This thesis analyzes the coordination between five government agencies - MMDA, DOTC, LTO, LTFRB, and LGUs - in managing traffic in Metro Manila. It aims to understand how these agencies blend their powers and implement traffic laws. The study uses qualitative interviews with key personnel from the agencies. It finds that while the agencies have distinct functions, there is confusion over their mandates. It also examines several collaborative projects between the agencies, like apprehending colorum buses and implementing traffic violation systems. The study concludes that better coordination is needed between the agencies and LGUs to more effectively address Metro Manila's traffic issues.

Abstract:

Issues in traffic is a major problem in the country in the present context, the public
clamor for reforms in traffic rules and regulation is steadily increasing due to the
contributions of social media nowadays. In solution of the issues in traffic in the country
the Philippine government specifically the executive branch of the government is in
focus of regulating traffic through agencies that specializes in transportation and traffic
management but confusion resurfaces in the public because of the laws implemented
regarding traffic without the coordination in the LGUs. This study would analyze the
coordination of the programs of the four agencies together with the LGUs arm for
traffic regulation in handling the traffic management in EDSA and how the blending of
powers is being implemented in carrying out the laws that concern the traffic and
transportation in Metro Manila. The researchers of this study would conduct a
qualitative study through the use of interviews. Interviews would be conducted to the
key personnels of the four agencies and LGUs. At the end of this research, it is
expected that this study will provide in depth thought on the agencies synergy with
one another in providing the public with a better plan in alleviating traffic issues in the
metro.
