Charge 2: 896.03(1)- Use or Investment of Proceeds from Pattern of Racketeering Activity Charge 2: 895.03 (4) ~ Conspiracy to Commit Racketeering Charge 3: 896.101-Money Laundering Charge 4: 796.05 (2)(a) ~ Deriving Support from the Proceeds of Prostitution ‘The reasons for your Affiant's belief that these laws have been violated, and that Robert Neil Jones; Xuan Lang AKA Jessica, Coco; Jun Lang AKA Jake; Jing Zhang; Ziyi Lang, AKA Sky; Lian Ying Ma; and Jing Zhong, Landlord LIC, Spa 88 LLC, Spa 99 LLC, Green Spa LLC, and Fsalen LLC are the persons who violated these laws are as follows: ‘The facts set forth in this affidavit are based upon information and belief. ‘The source of that information and belief is an ongoing official criminal investigation that was commenced in November of 2015 by your affiant and other members of the Florida Department of Law Enforcement (FDLE), members of the Collier County Sheriff's Office (CCSO), members of the Sarasota Police Department (SPD), members of, the Manatee County Sheriff's Office (MCSO), members of the Leon County Sheriff's Office (LCSO), ‘members of the Customs and Border Protection Agency (CBP), and members of the Homeland Security Investigations (HSI) while acting in their official capacity as sworn law enforcement officers. Because this affidavit is being submitted for a limited purpose of establishing probable cause, your affiant has not included every aspect, fact, or detail of this investigation. AFFIANT’S QUALIFICATIONS Your affiant has been employed as a sworn Law Enforcement Officer-Special Agent with the Florida Department of Law Enforcement Since June 21, 2014 and is currently assigned to the Fort Myers Regional Operations Center, Organized Crime Squad. Prior to his employment with the Florida Department of Law Enforcement your affiant was employed as a sworn Law Enforcement Officer-Deputy Sheriff for the Monroe County Sheriff's Office, in Monroe County, Florida, for approximately ten years. Your affiant was promoted to the rank of Detective during his tenure with the Monroe County Sheriff's Office and worked in the Major Crimes Unit for four years. Page 3 of 57During his assignment in the Major Crimes Unit your affiant was involved in major crime investigations that included natural deaths, suicide, homicide, sexual battery, missing children, child exploitation, online child exploitation, and human trafficking. During his assignment with the Organized Crime Squad, your affiant has continued his experience in investigations that have included human trafficking, sexual battery, suicide, natural death, Your affiant has written, planned, and executed numerous scarch warrants, pertaining to physical and digital evidence retrieval. Your affiant is also trained and experienced in on-site digital forensic previewing. Your affiant has also attended numerous advanced trainings and seminars in furtherance of the above described investigations, . RELEVANT FLORIDA LAWS AND DEFINITIONS PERTAINING TO RACKETEERING AND PROSTITUTION FSS. 895.03 (3) Racketeering (3) It is unlawful for any person employed by, or associated with, any enterprise to conduct or participate, directly or indirectly, in such enterprise through a pattem of racketeering activity or the collection of an unlawful debt. FS.S, 896.03(1)- Use o Investment of Proceeds from Pattern of Racketeering Activity Xt is unlawful for any person who has with criminal intent received any proceeds derived, directly or indirectly, from a pattem of racketeering activity to use or invest, whether directly or indirectly, any part of such proceeds, or the proceeds derived from the investment or use thereof, in the acquisition of any title to, or any right, interest, or equity in, real property or in the establishment or operation of any enterprise. FSS. 895.03 Conspiracy to Commit Racketeering (4) It is unlawful for any person to conspire or endeavor to violate any of the provisions of subsection (1), subsection (2), or subsection (3). FSS. 796.05 Deriving Support from the Proceeds of Prostitution (1) It shall be unlawful for any person with reasonable belief or knowing another person is engaged in prostitution to live or derive support or maintenance in whole or in part from what is believed to be the ccarnings or proceeds of such person’s prostitution. FSS. 796.07 Prohibiting Prostitution and Related Acts, (2) This unlawful: (@) To own, establish, maintain, or operate any place, structure, building, or conveyance for the purpose of lewdness, assignation, or prostitution, (b) To offer, or to offer or agree to secure, another