Executive Summary
The following document details analyses 3 tenders received by Phantom Enterprise.
Phantom Enterprise recommends the company receiving the highest score awarded.
Phantom Enterprise has decided to appoint RW Industries as the score for the company is
the highest. The companies ranked are as follows:

RW Industries has the highest score among three tendering company group
because they submitted a comprehensive and succinct tender application supported with
ample evidence. The submitted tender application is fulfilled each tender criterion
provided by our company. RW Industries only failed to provide explanation and evidence
in reducing the cost of the prototype. However, the excellent communication, good time
management, knowledgeable and in-depth understanding displayed they are suitable and
capable to construct the prototype. This shows that they have a great enthusiasm to
produce the prototype.

Glasses Republic submitted a satisfactory tender application to meet our criteria.

The contractors from Glasses Republic scored 82% based on tender criterion supplied by
our company. Glasses Republic failed to meet the criteria that our company listed. They
did providing the table of reducing the cost of the prototype but it failed to list down the
source of materials. Besides that, the companys substandard language skills make us
hesitant to recommend the company.

Windex provided a badly edited and often incoherent tender with very little
evidence. The quality of editing in their tender application implies bad management and
bad teamwork for their team. Besides that, they did not show understanding of our
prototype. The tender application they submitted is short and unclear. Although they give
some suggestion for improvements, but our company thinks that they deliver a
perfunctory performance to our company.

Phantom Enterprise was impressed by the professionalism and interpretive skills

displayed by RW Industries and in light of their score 93% and exemplary submission.
We cannot in good faith recommend Glasses Republic as the best contracting choice due
to lack of language skills. We are so concerned with Windex that we will not work with
them due to their bad performance.

1.0 Introduction
This document contains review detail for all three tender companies that applied
for Phantoms Enterprise design. The three tender companies are RW Industries, Glasses
Republic and Windex. All three tender has been reviewed and mark is given according to
the Tender Evaluation Criteria (TEC) on Stage 1 Design Package.

The score for each tender companys tender application has been listed down in
below. Phantom Enterprise has decided to appoint RW Industries as the winning tender as
the score for the company is the highest. The awarded marks for the three tenders
company are shown in below:

for each criteria. The sums of marks from each criteria were calculated in percentage. The
final marks for each tender are then sorted in order of highest and lowest. The highest
rated tender company are announced to be the winning tender.

3.0 RW Industries Tender Review
3.1 Communication and Language Skills

Review:

As Phantom Enterprise requested that the contractor whom going to construct the Mars
Rover must have advance communication and language skills, and as contractors from
RW Industries, they did discussion and research regarding the design of Mars Rover by
Phantom Enterprise before attending the meeting. Questions were prepared by the RW
Industries and feedback was given to them through communication gadget, WhatsApp
after the meeting. The contractors of RW Industries were able to give us prompt response
when message were send to them within one day. Besides that, the contractors of RW
Industries had showed that they have good language skills through WhatsApp. The
language is precise and understandable. Appendix A.1 and A.2 shows the question list of
design and written feedback to the design company. Based on this, designers of Phantom
Enterprise believe that contractors of RW Industries had fulfilled our expectation on their
communication and language skills.

3.2 Technical Skills

Review:

The contractors of RW Industries are all capable and experienced in using the tools
required to construct the Mars Rover. They have the proper knowledge and skills in using
the tools such as hot glue gun, saw and driller so we believe that they will be able to
construct the Mars Rover. The contractors of RW Industries had showed that they have
the ability in using the tools. The appendix A.3, A.4 and A.5 are the photos of 8C
contractors using silicon seal to seal a car engine and engine cover, sawing wood for the
use of signboard for running event and drilling hole for the purpose of hanging the hanger
on the door of his room.

3.3 Responsive

Review:

The contractors of RW Industries always show their responsive in any questions and
messages. They usually take less than two hours to reply to any question needed. Besides
that, they also provide the minutes of meetings for every meeting within 24 hours after
the meeting and emailed the design company to call in a meeting to suggest
improvements on the vehicle within two days. A screen shot of the chat between Phantom
Enterprises designers and RW Industries contractors for the arrangement of meeting
shows that the responsive and dedication of RW Industries. The appendix A.6 shows that
an email was sent to Phantom Enterprises designers to call for a meeting within 24 hours
after the revealed of tender allocation. The appendix A.7 shows that RW Industries
contractors provide Phantom Enterprises designers the minutes of the meeting within 24
hours after the meeting.

