COMMUNICATION CABLES

1.0 GENERAL
1.1. WORK INCLUDED
1.1.1. This section forms part of every section of Division 13 (Special Construction),
Division 14 (Conveying Systems) and Division 16 (Electrical).
1.1.2. Provide all labor, materials, products, equipment and services to supply and
install the communications cable systems as indicated on the drawings and
specified in these specifications.
1.1.3. General
The Contractor shall supply, install, certify and commission a fibre optic
backbone wiring system, CAT-6 structured cabling system for data including
patch and terminations. Active companies do not form part of this scope.
The overall system requirements for the cabling infrastructure will follow that
of a structured cabling system to provide 1Gb/s fast Ethernet.

Material Guarantee: The wiring vendor (installer) shall guarantee at the time
of the bid that all cabling and components shall meet and exceed the full
proposed Category 6 and Proposed Category 6 Channel specifications
(including installation) of TIA/EIA 568A and 569, IS 11801 and EN 50173 20
year produce and application insurance warranty documentation.

1.2. REFERENCE STANDARDS


1.2.1. All electrical installations shall be carried out in accordance with the best
International Standards and Codes of Practice specifically with the current
issue of the IEE Regulations (BS 7671) and the requirements of the supply
authority.
1.2.2. The entire installation shall be installed and tested in accordance with the
relevant British and International Standards and requirements of authority.
1.2.3. Refer to standards published by ANSI EIA/TIA for cable types and installation
practices.
1.3. INSTALLATION REQUIREMENTS
1.3.1. The cable system shall be designed and installed by a specialist
subcontractor/supplier who is experienced in the complex nature of such
installations and who is also completely familiar with the ANSI EIA/TIA
standards associated with fibre optic wiring.
1.3.2. Patch panels are to be provided as required by the design. Horizontal Cat 6
cables are to be provided to the public/common areas.
1.3.3. Include for all terminations of fibre cables and verification of the wiring
installation, patch panels, optical fibre connections and optical fibre patch
cords.

1.3.4. The Contractor/specialist supplier shall provide a system performance


warranty of 15 (fifteen) years for the installation.

1.4. CONTRACTORS QUALIFICATION


1.4.1. Contractor Selection
The contractor selected for this project shall be certified by the SCS
manufacturer, adhere to the engineering, installation and testing procedures
and utilize the authorised manufacturers components and distribution
channels in provisioning this project.

1.4.2. Contractor Experience and Training


The contractor shall be experienced in all aspects of this work and shall be
required to demonstrate direct experience on recent systems of similar type
and size. The contractor shall own and maintain tools and equipment
necessary for successful installation and testing of optical and Category 6
metallic premise distribution systems and have personnel who are adequately
trained in the use of such tools and equipment.

1.4.3. The manufacturer shall have a minimum of seven (7) years experience and
shall be ISO9001 certified.
1.4.4. Contractor Resume
A resume of qualifications shall be submitted with the Contractors proposed
indicating the following:

A list of recently completed projects of similar type and size with contact
names and telephone numbers for each.
A list of test equipment proposed for use in verifying the installed integrity
of metallic and fibre optic cable systems on this project.
A technical resume of experience for the contractors project manager and
on-site installation supervisor who shall be assigned to this project.
Any sub-contractor who shall assist the SCS contractor in performance of
this work shall have the same training and certification as the SCS
contractor.

1.4.5. Any sub-contractor who shall assist the SCS contractor in performance of this
work shall have the same training and certification as the SCS contractor.

2.0 PRODUCT
2.1. STRUCTURED CABLING SYSTEM
2.1.1. Furnish and install, complete with all accessories, a Structured Cabling
System (SCS). The SCS shall serve as a vehicle for transport of data and
voice telephony signals throughout the network from designated demarcation
points to outlets located at various desks, workstations and other locations,
as indicated on the contract drawings and described herein. Application
standards supported shall include, but not be limited to, IEEE802.3, 10BASE-
T, 100BASE-TX, IEEE802.5, 4Mbps, 16Mbps (328 ft [100m], 104
workstations) and TP-PMD. In addition, the backbone cabling and horizontal
links/channels shall be capable of supporting evolving high-end applications
such as Gigabit Ethernet and 52/155/622 Mbps ATM. The cabling shall also
support legacy LANs and other systems. These shall include, but are not

limited to, IBM 3270, Baseband and Broadband video and Building
Management Systems.