for the purpose of prostitution or for any other lewd or indecent act. Page 4 of S7(© To receive, or to offer or agree to receive, any person into any place, structure, building, or conveyance for the purpose of prostitution, lewdness, or assignation, or to permit any person to remain there for such purpose. (@ To direot, take, or transport, or to offer or agree to direct, take, or transport, any person to any place, structure, ot building, or to any other person, with knowledge or reasonable cause to believe that the purpose of such directing, taking, or transporting is prostitution, lewdness, or assignation. (©) For a person 18 years of age or older to offer to commit, or to commit, or to engage in, prostitution, Iewdness, or assignation. (O To solicit, induce, entice, or procure another to commit prostitution, lewdness, or assignation. (g) To reside in, enter, or remain in, any place, structure, or building, or to enter or remain in any conveyance, for the purpose of prostitution, leweiness, or assignation, (h) To aid, abet, or participate in any of the acts or things enumerated in this subsection (i) To purchase the services of any person engaged in prostitution. FSS. 796.06 Renting Space to be used for Lewdness, Assignation, or Prostitution (1) Itis unlawful to let or rent any place, structure, or part thereof, trailer or other conveyance, with the knowledge that it will be used for the purpose of lewdness, assignation, or prostitution. (2) Aperson who violates this section commits: (2) A misdemeanor of the first degree for a first violation. (©) A felony of the third degree for a second or subsequent violation. FSS. 480.0475 Massage Establishments; Prohibited Practices. (2) Aperson operating a massage establishment may not use or permit the establishment to be used as @ principal domicile unless the establishment is zoned for residential use under a local ordinance. ) A person violating the provisions of this section commits a misdemeanor of the first degree. A second or subsequent violation of this section is a felony of the third degree. FSS, 480.0485 Sexual Misconduct in the Practice of Massage Therapy. ‘The massage therapist-patient relationship is founded on mutual trust. Sexual misconduct in the practice of massage therapy means violation of the massage therapist-patient relationship through which the ‘massage therapist uses that relationship to induce or attempt to induce the patient to engage, of to engage or attempt to engage the patient, in sexual activity outside the scope of practice or the scope of generally accepted examination or treatment of the patient, Sexual misconduct in the practice of massage therapy is prohibited. Definitions “Documentary material” means any book, paper, document, writing, drawing, graph, chart, photograph, phono-record, magnetic tape, computer printout, other data compilation from which information can be obtained or from which information can be translated into usable form, or other tangible item. “Enterprise” means any individual, sole proprietorship, partnership, corporation, business trust, union chartered under the laws of this state, or other legal entity, or any unchartered union, association, or group Page 5 of S7of individuals associated in fact although not a legal entity; and it includes illicit as well as licit enterprises and governmental, as well as other, entities. A criminal gang; as defined in s. 874.03, constitutes an enterprise. “pattern of racketeering activity” means engaging in at least two incidents of racketeering conduct that have the same or similar intents, results, accomplices, victims, or methods of commission or that otherwise are interrelated by distinguishing characteristics and are not isolated incidents, provided at least one of such incidents occurred after October 1, 1977, and that the last of such incidents occurred within 5 years afier a prior incident of racketeering conduct. “Racketeering activity” means to commit, to attempt to commit, to conspire to commit, or to solicit, coerce, or intimidate another person to commit: (29) Former s. 796.03, former s. 796.035, s. 796.04, s. 796.05, or s. 796.07, relating to prostitution. “prostitution” means the giving or receiving of the body for sexual activity for hire but excludes sexual activity between spouses. “Lewdness” means any indecent or obscene act. “Assignation” means the making of any appointment or engagement for prostitution or lewdness, or any ‘act in furtherance of such appointment or engagement. “Sexual activity” means oral, anal, or vaginal penetration by, or