website, to be part of the directions for this and all modules.
Skills Win! Exercise: Skill Sets 4 & 8: Communicating in Writing and Using Quantitative Tools
Your Total Score: _____ (Maximum: 10 points)
Place the number of stars for Skill Set 4 Assessment here: Four stars.
Place the number of stars for Skill Set 8 Assessment here: Four and a half stars.
1. Estimate your level of performance based on the scale below for each of the four skills.
Put parentheses around your selection; make sure both your selection and parentheses are
bold.
Place response here: I need to work on my editing and proof reading skills, because
I always lose points on my assignments for simple grammatical errors.
2. In one sentence, identify and provide evidence for the skill you need to improve the most.
Place response here: I need to learn how to use graphs and tables more clearly in my
PAF 101 modules to show my societal problems.
Exercise 7.1: Identifying Benefits
Your Total Score: _____ (Maximum: 9 points)
A. State your societal problem. Briefly describe your proposed policy following the prompts
provided below. Note: The policy and even the topic, problem and level (local, state or federal)
you choose do not have to be the same as you used in Module 3; you may choose a policy that is
different than those you specified in Module 3. (3 points)
Part A score: _____
State your societal problem here (make sure to specify the geographic location you
are focusing on): Too many minority students are not being enrolled in specialized
public high schools in New York City because of low test scores in the Standardized High
School Admissions Test.
Describe your preferred policy to deal with this societal problem here: Specialized
high schools in New York City should look at the merits of a students overall
performance and not just the Standardized High School Admissions Test score.
Identify the level and primary unit of government that implements and body that
enacts this policy here: The policy is implemented on a local level by the New York City
Department of Education.
Identify your primary source of information for your policy and explain how it
helped you formulate your policy here: The primary sources of information for my
policy came from a bill that is directly related to my societal problem. It states that the
goal is, to establish procedures and standards for admission to the special high schools
of New York City which will consist of multiple objective measures of student merit
including grade point averages, school attendance records, school admission test scores
and state test scores (State of New York Senate Committee on Education, 2014). This
helped me formulate a policy where the student would be viewed in a more holistic way.
B. List the three most significant benefits of your policy and assign a rating of significance of
1, 2, or 3 to each item. Each rating can be used more than once. List each item in order from
most significant (3) to least significant (1). Justify each rating you have assigned in no more
than two sentences. (6 points)
Part B Score: _____
List the most significant benefit here: The most significant benefit would be a better
representation of minority students in the elite schools in New York City.
Rating (1-3): 3
Justification of rating: This rating is justified because minority students will have a
better opportunity in specialized high schools which provide better facilities for their
students.
List the second most significant benefit here: The second most significant benefit
would be hiring of extra staff for the evaluation of students based on their overall merits
and not just the Standardized High School Admissions Test score.
Rating (1-3): 2
Justification of rating: This rating is justified because it will give opportunity to staff
members who want to work extra hours.
List the third most significant benefit here: The third most significant benefit would be
the decline in the cost of Standardized High School Test prep classes.
Rating (1-3): 2
Justification of rating: This rating is justified because the decline of the cost of
Standardized High School Test prep classes would not help students if their academics
are poor.
Exercise 7.2: Identifying Costs
Your Total Score: _____ (Maximum: 6 points)
List the three most significant costs of your policy and assign a rating of significance of 1, 2, or 3
to each item. Each rating can be used more than once. List each item in order from most
significant (3) to least significant (1). Justify each rating you have assigned in no more than two
sentences. All financial considerations must be grouped as a single cost. Do not discuss
problems with the policy itself, but instead the costs that will arise if it is implemented.
List the most significant cost here: The most significant cost would be evaluating every
student holistically who is applying to a specialized high school.
Rating (1-3): 2
Justification of rating: This rating is justified because evaluating thousands of students
in a holistic manner would require paying for the cost of more staff and resources.
List the second most significant cost here: The second most significant cost would be
Standardized High School Test prep classes running out of business.
Rating (1-3): 1
Justification of rating: This cost is justified because less students would have to rely on
prep since the admission also considers the other merits of the students.
List the third most significant cost here: The third most significant cost would be
implementing an environment that caters to minority students.
Rating (1-3): 1
Justification of rating: This rating is justified because New York City is very diverse
and minority students will fit in well once they get admitted.
Exercise 7.3: Comparing Benefits and Costs
Your Total Score: _____ (Maximum: 3 points)
Calculate the cost-benefit ratio as described in the Maxwell Manual and show your calculations
below. Then, in one sentence, interpret the ratio. No citation or reference is needed for this
exercise.
Write a one-sentence interpretation here: The benefit-cost ratio is more than 1.0 which
means that the benefits will outweigh the costs.