2.2. SYSTEM PERFORMANCE


2.2.1. The system shall utilize a network of fibre optic, and unshielded twisted pair,
riser, tie and station cables. Cables and terminations shall be provided and
located as shown and in the quantities indicated on the drawings. Fibre
cables shall terminate on Fibre Distribution Centers (FDC's) or modular patch
panels located in all demarcation and termination points shown on the
drawings. All cables and terminations shall be identified at all locations. All
cables shall be terminated and labeled in an alphanumeric sequence at all
termination locations. All copper cable terminations shall comply with, and be
tested to TIA/EIA 568A and TSB-67 standards for Category 6 and Proposed
Category 6. Available and unused pairs between the ER and TC (s) shall be
terminated and identified as spare at each location. Station cables shall
terminate on one or two gang wall plates equipped as shown on the drawings.
2.2.2. Copper Cabling Performance
The cabling system proposed shall meet or exceed the following guaranteed
channel performance values when configured as a worst-case channel. All
values in the table (based on the equations below) shall be guaranteed to
apply to worst-case 100 meter channels with full cross-connects and
consolidation points.

2.2.3. Minimum Guaranteed Channel Performance (100m, 4 connector Channel)

Fibre Optic Cabling Performance (Multimode)


The fibre optic cable shall have a maximum loss of 3.4 dB/km. The fibre
optic connectors shall have a mean insertion loss of 0.1 dB and standard
deviation of 0.1 dB. The calculated channel insertion loss for this
combination with three connections is only 1.7 dB, allowing 0.8 dB of
margin.

2.3. FIBRE OPTIC PATCH PANELS


2.3.1. The panels shall each incorporate a sliding panel for ease of connection and
cable management
2.3.2. The panel shall be loaded with Duplex SC adapters mounted vertically
2.3.3. All the adapters shall be positioned on the left side of the panel again to
facilitate easier internal management
2.3.4. Each adapter must be shuttered and have a laser logo affixed for
identification and safety purposes
2.3.5. Singlemode duplex adapters shall be BLUE in colour.
2.3.6. Multimode duplex adapters shall be BEIGE in colour
2.3.7. Adapters shall be flange mounted not snap mount
2.4. FIBRE OPTIC PATCH CORDS
2.4.1. Multimode cable assemblies shall be ORANGE (62.5/125 microns)
2.4.2. Singlemode cable assemblies shall be YELLOW (9/125 microns)
2.4.3. The cable assemblies shall be configured to connect with the patch panel and
to whatever interface is provide at the active equipment
2.4.4. The duplex SC connectors shall be provided with 90 degree boots at each
side
2.4.5. Insertion loss (IL) shall be less than 0.35dB per connector
2.4.6. The serial number and IL result shall be affixed as a label to each cable
assembly

2.5. FIBRE OPTIC CONNECTORS


2.5.1. Connectors shall be simplex SC type with a 900 micron boot
2.5.2. The connector ferrule shall be ceramic (zirconia)
2.5.3. The ferrule shall be pre-radiused.

3.0 EXECUTION
3.1. GENERAL
3.1.1. Workmanship
Components of the communication cable system shall be installed in a neat,

workmanlike manner. Wiring colour codes shall be strictly observed and


terminations shall be uniform throughout the system. Identification markings
and systems shall be uniform. TIA/EIA 606 administration guidelines shall be
used as standard for all standard wiring.

3.2. INSTALLATION
3.2.1. All installations shall be in conformance with ElA/TIA 568A, IS11801 and EN
50173 standards and meet requirements of EIA/TIA 569, prEN50174 and DIS
14763 installation guidelines. Special attention shall be made to ensuring
that the twists of the cable pairs are maintained tight up to the connection
point. The Contractor shall ensure that the maximum pulling tensions of the
specified distribution cables are not exceeded and cable bends maintain the
proper radius during the placement of the facilities. Failure to follow the
appropriate guidelines shall require the Contractor to provide in a timely
fashion the additional material and labor necessary to properly rectify the
situation. This shall also apply to any and all damages sustained to the
cables by the Contractor during the implementation.

