It is proposed that the existing MTR line will be extended from Po Lam to HKUST.

Assuming you are young graduate engineers, and is assigned to work with Mr. Tang to
develop stakeholder engagement plan for this project. Please discuss:

1. Who are the stack holders?

2. What are the major societal and technical concerns about this project? You may think about
land use, public transportation, influence to local residents, influence to HKUST, planning
issues, construction issues, future extension etc.

3. What is your plan for stakeholder engagement and public consultation to address these
concerns?

To develop a proper stakeholder engagement plan about the extension of MTR line from Po
Lam to HKUST, we need to consider to potential stakeholder during planning & design and
construction. For instance, the government, the university, interest groups, objectors, green
groups, local community, etc.

From the government point of view, building a new railway can enhance the
accessibility between Po Lam to Clear Water Bay. As there is increasing demand of
housing estate and land use, this project can greatly reduce the time required to
transport between suburban area to urban area and also alleviate the traffic
congestion during the peak morning and evening hours along the Clear Water Bay
Road. Besides, this project can generate enormous amount of job opportunities for
the workers and professionals.

From the University point of view, the project can provide students and
professionals to easy access to the university. With the reference of building HKU
station, which is part of the West Island Line, can provide a much faster and relieve
transport system for the resident nearly and the university student to take advantage
of.
For the viewpoint of property developer, both private and public housing price
will increase significantly due to the enhancement of the public transport system,
more land developers or investors are willing to invest and develop new city town
or landmark there.

For green groups point of viewpoint, building a railway underground to connect


Po Lam and HKUST may incur different degree of damage to the natural
environment. For instance, digging a tunnel underground and building the platform
of the station require large piece of land which is limited in the area without
harvesting the country park. The natural habitat may interfere and destroy. Also
during the construction process, there are different technical issue to solve such as
deep excavation is required. Without proper consultation and evaluation, the
environmental protection process may be further compromised.

For the local communities, noise and pollution problems will arise during
construction and after opening.

In the light of all the issue from different stakeholders, we need to have proper
public and private consultation before the construction. As railway projects are of
great public interest, the society should be engaged throughout the whole process
of railway development. With sufficient consultation, this can sustain public
support and minimize public complaints and manage public expectation as a
whole.

There is a need to strike a balance between business case and public aspiration in
the end. In this case, building railway from Po Lam to HKUST need to revise and
evaluate the potential passenger and usage of the railway in order to sustain the
maximum capability. Proper protection to the environment is equally important to
provide effective transportation system to Hong Kong people. Different meetings
or site visits with Local Opinion Leaders should be held to obtain the professional
ideas and information. Project newsletters and dedicated project website can also
provide the better picture to the public and the parties concerned during
construction and the objective of the whole railway project.
