Due to numerous citizen and media inquiries about the video, the WSPD is providing the details of the arrest. On May 3", 2017 at approximately 9:15am, Officer J.C. Carter stopped a vehicle being operated by Ms. Tekara Williams for speeding on Motor Road near Old Walkertown Road (51 mph in a35 mph zone), Further investigation and a records check through the NC Department of Motor Vehicles (NC DMY) determined that Ms. Williams was operating the vehicle while her driver's license was revoked. Additionally, the vehicle that she was operating did not have insurance coverage and the registration plate being displayed on the vehicle was also revoked, with a license plate “pick up order” requiring seizure of the license plate being directed through NC DMV. Although the social media video only shows a portion of the encounter midway through the incident, upon his initial approach Officer Carter introduceshimself to Ms. Williams by name and told her why she was being stopped. As Officer Carter told Ms. Williams of the license plate “pick up order” and attempted to have her tumoff the vehicle and hand him her keys, Ms. Williams became confrontational, Officer Carter gave Ms. Williams numerous opportunities to comply with his directives, which she refused. As Officer Carter was attempting to place Ms. Williams under custodial arrest he was met with physical resistance fiom her. Ms, Williams was charged with: © Speeding (51 in a 35 mph) * Driving While License Revoked * Displaying Revoked Registration Plate © Operating Motor Vehicle Without Insurance © Failure to notify NC DMV of Change of Address, © Resist, Delay or Obstruet an Officer Ms, Williams received minor injuries but refused medical treatment. She was placed in the Forsyth County Law Enforcement Detention Center under $1000.00 secured bond.
