or thitd position in at least one activity before they finish the training program . Integrity and credibility of final assessment and certification All the trainees need to compulsorily undergo end-of-term assessment carried out by the NCVT or relevant SSC, The end-of term assessment should lead to 4 nationally recognised certification. However, | must mention here that the endeavour should be to excel and not only meet minimum criteria for the certification. The PIAs should have a testing mechanism of their own which is better than NCVT or SSC and they themselves have to be convinced that their trainees are fit for global job markets. Audio and Video recording of all theoretical and practical assessments should be maintained by the PIA. 8. Rigorous monitoring and evaluation involving use of technology- The CCTVs installed at the training centres need to be effectively used to monitor various aspects of the program e.g. a. Compliance of actual training to the planned schedule. ——~b-- Quality of trainer's inputs during each session. C. Use of training aids and methodology for more impactful learning. d. Involvement of the trainees during the session. €. Identifying uninterested and truant trainees. f. Checking for daily attendance of candidates and trainers as per attendance records. 9. Conduct of assessments, both formative and summative. To effectively use the CCTV facility, itis important that adequate attention 's paid to the proper choice of equipment and its installation. Good video and audio quality is a must. The camera placement should ensure a frontal view of the trainer. All candidates should be visible in each frame being Captured. The microphone placement should be close to the trainer to Capture his audio clearly (collar mikes can also be used, if necessary). Proper storage and retrieval of the CCTV footage should be ensured and Centre staff should be trained in operating the system. CTSAs, the Ministry and PIA headquarters should be able to see and download the footage either on real time, or with a maximum lag of § days. MoRD Is working on suitable specification to ensure the same, however, in the meanwhile it ismecessary to ensure that the audio and video recordings enable monitoring of atfendance and trainer delivery quality.10. Feedback from candidates - A mechanism for feedback from candidates should be a part of this system. This will include instituting simple anonymized feedback mechanisms that are instituted and operated directly by the head office of PIA. This should be made available to the state governments, CTSA and MoRD on a real time basis. For this purpose, Please use the tablets for which DDU-GKY provides Rs. 15,000/- per tablet Le. Rs. 5000/- per student for 3 batches. The Rs. 15,000/- per tablet includes cost of hardware, software, teaching leaming material, maintenance ete. 11. Effective Use of Tablet PCs — Well configured tablet PCs that are loaded with good quality teaching and learning material, including animations and question banks, and are Intemet enabled at the training centre can be effectively used for: @. Self paced learning by the candidates. b. Collecting anonymized feedback from the trainees. ¢. Tablet based formative assessment for quick and accurate evaluation of results. The DDU-GKY guidelines mandate the need for a workflow driven internet enabled ERP system to be deployed by each PIA for timely monitoring of their training Centres as also online and accurate reporting of details to DDU-GKY. It is important that all PIAS consider this task as urgent and important and deploy a suitable ERP system that has the ability to communicate easily with the DDU-GKY ERP system for real time sharing of data and reports. Dear You are aware that the Ministry of Rural Development has taken this new initiative to catalyse shift of poor household, largely dependent on MGNREGA, from unskilled labour to skilled one through skill development programmes under “Project Livelihoods in Full Employment for Mahatma Gandhi NREGA workers” (Project LIFE-MGNREGA). 2. This project incorporates focused convergence of resources of Mahatma Gandhi NREGA, State Rural Livelihood Missions (SRLMs)/State Nodal Skills Missions and Deen Dayal Upadhaya Grameen Kaushalya Yojna (DDU-GKY). Guidelines and advisories, to this effect have been issued vide letter dated 15th of April 2015 and 15" of May, 2015. States were further advised to prepare and submit their State Skilling Plans (SSPs) vide letter dated 24" August, 2015. ‘The State Skilling Plans (SSPs) will have three components viz. (iv) Skilling for Wage (as per DDU-GKY Guidelines) (v) Skilling for Self Employment through RSETI or other agencies (vi) Livelihood Upgradation through SRLM. 3. I hereby share with you the protocol developed for the three components which is annexed. ‘The State Rural Development Department may please be advised to submit the State Skilling Plans (SSPs) to the Ministry at the earliest. Mohapatra) To Chief Secretaries of all StatesProtocol for Implementation of Project Livelihood In Full Employment - Mahatma