3.2.2. Installation of cables in accordance with the above manufacturers published


guidelines.
3.2.3. The implementation must be performed by the Contractors own in-house
qualified cabling engineers and technicians or appointed specialist, who all
have undergone the manufacturers installers training courses (copy of
training certificates to be provided).
3.2.4. Installation of cables a minimum of 0.5mts from fluorescent lighting and all
other guidance included in Section 16050.
3.2.5. Installation of cables on a continuous cable tray above the ceilings, in voids
and risers, within the conduit runs up to the final point of use. Vertical cable
routes should be supported at 300mm centres on cable tray/basket. Alternate
cable ties shall be metalic.
3.2.6. Installation of cables correctly ensuring that the cable does not have any
damage to the jacket, taking care not to exceed the bend radius and eliminate
any kinks.
3.2.7. Provide tension relieving loops at every 50 metres or to manufacturers
specialist requirements.
3.2.8. Installation of cables will require that the cable ends are protected from
physical damage and any ingress of water at both ends.
3.2.9. Bonding and Grounding
The Contractor shall be responsible for ensuring an approved ground at all
newly installed distribution frames, and/or insuring proper bonding to any
existing facilities. The Contractor shall also be responsible for ensuring
ground continuity by properly bonding all appropriate cabling, closures,
cabinets, service boxes, and framework. All grounds shall consist of
appropriately sized copper wire and shall be supplied from an approved
building ground and bonded to the main electrical ground. Grounding shall be
in accordance with all local codes and practices.

3.2.10. Power Separation

The Contractor shall not place any distribution cabling alongside power lines,
or share the same conduit, channel or sleeve with electrical apparatus.
Power separation guidelines already stated shall be adhered to. It shall be
the responsibility of the contractor to highlight areas where these guidelines
cannot be met, prior to installation.

3.2.11. Miscellaneous Equipment


The Contractor shall provide any necessary screws, anchors, clamps, tie
wraps, distribution rings, wire molding (MC/MDF & TC/IDF locations),
miscellaneous grounding and support hardware, etc., necessary to facilitate
the installation of the System.

3.2.12. Special Equipment and Tools


It shall be the responsibility of the Contractor to furnish any special installation
equipment or tools necessary to properly complete the System. This may
include, but is not limited to, tools for terminating cables, testing and splicing
equipment for copper/fibre cables, communication devices, jack stands for
cable reels, or cable wenches.

3.2.13. Labelling
The Contractor shall be responsible for printed labels for all cables and cords,
distribution frames, and outlet locations. No labels are to be written by hand.
Label formats are to be agreed with the client.

3.2.14. Cable Storage


The Contractor shall not roll or store cable reels without an appropriate
underlay and the prior approval of the Engineer.

3.2.15. Cable Records


The Contractor shall maintain conductor polarity (tip and ring) identification at
the main equipment room (switch room), risers, and station connecting blocks
in accordance with industry practices.

3.3. REQUIREMENTS FOR CABLE ROUTING AND INSTALLATION


3.3.1. Cabling
All communications cabling used throughout this project shall comply with the
requirements as outlined the appropriate local codes. All cabling shall meet
the relevant fire performance standards for the environment in which they are
installed.

3.3.2. Cable Pathway


In suspended ceiling and raised floor areas where duct, cable trays or conduit
are not available, the Contractor shall bundle, in bundles of 50 or less, station
wiring with plastic cable ties snug, but not deforming the cable geometry. The
cable bundling shall be supported via "J" hooks attached to the existing
building structure and framework at a maximum of 1.5 meter intervals. The
contractor shall adhere to the manufacturers' requirements for bending radius
and pulling tension of all data and voice cables. The contractor shall ensure
that all sharp or burred edges are properly protected prior to the pulling of

cables.