union with, the sexual organ of another; anal or vaginal penetration of another by any other object; or the handling or fondling of the sexual organ of another for the purpose of masturbation; however, the term does not include acts done for bona fide ‘medical purposes. “Massage” means the manipulation of the soft tissues of the human body with the hand, foot, arm, or elbow, whether or not such manipulation is aided by hydrotherapy, including colonic irrigation, or thermal therapy; any electrical or mechanical device; or the application to the human body of a chemical or herbal preparation. “Massage therapist” means a person licensed as required by this act, who administers massage for compensation. “Establishment” means a site or premises, or portion thereof, wherein a massage therapist practices massage. Street Slang Terms Associated with Prostitution and Asian Massage Establishments Pimp: A person who procures customers for a prostitute. John: “John” means a male who seeks and pays for the services of a prostitute. Page 6 of 57Brothel: “Brothe!” means an apartment, house, building, or trailer where prostitutes perform commercial sex acts. Madam: A woman manager of a brothel Mamasan: Term used to describe a woman in a position of authority. Typically used in the United States to refer to. woman who manages the staff of Asian Massage Parlors/Establishments. Outcall: “Outcall” means delivering a prostitute to a location for the purpose of performing commercial sex acts on paying customers, Trick: “Trick” means a commercial sex act that is performed by a prostitute on a john. Mouth: Term used throughout the investigation to indicate oral sex. Used during the negotiations of paid sexual favors. Blow Job: Term meaning oral sex, Hand/Hand Job: Term meaning masturbation or manual stimulation of the penis. FS: Acronym for “fall service”, meaning sexual intercourse, utilized by male patrons when describing their illicit encounters at Asian Massage Establishments, on a website called www.rubmaps.com. ‘CRIMINAL PREDICATES ‘The above named defendants have engaged in more than two (2) incidents in where the conduct has had the same intents, results, accomplices, and methods of commission, which encompasses a patter of racketeering activity: The above named defendants did, between June 1, 2014 and May 24, 2017, with criminal intent, receive support derived directly from the proceeds of prostitution while knowing that another person is engaged in prostitution no less than & times, The above defendants, Between June 18, 2012- Present day own a minimum of 3 places, structures, or buildings, for the purpose of lewdness, assignation, or prostitution, The above defendants, between Jun 1, 2014- Present have maintained or operated no less than 16 places structures, or buildings for the purpose of lewdness, assignation, or prostitution, ‘The above defendants have leased no less than 13 places structures, or buildings for the purpose of lewdness, assignation, or prostitution ‘The above named defendants have been positively identified through various investigative techniques, discussed within this affidavit, as agents or exploiters of prostitutes, also known as “pimps, madams, or ‘mamsans”, who operate “brothels” where acts of prostitution take place on a regular basis, under the guise of an Asian Massage Establishment. ‘The above named defendants and their designees, conspired, confederated and collaborated, and acted in ‘unison to register Limited Liability Corporations (LLC) with the State of Florida, register with the State of Florida’s Department of Health (DOH) and maintain Massage Establishment licensing. The above ‘named defendants also leased and/or purchased structures with the knowledge that they would be used for the purpose of lewdness, assignation, and prostitution, allowed the establishment to be used as a principal domicile, and transported Asian female prostitutes to and from Asian Massage Establishments and local Page 7 of 57airports, within multiple counties located in North and South Florida, to include, but aot limited to, Collier, Sarasota, Manatee, Lee and Leon County. Your affiant further states that the above named defendants oversce their own organized group (enterprise) of individuals, known and unknown, thet assisted themn with managing and operating their respective brothels, as well as transporting Asian females, purchasing condoms for use within the ‘brothels, and creating and maintaining advertisements for the brothels through paid services on www backpage.com and www.craigslist.com, DETALS OF THE