UCR Offense Defini ons
Offenses are broken into Part I and Part II offenses

Homicide — the willful (non-negligent) killing of one human being by another.

Forcible rape—The carnal knowledge of a female forcibly and against her will.

Robbery—The taking or a emp ng to take anything of value from the care, custody, or control of a person or persons by force or
threat of force or violence and/or by pu ng the vic m in fear.

Aggravated assault—An unlawful a ack by one person upon another for the purpose of inflic ng severe or aggravated bodily injury.

Burglary —The unlawful entry of a structure to commit a felony or a the . A empted forcible entry is included.

Larceny—The unlawful taking, carrying, leading, or riding away of property from the possession or construc ve possession of anoth-
er.

Motor vehicle the —The the or a empted the of a motor vehicle.

Arson—Any willful or malicious burning or a empt to burn, with or without intent to defraud, a dwelling house, public building, mo-
tor vehicle or aircra , personal property of another, etc.

Part II Offenses

Other assaults (simple)—Assaults and a empted assaults where no weapon was used or no serious or aggravated injury resulted to
the vic m.

Forgery and counterfei ng—The altering, copying, or imita ng of something, without authority or right.

Fraud—The inten onal perversion of the truth for the purpose of inducing another person or other en ty in reliance upon it to part
with something of value or to surrender a legal right.

Embezzlement—The unlawful misappropria on or misapplica on by an offender to his/her own use or purpose of money, property,
or some other thing of value entrusted to his/her care, custody, or control.

Stolen property: buying, receiving, possessing—Buying, receiving, possessing, selling, concealing, or transpor ng any property with
the knowledge that it has been unlawfully taken, as by burglary, embezzlement, fraud, larceny, robbery, etc.

Vandalism—To willfully or maliciously destroy, injure, disfigure, or deface any public or private property.

Weapons: carrying, possessing, etc.—The viola on of laws or ordinances prohibi ng the manufacture, sale, purchase, transporta-
on, possession, concealment, or use of firearms.

Pros tu on and commercialized vice—The unlawful promo on of or par cipa on in sexual ac vi es for profit.

Sex offenses (except forcible rape, pros tu on, and commercialized vice)—Offenses against chas ty, common decency, morals,
and the like. Incest, indecent exposure, and statutory rape are included. A empts are included.

Drug abuse viola ons—The viola on of laws prohibi ng the produc on, distribu on, and/or use of certain controlled substances. .

Gambling—To unlawfully bet or wager money or something else of value.

Offenses against the family and children—Unlawful nonviolent acts by a family member (or legal guardian) that threaten the physi-
cal, mental, or economic well-being or morals of another family member and that are not classifiable as other offenses.

Driving under the influence—Driving or opera ng a motor vehicle or common carrier while mentally or physically impaired as the
result of consuming an alcoholic beverage or using a drug or narco c.


City of Grand Rapids
Crime Status 2009 compared to 2010

Summary:  Overall, the City of Grand Rapids experienced a 10.9% decrease 
in Part I Crime.  This is broken down into a 3.1% increase in Violent Crime, 
and a 13.6% reduction in Property Crime.  In addition, the city experienced a 
and a 14.1% decrease in Part Two crime. 

All comparisons to previous years are Jan‐Jun time frames.