Exercise 7.4: Analyzing Your Career Preferences
Your Total Score: _____ (Maximum: 8 points)
A. Complete the survey below by placing an X next to your preference for a career and then
answer the question at the end of the survey. (1 point)
Part A Score ____
1. Salary: 2. Hours:
_X_ Top 10% ____ Part-time
____ Between 10% and 50% ____ Less than 40 hours
____ Bottom 50% ____ No more than 40 hours
_X_ 40-60 hours
____ Over 60 hours
In no more than four sentences, indicate the two most important categories in this
survey and why they are important to you here: The two most important categories in
this survey are the categories for education and salary. Education is important because
without a proper education it would be extremely difficult to find a job that pays well.
Salary is important because without a decent pay a person would have to suffer though
poor living conditions.
B. Rate the following values on a scale of 1 to 3 in terms of importance for what characteristics
your career should have and answer the question that follows the survey. (1 point)
Part B Score ____
In no more than two sentences indicate which value is most important to you and
why here: The most important value is attaining intellectual status because with that
status one can get a job, recognition and work his way to a comfortable life.
C. Rate the following activities using a scale of 1-5 based on your possible interest in the
activity, not necessarily your interest in doing the activities as a career. Add the total score for
each section and mark it on the line provided. (1 point)

Explain at least two benefits and costs of the job you selected. Be sure to include the
education level required for this position here: I would one day like to have a job as a
Computer Systems Engineers/Architects. This position requires a Bachelors degree and
as of 2013 the median wage is 39.59 dollars hourly and 82,340 dollars annually. The
projected job opening from 2012 until 2022 is about 40,200. Two pros about working as a
Computer Systems Engineer/Architect is being able think creatively which means getting
the work done the way I want to get it done and communicating with supervisors and
subordinates which gives me the opportunity to work collaboratively. The two cons
would be information ordering and analyzing data both of which require a lot of attention
to detail and can be very tedious.
Exercise 7.5: Analyzing Cost-Benefit Discussion in the News Media
Your Total Score: _____ (Maximum: 6 points)
Using ProQuest Newsstand (http://libezproxy.syr.edu/login?
url=http://search.proquest.com/newsstand?accountid=14214) or any other print or electronic
newspaper source, select a recent editorial (within the past 24 months), letter to the editor, or op-
ed article that discusses an existing or proposed policy on your societal category but not
necessarily your geographical level of your policy. Attach and label the article directly behind
this exercise. Highlight the quote.
State the policy using a partial or full quote from the article here: There would be
some kind of pay for performance, rewarding success. Salaries wouldnt be based
primarily on seniority (Bruni, 2014, para.14).
If the author does not use the terms benefits and costs, discuss what terms are
used in place of them here (if the author does use the exact terms benefits and
costs please specify that as well): The author does not use the exact term benefits
but, instead uses the term elevates. The author states, that schools of education could
stiffen their selection criteria in a way that raises the bar for who goes into teaching and
elevates the public perception of teachers (Bruni, 2014, para.11). The author uses the
exact term costs when the article states, Firing a teacher took an average of almost
two and a half years and cost the city over $300,000 (Bruni, 2014, para.8).
Describe how well the writer evaluates the benefits and costs of the policy here: The
author evaluates the costs very well by giving an accurate estimation of the monetary
value of firing an incompetent teacher. The author does not describe the benefits as well
because he only talks about the public perception, but not the benefits of having a
competent teachers in public schools.
Exercise 8.1: Provide Data for Four Years on a Variable Measuring Your Societal Problem
Your Total Score: _____ (Maximum: 12 points)
A. Restate your societal problem and policy (including the same geographical location) as you
stated in 7.2. (2 points)
Part A score: _____
Restate your societal problem here, including the geographic location you are
focusing on: Too many minority students are not being enrolled in specialized public
high schools in New York City because of low test scores in the Standardized High
School Admissions Test.
Restate the policy here, including the geographic location of the policy: Specialized
high schools in New York City should look at the merits of a students overall
performance and not just the Standardized High School Admissions Test score.
B. Select one variable that measures a societal condition that you expect your policy to impact
at the same geographic location stated in 7.1. The variable must use or be based on at least one
piece of real data from a published print or electronic source. (10 points)
Provide data for four time intervals. The last must be within the past calendar
year. Up to three can be estimated. If you are using academic data, use school years (ex.
2001-2002).
Data should be set up in a chart as shown in Chapter 8 of the Maxwell Manual
and using the format below, including all appropriate labels
Directly behind this exercise, attach a copy of the data you used for your real data
point(s). The copy must come from a published print or electronic source.