3.3.3. Fire Stopping


Sealing of openings between floors, through rated fire and smoke walls,
existing or created by the contractor for cable pass through shall be the
responsibility of the contractor. Sealing material and application of this
material shall be accomplished in such a manner that is acceptable to the
local fire and building authorities having jurisdiction over this work. Creation
of such openings as are necessary for cable passage between locations as
shown on the drawings shall be the responsibility of the contractor's work.
Any openings created by or for the contractor and left unused shall also be
sealed as part of this work. The contractor shall ensure that the fire-blocking
compound is approved by the cable manufacturer to ensure no reaction with
cable sheaths.

3.4. PENETRATIONS OF WALLS, FLOORS AND CEILINGS


3.4.1. The Contractor shall make no penetration of floors, walls or ceiling without the
prior consent of the Engineer.
3.4.2. Where penetrations through acoustical walls or other walls for cableways
have been provided for the Contractor such penetrations shall be sealed by
the Contractor in compliance with applicable code requirements and as
directed by the Engineer.
3.4.3. Where penetrations through fire-rated walls for cableways have been
provided for the Contractor, such penetrations shall be sealed by the
Contractor as required by code and as directed by the Engineer. The
Contractor shall, prior to the commencement of on-site activities, submit to
Client for review by the Engineer, details of any special systems to be used.

3.5. TESTING
3.5.1. Factory Test
3.5.1.1. Each cable reel/drum should be provided with an attenuation
measurement.
3.5.1.2. Each cable reel/drum should be delivered with an OTDR test report.

3.5.2. Site Test


3.5.2.1. Contractor shall conduct the following tests:
Multimode Fiber: Bi directional signal attenuation
Single mode Fiber: Bi directional signal attenuation
3.5.3. Copper Cable Testing
Testing of all copper wiring shall be performed prior to system cutover. 100
percent of the horizontal and riser wiring pairs shall be tested as per the table

below. Voice and data horizontal wiring pairs shall be tested from the
telecommunications outlet to the TC. The cable runs shall be tested for
conformance to the specifications of EIA/TIA 568A Category 6. Testing shall
be done with a TIA/EIA TSB-67 UL Certified Level 3 test set. Test shall
include length, mutual capacitance, characteristic impedance, attenuation,
and near-end crosstalk. Near end crosstalk measurements shall be done at
both the information outlet and the cross-connect. Both ends shall pass TSB-
67 Basic Link requirements. Any pairs not meeting the requirements of the
standard shall be brought into compliance by the contractor, at no charge to
the Client.

Complete, end-to-end test results shall be submitted and included within the
O and M manuals.

3.5.4. Optical Fibre Cable Testing W/OTDR:


All fibre testing shall be performed on all fibres in the completed end to end
system. There shall be no splices unless clearly defined. Testing shall
consist of a bi-directional end to end OTDR trace performed. The system loss
measurements shall be provided 850 and 1310 nanometres for Multimode
fibres and 1310 and 1550 for single mode fibres.
3.5.5. Optical Fibre Cable testing w/ OTDR
All fibre testing shall be performed on all fibres in the completed end to end
system. There shall be no splices unless clearly defined. Testing shall
consist of a bi-directional end to end OTDR trace performed. The system loss
measurements shall be provided 850 and 1310 nanometres for Multimode
fibres and 1310 and 1550 for single mode fibres.

3.5.6. Pre-installation cable testing


The Contractor shall test all light guide cable prior to the installation of the
cable. The Contractor shall assume all liability for the replacement of the
cable shall it be found defective at a later date.

3.5.7. Loss Budget


Fibre links shall have a maximum loss of: (Allowable cable loss per km) x (km
of fibre in link) + (.4dB) x (number of connectors) = maximum allowable loss.

