INVITATION FOR EXPRESSION OF INTEREST

1. Introduction

Northern Coalfields Ltd is a subsidiary company of Coal India Limited producing coal
only from opencast mines. Since 1985-86, when the company was first formed, its
coal production has shot up from 13.4 to around 59 million tonnes

Northern Coalfields Ltd has consistently been showing an excellent financial


performance over the years. Over a period of last ten years, the turnover of the
company has risen from Rs.1904.81 crores in 1996-97 to Rs 5455.21 crores in 2007-
08. Profit before tax of the company has reached an all time high Rs 2763.75 crore
during 2007-08. NCL is presently the highest profit earning company of Coal India
Limited.

Total Employee strength in NCL is less than 17000. Northern Coalfields Ltd is the first
Indian coal company to have obtained ISO 14001 International Certification for its
Environment Management System in 2001 that is renewed up to 2010. NCL is also
having ISO 9001 certification.

The company is veritably the harbinger of many firsts in coal mining industry: The first
GPS (Global Positioning System) based Operator Independent Truck Despatch
System (OITDS) was installed in India at Jayant Project of NCL. Using Information
Technology to its advantage, NCL has adopted Integrated Business Solutions (an
ERP package) as its resource management tool.

NCL heaquarters as well as its projects are equipped with FO cable based LANs and
all projects are linked with headquarters through FO cable. More than 800 PCs are
installed in this industry along with approximately 15 high performing servers.

2. Objective of this Notification

NCL is planning to have computerized safety and environment management system.


This system should meet the statutory compliances of DGMS for safety as well as
statutory compliances of environment. In addition to this, system should generate
alerts both in cases of safety and environment violations. In case of no response to
the alert, the matter should be escalated to appropriate level.
It is not intended to short list a panel of prospective bidders through this EOI.
An open global bid will be invited subsequently for competitive bidding.

3. Description of Work

Implementation of Safety & Environment Management System (Both hardware and


software) at six projects of NCL i.e., Jayant, Amlohri, Dudhichua, Nigahi, Khadia &
Bina on turnkey basis.

At first, the system shall be implemented at Jayant Project. On its successful


implementation, the system shall be rolled over to remaining five projects. However
the relevant MIS should be made available at Headquarters also.

4. Scope of Work

Functional Requirements of Safety Department are as under:-

I. The software should meet our requirement for preparation and sending the notices
of accidents in Form IVA, IVB & IVC, Form I and other relevant notices as per
CMR, Mines Act etc.
II. The formats of monthly reports like SSRI, SSRII, MOC, etc. should be made
available.
III. The system should be able to identify the safe/unsafe working procedures.
IV. It should help in enhancing the safe mining operations with the identification of
risks, hazards and its management.
V. It should generate the incidence data, including circumstantial evidences, condition
of the equipment post and prior to incidence, its remedial measures, corrective /
preventive action, performing and reviewing the risk assessment for incidence
investigation and that should help in fixing up the responsibility.
VI. It should have composite injury data including name of the person injured, shift,
time of accident, prior injuries to same person with details, corrective and
preventive action, man-days lost. It should be able to assess the direct / indirect
losses due to accident in term of money as well as loss of production in
tonnage/M3. The software should be able to find out the number of persons injured
for repetitive causes with full details. The compensation to be paid should also be
assessed depending upon the nature / gravity of the injury.
VII. Hazards Management:- SOS should be able to find out the hazards associated
with the operation; for its prevention the necessary alerts should be displayed prior
to attempt of the job. It should perform the risk assessment and record the data at
a glance.

VIII. Risk Assessment:-


a. SOS should be able to capture the risk associated with each equipment, work
place.
b. Review the risk assessment information on regular intervals.
c. Create, risk management plan based on consequences and likelihood,
generate risk level.
d. It should generate and maintain the risk register.

IX. Audits and inspections:-


a. Safety audits and inspections.
b. Noting the points of audit or inspection personnel’s on scheduling through e-
mail & updating the compliance report.
c. Capture the audited result and identify the non-compliance for particular items
with alerts to all concerned.
d. Escalation of incomplete task or action.