INVESTIGATION ‘The content of this affidavit is based upon a criminal investigation conducted by your affiant and other investigators from the aforementioned Law Enforcement Agencies while working a joint investigation. ‘The probable cause is based on information and belief, which includes personal conversations with other ‘aresult, your affiant recognized various methods and strategies the defendants utilized while committing the crimes of racketeering, conspiracy to commit racketeering, deriving support from the proceeds of prostitution, and prostitution related offenses. The following paragraphs detail some of the schemes, methods of operation, and criminal activities your affiant has been able to determine and observe in connection with the investigation described herein. Allofthe Asian Massage establishments, both active and inactive, have had an organizational link to each other, via ownerships, operators, and familial ties. All of the establishments are owned by Spa 88, LLC, Spa 99, LLC, Esalen, LLC, or Green Spa, LLC. Robert Jones is married to Xuan Lang, Xuan Lang is the sister of Jun Lang, And prior to Robert Jones, his brother, Mark Jones, was the Registered Agent of Esalen, LLC. Supported by physical surveil/ancc EEE dercover operations conducted by the Florida Department of Law Enforcement, Collier County Sheriff's Office, Sarasota Police Department, Leon County Sheriff's Office, and Manatee County Sheriff's Office, day to day activities of the Asian massage establishments are as follows: :00 PM. ‘+ Each location operates from 9:00 AM until 1 ‘* Asian females who provide massages live within the Asian massage establishments after hours. © Advertisements for each establishment are posted on www.craigslist.com and eww backpage.com, © Massages range from approximately $60.00 for a half hour to approximatcly $80.00 for a full hour, Both cash and credit cards are accepted forms of payment. ‘© Solicitations of sexual favors for additional charges take place during the massages. © Occasionally, the females are moved from one establishment to another. © Onaverage, one of two vehicles, a red Toyota Prius owned by Robert Neil Jones and operated by Jun Lang, or a white Mercedes SUV, owned and operated by Jun Lang and his wife ing Zhang, Page 10 of 57visits each Collier County location dily, stopping in for only a few minutes and then leaving to the next. © Onaverage, during the daily stops a bank is also visited. © At the end of these visits, the vehicle stops at Robert Neil Jones and Xuan Lang's residence of 13415 Kent Street, Naples, Florida, before returning to Jun Lang’s and Jing Zhang’s residence located at 1300 Jeronimo Drive, Naples, Florida, which is owned by Robert Neil Jones via Landlord, LLC. © Approximately once a week, the establishments in Sarasota and Manatee counties are also visited by one of the two aforementioned vehicles owned by Robert Neil Jones and Jun Lang. Department of Health Licensing ‘As recognized by your affiant during the course of this investigation, all of the Asian massage establishments identified within this investigation have followed certain regulations referring to operating “massage establishments” and “massage therapist” licensing. Via Florida's Department of Health, any business operating as a massage establishment must have a license. Said license is referred to as an MM number. Also, any person acting the capacity of a masseuse must have a massage therapy license referred to as an MA number. Investigators have searched all of the MA mumbers discovered during this investigation, through the Department of Health, License Verification website and determined that the vast majority of the licensees are Asian females who list addresses in Flushing, New York for the address of record, ‘Undercover (UC) Operations ‘The following undercover operations were conducted where no solicitations were made by the persons that the U/C officers had come in contact with: «2033 Pine Ridge Road, Suite 2, Naples, Florida, on February 25, 2015 and March 3, 2015. «1974 Adams Lane, Sarasota, Florida, on February 24, 2016 and March 2, 2016. «428 Del Prado Boulevard North, Suite 105, Cape Coral, Florida, on November 10, 2016, Page 12. of 57‘The following undercover operations took place at various locations over various dates and were positive for solicitation: (On February 19, 2015, at approximately 9:47 AM, Collier County Sheriff's Office (CCSO) conducted an undercover operation at 5007 Tamiami Trail East, Naples, Florida, Detective (Det.)lMentered the establishment in en undercover (UC) capacity