PROVISION OF PIPELINE CONSTUCTION SERVICES conducted by ENERGY

QUITY EPIC (SENGKANG) PTY.LTD.
The document provides framework of Project execution planning, implementation,
and controlling activities aligning with the Projects contractual requirements, EPIC
requirement and specific arrangement for this Project, legal or governmental
regulation and other applicable standards.
This Plan may serve a presentation document and should not be accepted as a
valid document ready for use. Due to the current purpose, the document aims to
reveal commitment, readiness, and capability of PT. Borneo Mitra Sinergi (BMS) to
perform the Project works in a manner that will satisfy the Project Owner, both in
safety and quality performance.
SCOPE AND APPLICATION
The valid document of Project Execution Plan will be soon developed after
contract awards, adding numbers of data and information from contractual
requirement, EPIC requirement, review on drawing and engineering documents
and work-processes, result of site-survey, observation,
The new and approved Project Execution Plan will serve as valid guidance and
provide framework to perform all HSE aspects related to the Project. The next
HSE Plan will apply to
(a) BMS Top Management, related to implementation of their leadership and
responsibility for overall project-direction and resources provision.
(b) PM as top leader of the project who responsible for the successful project
accomplishment which includes essentially safety and quality performance.
(c) Engineering Manager and Construction Manager who shall conduct
contractual review and supervision regarding EEES requirements,
programs, technical advice, coordinate meetings on engineering
performance, etc.
(d) Project Supervisor who responsible for conducting on-site directing,
implementation and controlling.
(e) project personnel relevant to certain work or part in projects works.
This document is outlined as per Contract Guidance (Exhibit E: Technical Proposal
Requirement)

1.1 SCOPE OF WORK

The scope of work is provision of construction services for underground 30 km
pipeline 8 running form PIG Launcher located at CPP area to a PIG Receiver
located at PMS area.
Project scope of work consist of stages as follows:
(a) Topography Survey;
(b) Engineering;
(c) Procurement;
(d) Construction;
(e) Pre commissioning;
(f) Commissioning/startup

1.2 EXECUTION STRATEGY
BMS clearly specify where each phase of the Scope of Work (Topography Survey;
Engineering; Procurement; Construction; Pre-commissioning; commissioning/
startup) will be carried out.
BMS will explain its strength of the above strategy.

1.3 PROJECT MANAGEMENT
BMS is fully responsible to properly manage the work and provide competent
personnel for all positions.
BMS will provide overall project management plan for this particular project to
execute the project efficiently and effectively. The plan should describe:
(a) project management team location,
(b) resource plan,
(c) communication line,
(d) scheduling,
(e) cost control,
(f) project monitoring.

On a weekly basis BMS will submit an official progress report based on actual
progress achieved. Progress report will be approved by Company. Base line
schedule and its pertinent S-Curve shall always be updated to reflect the actual
progress and tendencies.

1.4 PROJECT ORANIZATION

BMS will provide a strong project organization. A clearly defined project
organization will demonstrate BMSs understanding of project management and
will assist COMPANY in the assessment of BMSs abilities.
BMS will provide a proposed Project team organization chart and describe details
of roles and responsibilities for each key position. The organization will figure out
reporting level, communication line, interface with other COMPANY
contractors/suppliers and interaction with COMPANY
The proposed organization chart will cover project management, engineering,
procurement, construction, pre commissioning/startup, SHE, quality assurance
and other key aspect of the project.
BMS will provide personnel data in 2 (two) formats; experience matrix (as below
table) and completed resumes/curriculum vitae of all proposed personnel showing
in the organization chart. The CV should be signed off by related proposed
personnel.

1.5 ASSURANCE PROCES
BMS will provide an assurance process plan that will be implemented to assure
the work will be performed in accordance with the contract requirements. The
assurance plan should cover all phases of the work (e.g. Topography Survey;
Engineering; Procurement; Construction; Pre commissioning; commissioning/
startup and SHE)

COMPANY may conduct Peer reviews during project execution. BMS will submit a
statement letter on a acceptance to participate, jointly, performed, and allocate
time for peer review conducted by COMPANY.

1.6 PROJECT CONTROL PLAN

BMS will provide project control plan particular for this project to demonstrate that
BMS has a good understanding of contract requirements related to project
controls.
The project control plan will include, as minimum, the followings:
-

Work Breakdown Structure (WBS)

Project cost controlling, forecasting and recovery methodology
Controls to prevent surprises on both cost and schedule including early
warning to any potential project schedule slippage
Project reporting
Document management system

As a supplement to the above, BMS will submit, as part of this project control plan,
relevant samples to this Project control plan.

