LEARNING POINTS IN RELATION TO QUALITY THE MANAGEMENT OF HUMAN

RESOURCE DEVELOPMENT (HRD) AT MALAYSIA PRODUCTIVITY

CORPORATION (MPC)

MPC is an agency under the Ministry of International Trade and Industry (MITI).

It was established in 1962 as the National Productivity Council (NPC). With the National

Productivity Centre (Incorporation) Act A801 1991 coming into effect, it then was known

as the National Productivity Corporation (NPC). NPC is officially known as Malaysia

Productivity Corporation (MPC) on February 21, 2008 and the act is now known as

Malaysia Productivity Corporation Act (Incorporated) 1966. The main objectives of

Malaysia Productivity Corporation (MPC) are:- providing value-added information on

productivity, quality, competitiveness and best practices through research and databases;

developing human capital and organisational excellence for building a knowledge-based

society through training systems development and best practices; and nurturing

innovative and creative culture through P&Q promotion and partnership programmes.

Vision

MPCs vision is to be the leading organisation in productivity enhancement for global

competitiveness and innovation.

Mission

MPCs mission is to deliver high impact services towards achieving performance

excellence through innovation for the betterment of life.

Objectives

The objectives of MPC are as follows:-

i. Providing value-added information on productivity, quality, competitiveness and

best practices through research activities and databases;


ii. Developing human capital and organisational excellence for building a

knowledge-based society through training, systems development and best

practices;
iii. Conducting review on regulation and promoting Good Regulatory Practice to

create a more competitive business environment; and


iv. Nurturing innovative and creative culture for productivity and competitiveness

through partnership programmes

Overviews of 5S

i. One of the methods of determining an organizations approach to its business is to

evaluate its workplace organization capability and visual management standards.

ii. 5S engages people through the use of 'Standards' and Discipline'.

iii. 5S is not just about housekeeping, but also concentrating on maintaining the

standards & discipline to manage the organization. 5S is an acronym for five

Japanese words that are SEIRI, SEITON, SEISO, SEIKETSU and SHITSUKE.

Key Elements in Successful Implementation of 5S

i. Continued commitment and support by top management.


ii. 5S starts with education and training.
iii. There are no observers in 5S, everyone participates.
iv. Repeat the 5S cycle in order to achieve a higher standard.

Active co-operation of staffs in 5S-related programs is the major factor in its

successful implementation. In other words, staff responsibility and their commitments

to run 5S is the secret behind this systems success. In order to encourage sense of

commitment among an organizations staff, top managers have to reaffirm their

dedication to 5S and continuous improvement ahead of the other staff. Furthermore,

to guarantee survival of this system, 5S coordinator and steering committee must be

trained to correctly understand 5S and its importance, to regularly and systematically

evaluate 5S.

Early notification of its implementation and to optimize possible efficiencies.

Successful implementation of 5S in work environment will pave the way for

executing activities which demand personnel cooperation. That is to say, personnel

will have more courage to make positive changes in the organization.

Benefits of implementation 5S at workplace

i. Improved safety.

ii. 5S becomes a fundamental business measure & key driver for Kaizen.

iii. Forms a solid foundation upon which to build continuous improvement.

iv. Employees gain a sense of ownership, involvement & responsibility.

v. Reduction in waste

vi. Improved performance in productivity, quality & morale leads to increased

profitability.