and was greeted by ain unknown Asian female. While Det Hib egan talking, another Asian female known as “Mindy”, walked up and motioned for the unknown female to walk away. Mindy led Deiffnto a room and negotiated a one (1) hour massage for $60.00 to be paid in advance, d the $60.00 using undercover funds in the form of cash. Mindy told Det{MMMo get undressed and get ready as she walked out of the room with the money. Del undressed only leaving his underwear on, lay on the table face down, and placed a towel found within the room across his buttocks, Mindy re-entered the room and immediately removed the towel and began massaging Det AE back. Deilifocgan a conversation with Mindy ascertaining that she was from Chino, had been ia the U.S, for approximately six (6) or seven (7) years, and had been married once for four (4) years but no longer liked Asian men. During casual conversation, Mindy massaged De: buttocks and reached down pushing her hand between his thighs, into his groin area, stating that his girlfriend needs to take care of this. Det fexited the building and the operation was concluded. On March 4, 2015, CCSO conducted an undercover operation at one of the businesses located at 2800 Davis Blvd. Suite 202, Neples, Florida. The location was determined to be owned by Xuan Lang, under her Florida registered business name, Spa 88 LLC. Lang is also the registered agent on the LLC. Det. entered the business in an undercover capacity and was met by 2 young Asian female who went by the name of “Suki”. Det requested a massage and the agreed price was $50.00 for one half hour. During the massage Suki stated that she was from Hong Kong and had spent the last nine (9) months working at the Davis Blvd. location, every day between the hours of 9:00 am and 10:00 pm, without any vacation. Multiple times Suld asked Det Mf he would like to remove his underweer, and Det, continued to refuse. At the end of the massage Suki asked Det MM if he would like an “ending” and pointed at his groin area. Det osked Suki what it would cost and was told it was included in a $60.00 massage. Det [ise discussed the cost of oral sex, which Suki stated $150.00, which would include “mouth” and "skin on skin”. Det. [MMJdid not partake in the sexual acts and concluded the operation. Det fiegreed to the price and provided an undercover credit card which was processed by Suki immediately. Once the massage was, over and Suki requested Detlfto turn over, he utilized a ruse to leave the business before any sexual act ovourred. ‘On March 10, 2015 CCSO conducted an undercover operation at one of the businesses located at 5600 “Trail Blvd. Suite 5, Neples, Florida, The location was determined to be owned by Xuan Lang, under her Florida registered business name, Spa 88 LLC. Lang is also the registered agent on the LLC. Det I) centered the business in an undercover capacity end requested a massage. Det {was met by a middle aged Asian female who went by the name “Victoria”, Victoria advised that a one half hour massage would be $60.00. Defllkereed and was then asked by Victoria if he had enough money for a tip? Det. [Bsked how much a tip would be and was told by Victoria it would be $40.00. Det. iistated thet hhe did not have enough cash and asked if he could pay the tip with a eredit card, Victoria agreed to accept the tip on Det fferedit card. Both the cash and credit card are forms of undercover finds provided by CSO, During the massage Victoria stated that she was from Singapore and this was her second “season” in Naples. Victoria asked Det iho turn over, pointing at his groin, and asked “do you want me to massage”. Det fsked “my cock?” (referring to his penis) to which Victoria placed her finger oon her lips and shushed. Det [i asked how much and Vietoria replied $100.00. Det. replied loudly stating $100.00 for a “handjob?” Victoria motioned for Det IMMFo be quiet again and stated not a handjob, a massage. Naples, Florida, The location was determined to be owned by Xuan Lang, under her Florida registered business name, Spa 88 LLC. Lang is also the registered agent on the LLC. Det. [llllextered the business in an undercover capacity and requested a massage. Det MMMM was met by an ‘Asian female who went by the name of “Cindy”. Cindy directed Det. [fo @ massage room and negotiated a half hour massage for $50.00, which was paid for using undercover funds in the form of cash. ‘he was having back pain and Cindy asked that he undress and lay face cown on the table. Det dressed, leaving only his underwear on. At the end of the massage, Tiffani asked