1.7 PROJECT MASTER SCHEDULE
BMS will develop and submit a proposed project master schedule (PMS) using the
latest version of Microsoft Project, The PMS will detail out all activities to reflect
scope of work as described in Exhibit B
The project master schedule will demonstrate that the work describe in exhibit B
scope of work will be completed within (165) days from Contract effective date
As a minimum, the following will be included :

work
Discrete activities/milestones organized by work breakdown structure
Duration of respective activities in days

1.8 SUBCONTRACTOR PLAN
In the event that the BMS intends to subcontract any part of the scope of work,
BMS will provide a subcontract plan particular for this project which clearly shows
all of proposed subcontractors and describe how subcontractors would be
integrated in the project execution plan. The subcontractors plan will show clear
lines of communications and interrelationship with the BMS organization.
For each such subcontractor, BMS will provide:
- Details of subcontractors assessment in regards to the technical capability,
SHE and QA systems
- Scope of work of the subcontractors
- Type of binding commitment, i.e., MoU, exclusive subcontract, inclusive
subcontract or signed contract. This commitment will be enclosed.
- Prior experience with proposed Subcontractors
- Subcontractors experiences and track record for proposed subcontract.
- Subcontractors representative.
Should BMS be awarded this project, the proposed subcontractors will be used.
In the case that BMS will not subcontract any part of the scope of work. BMS will
provide statement accordingly as a response to this section

1.9 ENGINEERING PLAN

BMS will perform all detailed engineering and issue all construction deliverables to
be approved for Construction (AFC) status.
BMS may be use any of the engineering documents that have been provided in
exhibit F to show that the BMS has clear familiarity with engineering work to be
done under this project.

BMS/consortium member/ subcontractors who will perform engineering will had

experience for complete designing pipeline facility minimum one (1) about similar
project (mandatory requirement to be fulfilled)
Engineering Plan will consider:
(a) BMS will specify the location of the engineering offices, facilities available at
the engineering office.
(b) Equipment and licensed computers software to be used
(c) Location for detail engineering works/team will be in Indonesia (mandatory
requirement to be fulfilled)
(d) BMS will specify names of key personnel, CVs and previous experiences of
the BMS of working with these personnel.
(e) All engineering key personal meet requirement in the Exhibit D
(f) All engineering software will be licensed. BMS will specify software to be
used for this project.

Detailed Engineering
BMS will carry out detailed engineering that is necessary to take ownership of the
end design. The construction documentation represents a complete, efficient and
practicable design and to enable BMS to provide the requested warranty period for
the detailed engineering work.
BMS should clearly describe the detailed engineering works per each discipline of
engineering that will be performed to demonstrate to COMPANY that BMS has
clear understanding of the scope of work based on COMPANY supplied
documents as listed in Exhibit F.
BMS will provide a list of the BMSs technical deliverables that will be created by
BMS as results of the detail engineering works (documents &drawing) by
supplying a proposed MDR.

In accordance with the COMPANY supplied documents and detail engineering

deliverables, BMS will provide a list of the technical deliverables (documents &
drawing) in form a preliminary MDR, which will be used to support the proposed
construction / installation program.
BMS should clearly identify the interface issue that could be raised during the
construction with engineering phase.

1.10 PROCUREMENT PLAN

1.11 TOPOGRAPHY SURVEY PLAN

BMS will responsible for performing the job package of topography survey in
accordance with the requirements and conditions as stipulated in the referenced
drawing of following the availability of any new information as further directed by
Energy Equity Epic (Sengkang) this work including providing material, labors.
equipment and services and of furnishing and placing all materials as specified; in
order to complete the job package in accordance with the specification and to
comply with maintaining high level of safety control.
In performing the work, contractor will be responsible to;
-

Furnish all labor, supervision, quality controls, safety methods, and

procedures, construction equipment, tools and necessary consumable.

perform environmental compliance and monitoring activities in accordance

with AMDAL requirements. AMDAL will be made available for referencing
after received from the owner at the later date.

1.12 CONSTRUCTION / INSTALLATION PLAN

BMS will provide construction plan to demonstrate his understanding of
construction scope of work.
The construction plan will describe, via schedule and narrative, the entire scope of
any construction planned including construction sequence from handling of
materials, construction pre commissioning. The plan should also include sub
contractor management plan.
BMS will provide list of experiences that showing have similar full package
modular construction. If BMS has plan to subcontractor the construction work to
the other, the proposed constructor will have experiences on similar modular
construction.
BMS will provided technical data construction site to be used including a drawing
showing the proposed construction site and location, the drawing must be indicate:

Materials marshaling locations and these locations must be identified by

type of material

Location for construction work activities for this project, if there are other
projects on the construction site at the same time as this project, their
location will be indicated as well.

BMS will provide list of procedures that will be used for the construction activities
in this project. Cover page of each procedure to be enclosed.
BMS will describe strategy/methodology for relocation and transportation of
module including lifting operation from COMPANY staging area to construction
site/ integration site

1.13 PRE-COMMISSIONING & COMMISSIONING PLAN

BMS will provide outline of proposed pre commissioning & commissioning

procedure and plan for pipeline construction project including hand over plan after
performance test. The plan will include as minimum, the following resources plan,
supplier representative, activities story board, estimated work duration, special
tools, consumable material and, etc

1.14 EXTERNAL INTERFACE AND COMMUNICATION PLAN WITH OTHER

COMPANYS CONTARCTORS
Considering if there are numbers of contractor/ supplier be involved in this project.
BMS will provide a plan of interface and communications with COMPANY, and
COMPANY/ contractors/suppliers to ensure that information exchange can be
maintain smoothly. The plan will include resources, roles and span control,
scheme of interface and communications lines, flow chart and other information
that BMS think is critical.

1.15 PROJECT CLOSE OUT

BMS will provide an example of a typical close our report from a previous project.
BMS will include a project close our procedure in this section detailing how project
will be closed within two (2) months following performance. Test completion. BMS
should highlight the process to close out this project to meet this target deadline.