X. Safety permits & job management:-

a. Create safety permit for safety clearance.


b. Update task list for the assigned person including safety personals.
c. Capture the safety permits information.
d. Mass notification of the permit.
e. Reject or approve the permit.
f. Generate sop’s or work safe procedures for a particular job.
g. Should be able to create multiple activities or track for a particular job.
h. Assign actions or recommendations for the contravened items.
i. Safety personnel should be able to identity key issue areas for their focus.
j. Assign and capture safety permits for a particular job.
k. Generate sop’s or work safe procedures for a particular job.
l. It should improve the organizational safety processes.
m. Should be able to assess the strength and weakness of the existing activities /
processes.
n. It should maintain the equipments hazards information.
o. Track all the PPE’s issued to the contractor & departmental employees.
p. Should have inbuilt alerts for PPE issued within stipulated dates.
q. Capture renewals, certification, caliberations information & alerts to user in
case of safety equipment like Vibrometer, Limiter and Noise Meter, etc.
r. Should be able to maintain the contractor’s complete information along with the
details of employees’ contract wise.

i. Name of the contractor’s work, work order wise.


ii. Address of the Contractor and his employees.
iii. IME / PME details.
iv. VTC training details.
v. Policies.
vi. Identity cards etc.

XI. Scheduled training for the departmental employees in addition to identified


works.
XII. Should be able to send the notices to the schedule employees, due employees
and their supervisors / in charge.
XIII. Should be able to maintain the accident / incidence statistics with its analysis as
per desire like shift wise, age wise, body part wise, month wise, time wise, year
wise, etc.
XIV. It should generate the following notices / reports, PME notice, compliance reports
to DGMS inspections with alerts, monsoon action plan, PSC reports with alerts,
noise survey report, illumination report, dust survey report etc. as per
requirement from time to time.
Functional Requirements of Environment Department are as under:-

I.
Filing of consent application under Air & Water Act, H/W Rule.
II.
Filing return under H/W Rule & Battery Rule.
III.
Preparation of Env. Statement (Annual Report) for submission to MoEF/SPCBs.
IV.Env. Monitoring data record – Air, Water, Noise, generated by CMPDI.
V.Annual return for Bio-medical waste.
VI.Compliance report to MoEF (Six monthly).
VII.Compliance report to SPCBs (Consent conditions).
VIII.
Environmental expenditure record.
IX.Plantation / reclamation details.
X.R&R details & land details.
XI.Forest land detail and land use data.
XII.EMP data-base line data for Air water, Noise, Geology, Ground water details.
XIII.
Integrated Management System (consisting of ISO-14001, ISO-9001, OHSAS-
18001 & SA-8000) related to all form & formats, documents and records as per
manual.
XIV. Legal requirements.
XV. CSR activity of project.
XVI. Remote sensing data generated by CMPDI, Ranchi for each project on annual
basis.

The proposed software must cater to all the above mentioned requirements. In addition to
above, other salient features should also be mentioned.
Other than software, full details of hardware requirement should also be mentioned.
Details of manpower requirement should also be listed.

5. Eligibility Criteria for participation in EOI

The applicant agency should have implemented a similar project preferably in mining
domain and under conditions similar to those prevailing in India.

6. Mode of Submission of EOI

Interested parties may submit their EOIs with full details in sealed cover super scribed
with “EOI Notification no. NCL/SGR/SYS/EOI/09/1351” so as to reach the address
given below on or before 22/02/2010.

NCL reserves the right to accept a response to EOI notification or reject any or all of
them or withdraw the Notice at any stage of processing without assigning any reason
whatsoever. Such an event would not cause obligation of any kind to NCL.

NCL shall also not be held responsible for non-receipt of submittals sent by post or
private couriers within the stipulated time.

8. Visit to Site:

It is suggested that Interested parties may send their team to NCL and its six projects
for actual assessment of job before submitting their responses to EOI.

Interested bidders or their authorized representatives may attend opening of EOI. If


interested, they may demonstrate their solution next day. They are also required to inform
the resource details viz. Hardware, Software and manpower etc. and associated cost thereof
for the implementation of the system.
