1. Introduction
This document explains how to enable organization level security in oracle project accounting. Key Member and
Role based security is well known security concept of Oracle Projects, but org level security is another feature
which can be used for organizations with such a requirement. This is particularly more relevant in
implementations in countries like India or USA where oracle org hierarchy includes multiple project owning orgs
under one country level operating unit. Since oracle standard functionality works with OU level (responsibility)
security, companies are often in need to secure project owning org specific projects data which can be achieved
through the functionality explained in further sections.
This setup provides access to organization specific project data even without key member or role based project
security.

2. Organization hierarchy and security requirement An example

A typical business unit with operations across US (or any other country) would have org structure similar to this:

The data security requirements can be summarized as:

Territory Manager should be able to access data for all the districts/offices in the territory and corporate
users should have access to everything
The business intends to maintain data security between different districts Project data i.e. Sales rep or
District Manager of one district should be able to access their own district's projects only.
Business wants to maintain data security between different project owning orgs (Sales Offices).

3. Proposed Solution based upon Organization Authority

Oracle Project Organization hierarchy to include 2 addition layers of territory and district between
Operating Unit and Project Owning Org (Sales Office)
District level User will be provided org authority to all project owning orgs in a particular district.
Territory level users will be provided org authority to all project owning orgs in a particular territory
The responsibility assigned to users will not have cross project view access i.e. they will not be able to
projects for which they are neither key members nor have org authority
Corp users can be provided with Super User responsibilities.

The steps to provide org authority are described below:

1) Navigation : Project SuperUser> Setup > Resources and Organization > Organization Authority > Provide
Employee Name and Click Add Organizations

2) Provide Details of Project Hierarchy and Version.

3) Start Organization : Provide Sales Office Org name a sales office access, provide district org name if
required for district and similarly for territory, and check Project Authority flag

In the above mentioned example, we selected Ohio District which in turn selected all sales office orgs under
Ohio District.

5) Similar setup can be done at org level or territory level to restrict data at respective levels
6) Once this setup is done, authorized user will be able to access project data belonging to authorized orgs
even if the profile Option PA: Cross Project User View and PA: Cross Project User Update value are
kept as No
7) Since above mentioned profile option value is No, no unauthorized user will have access to project data
even if he/she has the responsibility.
8) This setup will provide access to project data even if user is not a key member on the project.
