Detective Tate Sanborn, being first duly sworn, deposes and says:
That he is a Detective with the Las Vegas Metropolitan Police Department, being so employed for a
period of 20 years, assigned to investigate the crime(s) of Murder with a Deadly Weapon committed on
or about 3-19-2017, which investigation has developed Frank Campis as the perpetrator thereof,
THAT DECLARANT DEVELOPED THE FOLLOWING FACTS IN THE COURSE OF THE INVESTIGATION OF SAID
CRIME, TO WIT:
On 3-19-17 at approximately 2045 hours, LVMPD Dispatch received 2 9-1-1 call from Betsy Ramirez, who
reported finding a body in the parking lot at 1050 E, Flamingo Road. Ramirez and her friend Leslie Carbajal were
headed to a smoke shop in the same shopping center when they saw the body on the ground and called 9-1-1
‘They did not hear or see anything regarding what happened to the victim
Witnesses Abraham Gonzales and his wife Jenny Caballero-Orellana were also driving by and saw the body,
Gonzales checked for a pulse, but did not feel one. They also did not see or hear anything regarding what
happened to the victim.
Police officers arrived on the scene and located the body of an African American female on the ground in the
parking lot, The female, who was later identified as Latoya Woolen (ID #3066185), appeared to have suffered an
apparent gunshot wound to the head and blood was visible on the ground around her head. Medical personne!
arrived on the scene and the victim was pronounced deceased
Patrol supervisors determined further investigation from the Homicide Section was warranted, Homicide Sergeant
Scott was notified and arrived on the scene with Homicide Detectives Sanborn, Mauch, and Boucher.
After receiving a briefing from the first responding patrol officers, Homicide Detectives Sanborn and Mauch were
assigned the follow-up investigation into the murder of Latoya Woolen, which was documented under LVMPD
event number 170319-3502

Homicide Detectives Sanborn and Mauch examined the crime scene with the crime scene analysts. It appeared
to investigators, Woolen was shot one time in the back of the neck/head by an unknown suspect, while she was
seated on the short block wall which separated the properties of 1080 E. Flamingo Road and 1050 E. Flamingo
Road.
Evidence collected at the crime scene indicated the murder weapon was @ shotgun. Personal items belonging to
Woolen remained untouched at the scene and it did not appear robbery was a motive in the murder of Latoya
Woolen,
(On 3-20-17, a complete autopsy was performed on the body of Latoya Woolen at the Clark County Office of the
Coroner/Medical Examiner. Doctor Corneal determined Woolen died as a result of a shotgun wound to the head
and neck, and her death was ruled a homicide.
Homicide Detectives Mauch and Sanborn conducted canvass of the commercial shopping center for possible
surveillance video in the area where the shooting occurred. Video evidence was obtained from the office building
at 1050 E. Flamingo Road, Target, Dollar Tree, Raising Cane's, Cash America Super Pawn, and the Paradise Pet
Hospital
Video surveillance from 1050 E. Flamingo Road showed a light colored van pull into the complex from Cambridge
Street and park in front of the Dollar Tree store. An individual exited the van and walked toward the entrance of
the Dollar Tree. Video surveillance showed a white male adult wearing dark clothing, with long hair and a goatee
enter the Dollar Tree store. Victim Latoya Woolen was already in the Dollar Tree store shopping after previously
being at the Target store. Woolen appeared to be by herself while she shopped at the Target and Dollar Tree.
Surveillance video from the Dollar Tree store did not reveal any contact between Woolen and the white male
associated with the light colored van. Woolen left the Dollar Tree and walked over and sat down on the walll where
she was ultimately murdered
‘The unknown white male left the Dollar Tree a short time after Woolen exited the store, The light colored van then
drove off toward the Raising Cane’s restaurant, where it turned west and proceeded through the alley where
Victim Woolen was seated
The van drove past Woolen siowly, then pulled over west of her location, turned out the lights, and parked. An
individual appeared to exit the driver's seat of the van. A couple of minutes later the van moved a short distance
away and parked in an alley between the Paradise Pet Hospital and the Cash America Super Pawn store. An
individual exited the driver's seat of the van and walked toward Woolen's location.
Surveillance video from 1050 E. Flamingo Road revealed a muzzle flash, followed by Victim Woolen falling to the
ground. The muzzle flash emanated from the area southwest of Victim Woolen, which was the direction the

Subject from the van would have approached on foot. A short time after the muzzle flash, the driver returned to
the van and the van exited the parking lot toward Flamingo Road.
Homicide Detective Sanborn created an internal LVMPD electronic briefing, which was sent out to patrol officers
department wide. The briefing sheet provided department members with the preliminary information regarding the
murder investigation, the suspect description, and the suspect vehicle description. Homicide Detective Sanborn
attached a still photograph of the white male from the Dollar Tree and a still photograph of the light colored
conversion van,
On 4-04-17, patrol officers located a beige 1980 Dodge van, which matched the description from the briefing
entry. The van bore Arizona license plate, Physical surveillance was maintained on the van and the sole
‘occupant, who was at the Silver Sevens Sports book. The male occupant of the van matched the male depicted in
the Dollar Tree surveillance video.
Homie Detectives Santo ang Mauch conducted a records check on the van which revealed he reistered
owner was Frank Joseph Camps witha date of bith off ovestgctors located A Facebook account for
Frank Campis and confirmed the pictures posted on the account also matched the male from the Dollar Tree.
video survellance. The Facebook account revealed Frank Campi checked in on Facebook as being atthe
Westgate Casino on March 19, 2017 at approximately 1729 hours. The Westgate Casino was located in Las
Vegas, n ose proximity to where the shectng woul later occur. Later that night at approximately 2225 hours,
Campis checked in on Facebook as being athe Sunset Staton Casino in Henderson Nevada, The posts ater

While under physical surveillance, Frank Campis drove his van to the Orleans Casino, where he also checked in
on Facebook.
On 4-05-17, Homicide Detectives Sanborn and Mauch contacted Frank Campis, while he slept in his van at the
Orleans casino parking lot
Homicide Sergeant Scott obtained a telephonic search warrant for Campis' van, which was approved by District
Court Judge Johnson
Investigators conducted a thorough search of Campis’ van, but did not locate any shotguns or shotgun
ammunition.
Homicide Detectives Sanborn and Mauch interviewed Frank Campis, who related the following: Campis was in
Las Vegas from March 16-19 and confirmed he was at the location of the murder on March 19th in his van, Frank
confirmed it was only him driving his van. He could not remember specific details about his movements in the

parking lot and alley adjacent the victim, but when confronted with numerous inconsistencies he would only reply
“he was in the wrong place at the wrong time.” Campis returned to his trailer in Arizona on March 19, before
returning to Las Vegas in April, Campis confirmed he lived in a fifth wheel trailer on the property of his mother and
