Function

A configuration command that modifies the call control parameters related to UTRAN system
messages of a cell. In this command, the following parameters uniquely identify the cell:

CELLIDX Cell index Meaning:Cell index

Explanation: This parameter indicates the source cell


index. The source cell index must be unique.

Default value:None
CELLNAME Cell name Meaning:Cell name

Value range:1-32 characters

Explanation: This parameter indicates the name of


the source cell. The name of each cell under one
BSC must be unique.

Default value:None
MSCVER MSC Version Meaning:MSC Version indication
indication
Value range:R98_or_below(R98 or
below),R99_or_above(R99 or above)

Explanation: This parameter indicates the protocol


version of the MSC that works with the BSC. The
supported signaling varies with the protocol
versions.

MEASURETYPE Measurement Meaning:Measurement Report Type

Value range:EnhMeasReport(Enhanced
Measurement Report),ComMeasReport(Common
Measurement Report)

Explanation: This parameter specifies the type of


measurement report sent by an MS.

The enhanced measurement report is a new downlink


measurement report, reported by the MS.

Compared with the normal measurement report, the


enhanced measurement report has some new
measurement items, such as BER and FER. An MS
can report up to six GSM neighbor cells in a normal
measurement report. Compared with the normal
measurement report, the enhanced measurement
report has more measurement items.

GSMFREQCNUM Serving band Meaning:Serving band reporting

Value range:0~3

Explanation: If the system information indicates


"MBR", the MS reports the number of neighbor cells
on different frequency bands.

When the MS reports the number of neighbor cells


on the same frequency band with the serving cell, a
maximum of the value of Serving Band Reporting
can be reported.

These neighbor cells must meet the following


requirements:
1. The receive levels of the neighbor cells must be
higher than 900 Reporting Threshold or 1800
Reporting Threshold.

2. The BSIC of a neighbor cell must be valid.

3. The signals of the neighbor cells must be the


strongest among all the neighbor cells on the same
frequency band.

QI Qsearch I Meaning:Qsearch I

Value range:0~15

Explanation: This parameter specifies the level


threshold for cell reselection in idle mode.

In idle mode, if the signal level in the serving cell is


below [0, 7] or above [8, 15], the MS starts to search
for 3G cells.

For example:

If this parameter is set to 5 and if the signal level of


the serving cell is lower than 5, the MS starts to
search for 3G cells.

If this parameter is set to 10 and if the signal level of


the serving cell is higher than 10, the MS starts to
search for 3G cells.

0: -98 dBm

1: -94 dBm

2: -90 dBm

3: -86 dBm

4: -82 dBm

5: -78 dBm
6: -74 dBm

7: (always), that is, the MS keeps searching for 3G


cells

8: -78 dBm

9: -74 dBm

10: -70 dBm

11: -66 dBm

12: -62 dBm

13: -58 dBm

14: -54 dBm

15: infinity(never), that is, the MS does not search


for 3G cells.

Explanation: This parameter specifies the threshold


of the signal level for cell reselection in connection
mode before Qsearch C is obtained.

Explanation: Only when the average receive level of


a 3G cell is FDD Q Offset greater than that of the
serving cell, the 3G cell becomes a candidate cell.

0: negative infinity(always select a cell if acceptable)

15: 28 dB.

Explanation: This parameter specifies the


measurement report counter of an FDD cell.

Explanation: This parameter specifies the number of


UTRAN FDD cells that should be contained in the
best cell list or in the measurement report.

Value range:0~7

Explanation: This parameter specifies one threshold


of the signal level for 3G cell reselection.

Only when the receive level of a 3G cell is greater


than FDD Qmin, the 3G cell can be one candidate
cell for cell reselection.

0: -20 dB

1: -6 dB

2: -18 dB
3: -8 dB

4: -16 dB

5: -10 dB

6: -14 dB

7: -12 dB.

QP Qsearch P Meaning:Qsearch P

Value range:0~15

Explanation: This parameter specifies one threshold


of the signal level for cell reselection in packet
transfer mode.

In packet transfer mode, if the signal level in the


serving cell is below [0, 7] or above [8, 15], the MS
starts to search for 3G cells.

For example:

If this parameter is set to 5 and if the signal level of


the serving cell is lower than 5, the MS starts to
search for 3G cells.

If this parameter is set to 10 and if the signal level of


the serving cell is higher than 10, the MS starts to
search for 3G cells.

0: -98 dBm

1: -94 dBm

6: -74 dBm

MS is allowed to search for a 3G cell when the BSIC
must be decoded.

Explanation: This parameter specifies whether the


EMR can contain the information about a cell with
an invalid BSIC.

Explanation: This parameter indicates that when the


MS reports the EMR, it adds the value of this
parameter to the received signal level, and then
converts the result into the RXLEV value. For
details, see GSM Rec. 05.08.

If the SCALE_Order reported by the MS is 10 dBm,


level values 0-63 map with -100 dBm to -37 dBm.

If the SCALE_Order reported by the MS is 0 dBm,


level values 0-63 map with -110 dBm to -47 dBm.

If the SCALE_Order reported by the MS is


Automatic, the MS chooses the least SCALE while
ensuring that the MS can report the most strong
level.

QSEARCHC Qsearch C Meaning:Qsearch C

Value range:0~15

Explanation: This parameter specifies the level


threshold for cell reselection in connection mode.

In connection mode, if the signal level in the serving


cell is below [0, 7] or above [8, 15], the MS starts to
search for 3G cells.

For example:

If this parameter is set to 5 and if the signal level of


the serving cell is lower than 5, the MS starts to
search for 3G cells.

If this parameter is set to 10 and if the signal level of


the serving cell is higher than 10, the MS starts to
search for 3G cells.

measurement report.