Gandhi NREGA Mahatma Gandhi NREGA Division Ministry of Rural Development Government of IndiaThe Ministry has developed the protocol for the three broad components of Project LIFE- Mahatma Gandhi NREGA which are as follows:~ A. Protocol for preparation and implementa n of plan for Skilling for wages vi. vile viii. xi Around 8.10 lakh youth from 6.75 lakh HHs have opted for Skilling through DDU-GKY platform to enable them to get placed into suitable jobs. The trade wise Skilling for Wages options (National) can be seen at Annexure -1, The detail for the State can be seen under Table R.22.5 at nrega.nic.in. The SRLMs/ SNSMs shall follow DDU-GKY guidelines for skilling the identified youth. Gram Panchayat saturation model may be followed Training centres need to have quality infrastructures. The rural candidates may be taken to training centres that need not be in rural areas. MGNREGA Commissioner shall formally communicate to SRLM/ SNSM in the State a list of candidates willing to undertake Skilling for Wage employment. A copy of the formal communication sent by MGNREGA Commissioner shall be uploaded on the NREGASoft. SRLM/ SNSM, in turn, shall formally communicate the list of candidates for specific Panchayats to the Project Implementation Agencies (PIAs) already grounded. A copy of this formal communication shall also be uploaded in the NREGASoft. PIAs shall commence mobilisation of candidates through counselling, assessing aptitude and interest of each candidate in the list given and select him/her for training course, accordingly. The youth may change his options based on assessment and counselling. This information will be given to SRLM/SNSM. The State may restrict skilling to one member per HH. SRLM shall enter the name of the PIAs, Project Sanction numbers and the selected trade against the name of each candidate in the NREGASoft and share the same with the MGNREGA Commissioner. SRLM shall record the completion of training and subsequent placements in jobs after duly obtaining the information from the PIA and enter the same against each of these candidates who have been selected. For every placement completed by the PIA, MGNREGA Commissioner shall release the Project training cost to SRLM/SNSM out of its allocated budget.xii. In this entire exercise SECC TIN number shall be made the point of reference for every candidate. Protocol for preparation and implementation of plan for Skilling for Self Employment vi. vii. viii. ix. Around 5.66 lakh youth from 4.53 lakh HHs opted for Entrepreneurship Development Programme (EDP) trainings that would help them to become Self Employed. The EDP wise options (National) can be seen at Annexure -2. The detail for the State can be seen under Table R.22.5 at nrega.nic.in. Rural Self Employment Training Institutes (RSETIs) and their resources may be used extensively to train all these youth on mission mode by March 2017. These youth shall be further provided credit linkages by Banks for setting up their Enterprise. The States may use other agencies also for this purpose. MGNREGA Commissioner shall formally communicate to SRLM in the State a list of candidates willing to undertake Skilling for Self Employment. A copy of the formal communication sent by MGNREGA Commissioner shall be uploaded on the NREGASoft. The SRLMs shall share the list, in turn, with the RSETIs, district wise. The SRLM in association with RSETI shall work out a plan for counseling and training for the entire district in consultation with district Officials of SRLM and MGNREGA. The Programme Officers (MGNREGA) shall ensure that these candidates are mobilized for counseling with all relevant documents (such as Job card, KYC documents) as well as for subsequent training Candidates who have undergone training earlier, shall not be eligible for training. The Programme Officer shall ensure that relevant entries are made in NREGASoft, to this effect. The district Officials in consultation with RSETIs shall assess the training requirements of the candidates keeping in view the available potential/absorption capacity in the area. The list of candidates to be trained in this FY and next FY shall be jointly finalised by district Officials of SRLM, MGNREGA and RSETI, along with type/ name of trade/ activity. The roll out Plan should be prepared, accordingly, keeping the following parameters in view viz a. There is no upper ceiling/limit on the number of candidates who can be trained by RSETIs in a year. b. If the number of candidates in a district is very less for a trade/activity for a training programme, they can be adjusted/accommodated in the existing batches of RSETI at Block/District to meet their training requirements, c. If the number of candidates to be trained within the district is close to the annual capacity of the Training Centre then the district will Prepare plan based on trades, block wise batching etc. The candidates of Project LIFE- MGNREGA may be prioritised within the regular training plan or batch specific to them may be started. The resources for the Training Centre may