3.4 Punctuality

Review:

RW Industries contractors are punctual to every meeting and never leave the meetings
earlier. The contractors of RW Industries are also well prepared to complete the Mars
Rover in the given time as having great time management skill is one of the policy of the
company. The appendix A.8 shows that a screenshot of WhatsApp conversation to prove
that the RW Industries contractors are punctual in the meeting.

3.5 Cost and resources

Review:

The RW Industries contractors are well experience in cost management. Besides that,
most of the materials used are recycled so it will cost less money for the Mars Rover to
construct. The appendix A.9 shows that the curriculum vitae of RW Industries
contractors. This shows that they have good ability in managing of their cost. But, they
did not able to give solution to reduce the cost of Mars Rover so some marks will be
reduced.

4.0 Glasses Republic Tender Review
4.1 Communication and Language Skills

Review:

All official communication between Glasses Republics contractors and Phantom

Enterprises designers are connected through WhatsApp. Contractors of Glasses Republic
had replied the message promptly within 24 hours. Appendix B.1 shows that the
attachment of conversation between Glasses Republic and Phantom Enterprise. Besides
that, Glasses Republics contractors had showed that they have good English proficiency
qualifications. Appendix B.2 and B.3 show the evidence they are well communicate in
English. Marks will be reduced due to some mistakes of minutes of meetings provided by
Glasses Republic.

4.2 Technical Skills

Review:

One of the contractors had built a laser security system in grade 12, which was shown in
Appendix B.4. This shows that the contractor is well trained and had multiple experiences
not only on construct a wooden project but also other type of project. Besides that,
another contractor had relevant experience on construct a puzzle box during his high
school, which was shown in Appendix B.5. This shows that the contractor has high
technical skill on how to construct the Mars Rover.

4.3 Responsive

Review:

The Glasses Republics contractors had finished the minutes of meetings and sent to the
Phantom Enterprises designers. This shows that they have fast response and were able to
complete the minutes of meeting within 24 hours. Appendix B.6 shows the screenshot of
the email.
Score achieved: 15 marks

4.4 Punctuality

Review:

Glasses Republics contractors punctual to every meeting and did not leave earlier for the
meeting. This shows that they very focus on the punctuality of team members. The
appendix B.7 shows the minutes of meeting that every member of Glasses Republic had
arrived on time and did not absent each meeting.

4.5 Cost and resources

Review:

The estimated total cost in Phantom Enterprises design package is RM 21.29. The
contractors have confidence to reduce the cost until RM 15.50. The appendix B.8 shows
the table after they reduce the cost but they did not show the source of the material so
marks will be reduced.

5.0 Windex Tender Review
5.1 Communication and Language Skills

Review:

Windexs contractors show their misunderstanding on the design package during the
minutes of meeting as shown in appendix C.1. Besides that, they provide their
certifications as their evidence to prove they can communicate fluently in English as
shown in appendix C.2. Although they show the minutes of meeting and certifications,
but compared to the other two groups they provide less evidence.

5.2 Technical Skills

Review:

The contractors from Windex show they have ability and knowledge to handle all the
tools safely and construct the Mars Rover successfully. The appendix C.3 shows the
academic result of Lower Secondary Assessment (PMR) for living skills which sawing
work is compulsory project. Some marks will be reduced because they did not show any
skills in using hot glue gun and driller.

5.3 Responsive

Review:

The minutes of meeting were submitted to Phantom Enterprises designers for review
within 24 hours after the meeting. Appendix C.4 shows they fast response to Phantom
Enterprises designers. It was late for Windexs contractors submit their Tender
Evaluation Criteria to us, some marks will be reduced.

5.4 Punctuality

Review:

Windexs contractors submit everything on time or even earlier before the deadline. The
appendix C.5 shows the Weekly Progress Report of every contractor from Windex.
Furthermore, they also create a Gantt chart to set up schedule which is shown in appendix
C.6. The evidence given is less compared to other two groups.

5.5 Cost and Resources

Review:

The estimated total cost in Phantom Enterprises design package is RM 21.29. The
contractors have confidence to reduce the cost until RM 19.66. The appendix C.7 shows
the table after they reduce the cost but they did not show the source of the material so
marks will be reduced.

6.0 Summary
In conclusion, RW Industries has score the highest mark among three tendering
company, scoring of 90%. RW Industries is the tender company that Phantom Enterprise
prefers to build the Mars Rover. The first choice and priority for Phantom Enterprise is
RW Industries. Second choice for our company is Glasses Republic but meeting and
supervision is required.