Det JIM? he would tike a “happy ending and at the same time was making a masturbation gesture and pointing at Det MIE eroin. a] asked Tiffani how much it would cost and was told “you tell me”, Det fionveyed he wanted to pay $50.00 but Tiffani countered the offer with $60.00. Det. egreed to the price but stated he did not have enough cash, Tiffani advised that he could pay with a credit card. Det reed to_use his credit card and told Tiffani where in his clothing she Could find it. Tiffani at first reached for DetfEEallct but then stopped and told him he could pay later. Tiffani then reached for Det nderwear and told him to take them off. Det iclayed her actions by asking about what else he could get. Using undercover funds, Det J banded $60.00 to Mindy and she then left the room retuming a short ‘moment later with $10.00 change. Mindy watched Det Mes he placed the $10.00 bill with the remainder of the UC funds which was an additional $20.00. Mindy then inquired, you only have $30.00 cash left? Det Jentcred the business in an undercover capacity and spoke with a young Asian female who went by the name “Nicole”, Nicole stated that a massage for one half hour cost $60 and one full hour cost $80.00. Detlffezreed to the one half hour massage and paid with undercover funds in the form of cash. Nicole told Detto remove all of his clothing stating “you do I do”. Det fFefused to remove his underwear and the massage began. Nicole bad stated that ‘she was not very good at giving massages but was good at everything else. Nicole asked Det he ‘wanted for her to do this” and motioned her hard up and down simulating a “hand job”. Det masked how much it would cost and Nicole indicated $100 by holding up one (1) finger and then motioning ((wo) 2 zero’s with her finger. No sexual act occurred and the operation was concluded. On June 4, 2015, the Sarasota Police Department (SPD) conducted an Undercover (UC) Operation at 1974 Adams Lane, Sarasota, Florida. The Asian massage establishment at this address was determined to be owned by Xuan Lang, under her Florida registered business name, Spa 88 LLC. Lang is also the Page 16 of 57registered agent on the LLC. Ownership has since changed hands to Spa 99 LLC., owned by Xuan Lang’s brother, Jun Lang. At approximately 2:45 PM, Det. [erected an Asian female waiting at the rear door, A one hour massage was negotiated for $80.00 which Det paid for in advance utilizing UC fands in the form of a UC credit card. Det MMMM was leed into the Asian massage establishment, into a room, and asked to remove his clothes. Det mndressed to his underwear and the Asian female asked him to remove his underwear. Del stated he wanted to leave them on for now. After the massage, Det as offered a “table shower”, which he inquired about because he had never heard of one. The Asian female stated that it was very comfortable and she would wash him like @ baby. Det. Iillesked what else he could get and the Asian female asked if he wanted to cum (ejaculate). Det. sked how much it would cost and she explained $160 for “mouth” (oral sex) and $120 for “hand” (manual stimulation). Det vas asked if he wanted a massage and how long he wanted one for. Det, wad 370.00 of UC funds in the form of cash and began to count the money in front of the Asian female. Det [Mitsted that he had seen her ad on backpage and wanted the one (1) hour special for $69.00. The ‘Asian female could sce that Det.ffonly had $70.00 and told him that he should buy the half hour massage for $50.00. [fet the Asian massage establishment and concluded the operation, On December 10, 2015 CCSO conducted an undercover operation at one of the businesses located at 5600 Trail Blvd. Suite 5 Naples, Florida. Det. J entered the Asian massage establishment in an ‘undercover (UC) capacity and was met by Asian female who Det vould later identity as Ziyi Lang, Page 17 of 57Lang asked if Det. dan appointment to which he answered no. Lang led et own a hallway and yelled something in Chinese and was answered by another Asian female, Lang told Det. [i ho: she tad an appointment and would get him next time. A second Asian female who called herself “Vicky”, later identified as Shui Xian Huang, continued to lead Det MMI down the hall to a massage room. A half hour massage for $60.00 was negotiated and paid by Det using pre-recorded UC funds in the form of cash. Huang exited the room and directed Det MMIto undress. De ‘undressed with the exception of his underwear end laid down on the massage table, Huang re-entered the room, took her shoes off, and immediately tried to