accordingly be augmented based on additional requirement, if any, in consultation with State Directors for RSETIs and Banks. d. If the number of candidates is too large to be catered by the training centre at the district, then the excess candidates may be accommodated in the training Centres in adjoining districts, if they have scope for accommodating these candidates. This will require facilitation by State Directors of RSETI who will coordinate the plan of each district centres. . If the number of candidates is too large to be catered by the training centre at the district or in adjoining districts, then in such cases, the Banks are advised to go for 2 Block level RSETI structure. They may recruit Faculty, Office Assistants on contract basis. The Bharat Nirman Rajeev Gandhi Seva Kendra at Block/ Gram Panchayat level may be used as premises for training. The District Programme Coordinator and Programme Officers shall ensure extension of these premises for the specified use to the Banks. Banks may get In touch with these Kendras to assess their suitability for undertaking training and firm up their arrangements for training the beneficiaries. In absence or inadequacy of such buildings, the Banks may take other suitable premises on hire for completing the task of training the sponsored candidates. This arrangement is purely project related infrastructure and shall be continued till reaching saturation at the block level, for Project LIFE - MGNREGA candidates. The number of block level RSETIs required, staffing, premises etc. are to be decided by the Sponsor Bank based in consultation with CEO SRLM and National Director, RSETI, based on the number of candidates to be trained. f. Wherever, Start up Village Entrepreneurship Programme (SVEP) is under implementation, efforts shall be made to dovetail Project LIFE - MGNREGA beneficiaries under SVEP. Training through RSETI: The RSETIs, after receiving the finalised list of candidates with KYC documents, shall take steps to impart training in the identified trade through proper planning in such a wayxi. xii, xiii. that the planned numbers of candidates are trained as per the roll out plan within the time frame. Batch formation: RSETIs will form: batches and share the details with SRLM, through State Directors. The RSETIs shall upload the same on NREGASoft, CEO, SRLM shall share this list with Commissioner, MGNREGA. The Commissioner, MGNREGA shall ensure mobilization of candidates for training as per batches formed, through Programme Officer/ GRS. Reimbursement of expenditure for training: The SRLMs shall reimburse the claims based on certified statement/ declaration given by RSETI. Immediate steps shall be taken to clear all the pending claims up to 31" march, 2015. No other documents/vouchers, verification need be insisted. Cre kage: RSETIs shall facilitate the opening of accounts of the beneficiaries under PMJDY on the first day of training. Before the completion of the training, loan application from interested trainee shall be obtained. The Director shall facilitate preparation of project reports and send it to the concerned Bank branch for sanction. The Directors shall closely follow up the matter till the loan is disbursed besides reviewing the disposal of pending loan applications in BLBC/DCC/DLRAC/DLRC meetings. A time bound monitoring framework for disposal of applications may be set in place. “Credit Camp Approach” to dispose off loan applications of RSETI trained candidates may be adopted. C. Protocol for preparation and implementation of plan for Livelihood upgradation it Around 3.10 lakh HHS have opted for livelihood upgradation that would lead to enhanced earnings and livelihood security. The Livelihood intervention wise options (National) can be seen at Annexure -3. The detail for the State can be seen under Table R.22.5, at nrega.nic.in. MGNREGA Commissioner shall formally communicate to SRLM in the State a list of HHs willing to undertake Livelihood upgradation. A copy of the formal communication sent by MGNREGA Commissioner shall be uploaded on the NREGASoft. SRLMs would prepare Household Level Plans (HLPs) for all these HHs. The HHs in NRLM intensive Blocks may be prioritised. The IPPE 2 resources must ensure that HLPs for all such HHs in NRLM intensive/ partner Blocks are prepared and uploaded on NREGASoft.vie vil viii, The survey report that shall be part of Block Planning Team (BPT) member kit. It shall be used as secondary data as well as for capturing the suitable asset that can be provided to these HHs from list of permissible individual assets under Mahatma Gandhi NREGA. RLM shall, accordingly, through training and hand hol implementation of each HLP. ‘SRLM funds shall be used for trainings and hand holding expenses. Individual assets permissible under Mahatma Gandhi NREGA shall be allocated on priority basis to such HHs that has been trained once this information is entered on the NREGASoft by the SRLM. SRLM shall ensure proper linkages for assets that can be accessed from other line departments based on the HLP of the HH.
