The Netherlands is one-fourth the size of New York State and much of this small country is below sea level,
dependent highly on smart designing and engineering works. The success of Dutch planning can however be encap-
sulated in one common saying God made the world, and the Dutch made Holland.
Over the years, significant interventions mark the restructuring of the Netherlands to date. The countrys primary
water defense, called ring dikes are massive power structures that have helped to prevent flooding for thousands of
years. The largest of these dikes encircle the densest region Randstad where 45% of the countrys population reside
and is thus considered one of the key planning concepts. The pioneering land reclamation scheme that closed off
Zuiderzee bay and converted the reclaimed land into the newest Dutch province of Flevoland, has been another
sterling engineering achievement. The magnificent Delta Plan that led to restructure the entire coastline of the
country continued the Dutch tradition of reshaping nature to preserve culture and accommodate growing population.
Addressing 21st century challenges of the country, the Government is rethinking its infrastructural and planning
strategies by implementing new policies, restoring nature through the Room for the River (Ruimte voor de Rivier)
program, integrating urban, rural and natural systems, and restructuring their water management strategy. Moreover,
Dutch architects, designers and planners propose the harmonious interaction of land and river systems together to
create floating buildings and infrastructure as an adaptive solution to global climate change.
ROTTERDAM
The largest commercial port in the world, Rotterdam was completely bombed out during World War II but several
successful urban renewal projects over the past few years have left it with a thriving local economy. A city that is in
its seventh edition of hosting the prestigious International Architecture Biennale Rotterdam (IABR) brings together
international knowledge and experience in the disciplines of architecture, urban planning and urban design evidently.
Rotterdam has become a home to architecture firms and design museums, some of which are considered the most
progressive in the world. Internationally renowned Rem Koolhaass (OMA) new De Rotterdam megatower is the
latest example of the citys architectural ambitions. It also attracts other well-known design practices of MVRDV
and West 8. A major engineering effort of about 2000 hectares, Maasvlakte II, is underway that will redefine a new
port area of 2000 hectares of reclaimed land from the North Sea. The highlight however became the first fully
pedestrian-friendly shopping area Lijnbaan, that meant an urban revolution of exquisite planning and infrastructure.