pull off Det {MIMMpnderwear and stated “take off”. Det erused and Huang began giggling es she asked if this was his first time at that Asian massage establishment, Huang climbed onto Det. [peck and began rubbing is neck and shoulder area. Huang then got off and positioned herself between Det MEE arms which were above his head and leaned forward massaging his back and buttock’s area, inside of his underwear. Huang would occasionally grab Det buttocks, During the massage Defengaged in casual conversation where Huang stated her name was “Vicky”, she was from China originally, had been in the United States for six (6) years, firs ving in New York and then in Miami, and wasn’t sure if she Tiked Naples because she had no time to go out, working every day and then going home. After concluding the UC operation, | ‘was handed a driver’s license photo of Ziyi Lang, whom Det positively identified as the first Asian female who met him at the entrance during the UC operation. It was later determined thet Ziyi Lang is Xuan Lang’s sister. On January 29, 2016, FDLE agent vom members of the SPD conducted an undercover (UC) operation at 2130 Bispham Road, Sarasota, Florida, Investigators determined that the ‘Asian massage establishment at 2130 Bispham Road was owned by Xuan Lang under her Florida registered business name, Spa 88 LLC. Lang is also the registered agent on the LLC. Also, investigators had, via records check with the Sarasote Property Appraisers Office, determined that the propecty at 2130 Bispham Road is owned by Xuan Lang’s husband, Robert Jones, under his Florida registered business name, Landlord, LLC. In a UC capacity, Det. pntered the aforementioned establishment via the front door where he was greeted by two Asian females. Det. [BM was directed down a hallway to a room ‘equipped with a massage table. Det recognized one of the Asian females as “Sofia” from an online advertisement posted on www backpage.com. Det fbave Sofia the $80.00 in UC funds and asked for the one hour massage. Sofia asked Det {Mo get undressed and get onto the table. Det [Bp ncressea to his underwear and laid on the table where he was provided a full body massage. Sofia introduced the other Asian female as “Linda” and did most ofthe talking and translating to Linda in a different language. Jndicated thet Linda did not know much English. When the massage was over, Sofia asked Det. Fhe had ever had an Asian massage before, to which he answered he was familiar with them from ‘when he’s been in Tampa. On February 11, 2016, FDLE agents including your affiant and sworn members of the Manatee County Sheriff's Office (MCSO) conducted an undercover (UC) operation at the Asian massage establishment located at 1503 57 Avenue West, Bradenton, Florida. Investigators dctermincd that the Asian Massage establishment was managed by Jun Lang under his Florida registered business name Spa 99, LLC., with whom the registered agent is Robert Jones. DeifiFatered the establishment in a UC capacity and was greeted by an unknown Asian femele. The Asian female advised DetfFhat it would cost $40.00 for a half hour massage and $60.00 for a fall hour. Det J agreed to the half hour massage and paid up front using MCSO UC fimds in the form of cash. The Asian female walked Det fo a room and grabbed his buttocks and told him to get undressed. Det mdressed leaving his underwear on. Approximately ten (10) minutes into the massage, the Asian female attempted to pull off Det underwear, which he refused, declining her advances. The Asian female then placed Deiflhand on her breast and asked if he would like to touch her. She then moved his hand and placed it between her legs and stated that if be paid an additional $40.00 she would take good care of him. Detlfieain declined her advances and got dressed. Prior to leaving the establishment Det left an additional $40.00 as atip. (On March 7, 2016, the Leon County Sheriff's Office (LCSO) Vice Unit conducted an undercover (UC) operation at the Asian massage establishment located at 326 Williams Street, Tallahassee, Florida. Due to confidentiality of the UC officer, his name was kept out of the report provided. The UC officer entered the front door of the establishment and was greeted by an Asian female, later identified as Wan Min Pang. ‘The UC officer requested a thirty (30) minute massage and was advised by Pang that it would cost $50.00. The UC agreed and paid in prerecorded finds in the forma of cash. Approximately 10 minutes into the massage, Pang requested that the UC officer turn over and laid on his back. Once the UC officer was lying on his back, Pang began to point at his genital area and moved her fist up and down in a rapid motion, Pang then motioned with her hand the numbers one (1), 2270 (0), zero (0), representing $100.00 extra forthe sexual favor. The UC paid $100.00 to Pang While inside of the business, lead Det] 00k a photograph of the State of Florida, Department of Health (DOH) Massage Therepist License. The address listed on the license was 2130 Bispham Road, Sarasota, Florida. 