3.5.8. Optical Fibre Cable testing w/ Power Meter


3.5.8.1. Multimode Horizontal Link Segments shall be tested in one direction at
the 850-nm or 1300-nm wavelength.

3.5.8.2. Multimode Backbone and Composite Link Segments shall be tested in


one direction at both 850-nm and 1300-nm wavelengths.
3.5.8.3. Singlemode Horizontal Link Segments shall be tested in one direction
at the 1310-nm or 1550-nm wavelength.
3.5.8.4. Singlemode Backbone and Composite Link Segments shall be tested
in one direction at both 1310-nm and 1550-nm wavelengths.
3.5.8.5. In compliance with TIA/EIA-526-14A "Optical Power Loss
Measurements of Installed Multimode Fibre Cable Plant' and TIA/EIA-
526-7 "Measurement of Optical Power Loss of Installed Single-Mode
Fibre Cable Plant', the following information shall be recorded during

the test procedure:

Names of personnel conducting the test.


Type of test equipment used (manufacturer, model, serial
number).
Date test is being performed.
Optical source wavelength, spectral width, and for Multimode, the
coupled power ratio (CPR).
Fibre identification.
End point locations
Test direction
Reference power measurement (when not using a power meter
with a Relative Power Measurement Mode).
Measured attenuation of the link segment.
Acceptable link attenuation. Note: Horizontal Link Segments are
limited to 9O meters, therefore, the acceptable link attenuation can
be based on the longest installed link without introducing a
significant error.

3.5.8.6. Manufacturer Warranty


Provide a 20 year SCS Extended Product Warranty and System
Assurance Warranty for this cabling system.

3.6. SPECIFICATION COMPLIANCE FORMS


3.6.1. Submittal requirements
The Project MEP Consultant is providing a copy of this document in MS Word
for Windows to the Contractor. Though the submittal of the paper copy of this
document is the legal requirement, the Vendor is also required to fill in the
electronic version as well and include it as part of their submittal for the
communications cable installation.
3.7. WARRANTY
3.7.1. A twenty- (20) year Extended Product Warranty and Applications Assurance
for this wiring system shall be provided.

3.7.2. Extended Product Warranty:


The Extended Product Warranty shall cover product defects for all passive-
cabling components (excluding termination tools). Passive components are
defined as those exhibiting no gain or contributing no energy. The
manufacturer shall warrant, from the date of installation and after a
Registration Certificate is issued, the following:

3.7.2.1. That the SCS manufacturer's passive components that comprise of


the registered cabling installation shall be free from manufactured
defects in material or workmanship under normal and proper use.
3.7.2.2. That all approved passive cabling products that comprise the
registered SCS installation meet or exceed the NEXT (near end cross
talk) PSNEXT, ELFEXT, PSELFEXT, return loss, bandwidth and
attenuation/loss specifications of the ISO/IEC IS 11801(1995),

CENELEC EN 50173 (1995) and TIA/EIA 568-A (or any national


equivalent) standards and their approved amendments.
3.7.2.3. That the installation shall meet or exceed the PSNEXT, ELFEXT,
PSELFEXT, return loss, attenuation and NEXT requirements of the
ISO/IEC IS 11801 (1995), CENELEC EN 50173 (1 995) and TIA/EIA
568-A (or any national equivalent) standards and their approved
amendments for copper cabling.
3.7.2.4. That the installation shall meet or exceed the attenuation/loss and
bandwidth requirements of the ISO/IEC IS 11801 (1995), CENELEC
EN 50173 (1995) and TIA/EIA 568-A (or any national equivalent)
standards and their approved amendments for fibre cabling.
3.7.3. Applications Assurance:
3.7.3.1. The Application Assurance shall cover failures of the SCS installation
to operate the application(s) the system was designed to support, as
well as additional application(s) defined below. The manufacturer
shall warrant that the registered SCS installation shall be free from
failures which prevent operations of the specific application(s) for
which the original SCS system was designed not including failures
due to electronic hardware and/ or software problems.
3.7.3.2. The Application Assurance shall also cover the following additional
applications:

Those as specified in the current (at the time of installation) and


future versions of the manufacturer's SCS Performance
Specification; and
Any applications introduced in the future by recognized standards
or user forums that use the ISO/IEC IS 11 801 or TIA/EIA 568-A
UTP or fibre components and UTP or fibre link/ channel
specifications for cabling.