Part B score: _____
A. Using the formula presented in Chapter 8, calculate the percent change between the first and
second year of the data presented in 8.1 of your own module. (3 points)
Part A score: _____
B. Using Excel and the instructions in Chapter 8, calculate the percent change between each of
the four years as well as between the first year and the fourth year for the variable you collected.
Show all four percent changes in the format shown in Chapter 8. Attach a screenshot of your
Excel chart. (14 points)
Part B score: _____
C. Describe the pattern or lack of it over the four years. You must use a direct quote using the
terminology from Chapter 8.2 in the Maxwell Manual in your description. (3 points)
Part C score: _____
Describe the pattern here: I have noticed a steady decrease (Coplin, 2007, p.92) in
the percentage of Black students who were admitted in Stuyversant High School from the
2007-2008 academic year to the 2010-2011 academic year.
Exercise 8.3: Deciding the Years to Use for Your Benchmark
Your Total Score: _____ (Maximum: 6 points)
State what three years for which you would set your benchmark. Briefly indicate why you have
chosen those years. If your societal problem involves education, you must use academic years.
State what three years you set your benchmark for here: 2015-2016 academic year,
2016-2017 academic year, 2017-2018 academic year.
Briefly justify why you have chosen these years here: The Standardized High School
Admissions Test (SHSAT) has been the same since academic year 2010-2011, therefore
the percentage of Black students admitted into specialized high schools has not changed.
Implementing this policy for the 2015-2016 academic year will show immediate results
because students will not be admitted solely for their SHSAT scores.
Exercise 8.4: Displaying Your Baseline Forecast
Total Score: ____ (Maximum: 14 points)
Place a trend line graph below that displays your historical data and your baseline forecast for the
three years selected in 8.3, followed by a brief justification of the forecast. The gap between the
end of your historical data (as entered in 8.1) and the beginning of your forecasted years must be
shown on the graph. Refer to Chapter 8 in the Maxwell Manual.

HistoricalYear Baseline
Write a clear justification of your forecast by quoting a player and one idea
discussed in 8.4 of the chapter here: Ms. Kaye a spokeswoman for the citys Education
Department said, By factoring in additional criteria with the SHSAT, this legislation
represents a real opportunity to attract excellence and achieve a more diverse student
body in our citys specialized high schools. We look forward to working with our state
partners on the legislation (Baker, 2014, para. 8). There are also conditions where it is
incorrect to assume that what has happened in the past will continue in the future in a
baseline forecast (Coplin, 2007, p.95). Since there has only been one percent of Black
students admitted in Stuyversant High School for four consecutive years, a change in
policy can only help the percentage of Black students grow.
Exercise 8.5: Setting Your Benchmarks
Total Score: _____ (Maximum: 14 points)
After carefully reading the discussion in Chapter 8, indicate your three benchmarks in the spaces
provided below that include the years chosen in 8.3, the benchmark, and the justification. You
must use at least two of the five guidelines for setting benchmarks discussed in Chapter 8 in at
least two different justifications. No citation or reference is necessary for this exercise.
A. Complete the chart below: [Title Fully Describing Variable Including Rate or %]
2015-2016 1 percent 4 percent The factors contributing to this societal problem is the
Standardized High School Admissions Test. If the test
has less of a weight in the admissions process, more
minority students will have a better chance of being
admitted into these elite schools.
2017-2018 1 percent 8 percent By the third year of the policy more minority students
will apply to these specialized schools because they are
not intimidated by the one test score admission policy.
Exercise 8.6: Using Benchmarks to Support your Policy Proposal
Your Total Score: _____ (Maximum: 16 points)
A. Identify a player to whom you would present an oral briefing using the benchmark you
developed for Exercise 8.5. List the players name and title below. (5 points)
Part A score: _____
List the players title here: New York City Schools Chancellor
Briefly discuss why you choose this player to receive the memo here: I chose
Chancellor Carmen Faria because she has a heavy influence on the policies that are
implemented in public schools in New York City.
B. Place a graph that shows the historical pattern, baseline, and benchmark forecasts. There
must be a gap between your historical data and forecast. (6 points)
Part B score: _____
Follow the instructions in Chapter 8 to insert a trend line graph, and insert your
graph here:

Place response here: The improvement forecasted by the policy is expressed by the
increase in Black students in one of New York Citys specialized high school
(Stuyversant High School). The percentage of Black students admitted into Stuyversant
High School increases from one percent to eight percent in three academic years.
Exercise 8.7: References
Your Total Score: _____ (Maximum: 6 points)
Prepare a list of references that includes all sources for this module.
Follow APA style.
Include all sources used in the exercises.
