 This study sought to assess the functionality of Lupong Tagapamayapa in

implementing Barangay Justice System in Parabba Peablanca, Cagayan. More specifically,

it attempted to find out what are the cases filed before the lupon of the barangay, how many

cases were filed, how many were settled and not settled and what were some problems that

the lupon encounter while administering Barangay Justice. The study also determines the

profile of the Lupong Tagapamayapa members as the respondents of this research. The study

also sought to determine the procedures on how the lupon settle disputes, the way they

administer barangay justice system with respect to the Parties, Subject Matters of Disputes,

Venue, Commencement of Proceding, Answer of Respondents, Personal Appearance, Failure

to Appear, Hearings, Agreement for Arbitration, Time Limits, Form of Settlement,

Repudiation, Effect of Settlement by Arbitration or Conciliation, and Execution. It also find

out what is Katarungang Pambarangay is.

A descriptive method of research was used in the study, it is a qualitative type for the

reason that it is gathered from written resources and simply used frequency and percentage to

analyze data.

A permission to gather information from the existing documents was obtained from

the Punong Barangay. The data was gathered from the Office of Punong Barangay. And we

used descriptive statistics in the treatment of the data.

There were eleven (11) members of the lupon and 6 of them are females and 5 are

males,

1 of them is elementary graduate, 6 are high school graduate, and 4 of them are college

graduate.

10 of them are already married while one is single.

The cases filed before the Lupong Tagapamayapa were Damage of Actions, Estafa,

Alarms and Scandal, Oral Defamation, Land Disputes, Petty Theft, and Demand of Payments

of Sum of Money. The total cases were filed were 20, 17 of those cases were settled and 3

are not settled. It means that Lupong Tagapamayapa members are functional and useful in

administering justice and giving peace in the community.

The problems that were encountered by the Lupong Tagapamayapa are

1. The parties are not interested in settling their differences

2. Some respondents do not accept suggestions and keep insisting what they

want and the other party have also his own idea.

3. They do not want to go through the mediating procedures they dont have

trust and respect to the persons in authority.

4. Only one party is interested to settle the dispute.

5. The respondents are not complying with the summons issued or they intend

not to attend on the day set by the Lupon.

6. The respondents will not act in accordance the decided solution to settle their

differences.