2130 Bispham Road is an Asian Massage establishment owned by Xuan Lang under her Florida registered business name, Spa 88 LLC. The building and land at 2130 Bispham Road is owned by Lang’s husband, Robert Jones, under his Florida registered business name Landlord, LLC. Also within the Asian massage establishment and photographed as another State of Florida, DOH Massage License, number MAS6631, in Xuan Lang’s name with the listed address of 5600 Trail Boulevard (Blvd), Suite 5, Naples, Florida. $600 Trail Blvd is also owned by Xuan Lang under her Florida registered business name, Spa 88 LLC. Page 19 of 57‘On August 28, 2016, the Leon County Sheriff's Office (LCSO) Vice Unit conducted an undercover (U/C) ‘operation at the Asian massage establishment located at 326 Williams Street, Tallahassee, Florida, Due to confidentiality of the U/C officer, his name was kept out of the report provided. The UIC officer entered the front door of the establishment and was greeted by an Asian female, later identified as Jing Zhong, ‘The UIC officer negotiated a thirty (30) minute massage for $50.00. The U/C paid Zhong in prerecorded funds in the forn of cash. Approximately 20 minutes into the massege, Zhong requested that the U/C officer turn over and laid on his back. Once the U/C officer was lying on his back, Zhong placed her hand inches above the U/C’s genitals and stated “teach me.” When the U/C asked what she meant, Zhong pointed at his genitals end rapidly motioned her hand up and down with a fst, asking if the U/C wanted a sexual massage. Zhong then tried to negotiate a price for the sexual massage and asked the U/C bow much he had paid last time for a sexual massege. Det. entered the Asian massage establishment in a UC capacity, carrying UC funds in the form of cash and ¢ credit c in and then started to motion her hand up and down just above his groin. Det interpreted this motion as a sign of mannal stimulation and asked how much it would cost for that. Ziyi Lang motioned the number four (4) with her fingers, which Det iJinterpreted as $40.00. S/ s lead to a room with a massage table where he was left to undress. Wendy reentered the room and asked SA [fto lic down on his stomach. During the massage a conversation ensued and Wendy stated she was from New York. After Wendy finished ing SA eck ste ake him to tar over on te ble facing up. Wendy began ap Silt times in the groin with her hand and then motioned with a fist up and down while stating ‘do you want.” SAME cea if she meant “hand job” which Wendy replied yes. $4 [sked again “hand job?” and gain Wendy replied yes. The above mentioned establishment is owned by Jun Lang, vie his Florida registered corporation of Spa 99, LLC. Det. entered the establishment and was greeted by an unknown Asian female. A massage was negotiated for $50.00. Det fPprovided $60.00 in prerecorded undercover funds in the form of cash, Det ras taken to a massage room and asked to undress. Detlfemoved all of his clothing with the excepti of his boxers. The Asian female provided $10.00 in change to Det. While he laid on the massage table, the Asian female tried to pull down Det {MMpoxers, asking him to remove them, Det declined to remove his boxers and stated maybe later. On May 24, 2017 CCSO Derlffoonducted an undercover (U/C) operation atthe Asian massage ‘establishment located at 5019 Tamiami Trail East, Naples, Florida. The aforementioned massage establishment is being operated by Spa 99 LLC. and is the direct neighbor to $007 Tamiami Trail East, ‘also owned and operated by the illegal enterprise. The aforementioned massage establishment (5019) is ‘operating without a Massage License, according to the Florida Department of Health. Det iotered the establishment and was greeted by an unknown Asian female who identified herself as “Cindy.” Det. was lead to a massage room and a 30 minute massage was negotiated for $50.00. Det id UIC credit card, which was charged a total of $52.00. After Cindy ran the credit card, she motioned for Det o remove his clothes. Det undressed, leaving only his boxers on, and laid on the ‘message table.
