EOI is invited from interested parties for Supply and Implementation of Safety &
Environment Management System (Both Hardware and Software) for our 6 projects
namely Jayant, Amlori, Nigahi, Dudhichua, Khadia and Bina. The applicant agency
should have implemented a similar project preferably in mining domain and under
conditions similar to those prevailing in India. EOI details are available on our website

1. Introduction
Northern Coalfields Ltd is a subsidiary company of Coal India Limited producing coal
only from opencast mines. Since 1985-86, when the company was first formed, its
coal production has shot up from 13.4 to around 59 million tonnes
Total Employee strength in NCL is less than 17000. Northern Coalfields Ltd is the first
Indian coal company to have obtained ISO 14001 International Certification for its
Environment Management System in 2001 that is renewed up to 2010. NCL is also
having ISO 9001 certification.
The company is veritably the harbinger of many firsts in coal mining industry: The first
GPS (Global Positioning System) based Operator Independent Truck Despatch
System (OITDS) was installed in India at Jayant Project of NCL. Using Information
Technology to its advantage, NCL has adopted Integrated Business Solutions (an
ERP package) as its resource management tool.
NCL heaquarters as well as its projects are equipped with FO cable based LANs and
all projects are linked with headquarters through FO cable. More than 800 PCs are
installed in this industry along with approximately 15 high performing servers.

4. Scope of Work
I. The software should meet our requirement for preparation and sending the notices
of accidents in Form IVA, IVB & IVC, Form I and other relevant notices as per
CMR, Mines Act etc.
II. The formats of monthly reports like SSRI, SSRII, MOC, etc. should be made
available.
III. The system should be able to identify the safe/unsafe working procedures.
IV. It should help in enhancing the safe mining operations with the identification of
risks, hazards and its management.
V. It should generate the incidence data, including circumstantial evidences, condition
of the equipment post and prior to incidence, its remedial measures, corrective /
preventive action, performing and reviewing the risk assessment for incidence
investigation and that should help in fixing up the responsibility.
VI. It should have composite injury data including name of the person injured, shift,
time of accident, prior injuries to same person with details, corrective and
preventive action, man-days lost. It should be able to assess the direct / indirect
losses due to accident in term of money as well as loss of production in
tonnage/M3. The software should be able to find out the number of persons injured
for repetitive causes with full details. The compensation to be paid should also be
assessed depending upon the nature / gravity of the injury.
VII. Hazards Management:- SOS should be able to find out the hazards associated
with the operation; for its prevention the necessary alerts should be displayed prior
to attempt of the job. It should perform the risk assessment and record the data at
a glance.

Integrated Management System (consisting of ISO-14001, ISO-9001, OHSAS-
18001 & SA-8000) related to all form & formats, documents and records as per
manual.

XV. CSR activity of project.
XVI. Remote sensing data generated by CMPDI, Ranchi for each project on annual
basis.
The proposed software must cater to all the above mentioned requirements. In addition to
above, other salient features should also be mentioned.
Other than software, full details of hardware requirement should also be mentioned.
Details of manpower requirement should also be listed.
The applicant agency should have implemented a similar project preferably in mining
domain and under conditions similar to those prevailing in India.
Interested parties may submit their EOIs with full details in sealed cover super scribed
with “EOI Notification no. NCL/SGR/SYS/EOI/09/1351” so as to reach the address
given below on or before 22/02/2010.
NCL reserves the right to accept a response to EOI notification or reject any or all of
them or withdraw the Notice at any stage of processing without assigning any reason
whatsoever. Such an event would not cause obligation of any kind to NCL.
NCL shall also not be held responsible for non-receipt of submittals sent by post or
private couriers within the stipulated time.
