1. What is the CPRS?

The Client Profile Registration System (CPRS) is one of the

Internet-enabled applications being developed under the e2m-
Customs Project that facilitates an automated process of
accreditation or registration including renewal and/or
amendments of all BOC stakeholders by appropriate accrediting
offices. Various transactions with the Bureau cannot be processed
unless the client is duly registered with the CPRS.

The e2m-Customs systems that will be relying on the CPRS

database in validating every client transaction are the Electronic
Manifest System, Informal Entry System, Automated Bonds
Management System, Automated Export Documentation System,
Warehousing Entry System, Transshipment System, Online
Release System, Licensing and Clearance System, Hold and Alert
System and the Selectivity System.

2. What are the new features of the CPRS which are

not in the old BOC system?

BOC clients can now electronically submit applications for

accreditation through a VASP, and are, in turn, validated
electronically before being stored in a central database. Before
the accreditation expires, the client is automatically notified by
the system to apply for renewal. CPRS interfaces with other BOC
systems such as electronic manifest and import entry system.

3. What are the accrediting offices for different types
of stakeholders?

The following are the specific offices at the BOC and other
agencies responsible for approving the accreditation or
registration of each stakeholder type:

4. What is the process for registering with the CPRS?

There are different approval BOC offices and Other Government

Agencies who are in charge of accrediting/registering various
types of BOC stakeholders. At the end of every accreditation
process, the concerned/approving office will notify the client via
email on the status of the application.

Broker

Broker lodges his/her CPRS profile via the VASP;

CAS receives the submitted accreditation application including
required documents;
CAS performs approval of the submitted profile;
System will generate an email with attached Certificate of
Registration indicating the assigned unique Customs Client
Number (CCN) for the broker as a proof of accreditation

Importer

Importer lodges his/her CPRS profile via the VASP. Importer must
indicate his nominated broker by encoding his brokers CCN.
CAS receives the submitted accreditation application including
required documents;
CAS performs approval of the submitted profile;
System will generate an email with attached Certificate of
Registration indicating the assigned unique Customs Client
Number (CCN) for the broker as a proof of accreditation

Shipping Line

Shipping line lodges its CPRS profile through the internet site
www.customs.gov.ph using the Login name and password
provided by secretariat of the Association of International

 Shipping Lines (AISL) and Philippine Ship Agents Association
(PSAA).
MARINA/AISL performs auto-accreditation of the CPRS profile
submitted;
BOC MISTG performs approval of the CPRS profile submitted and
an email with attached Certificate of Registration indicating
the assigned unique Customs Client Number (CCN) will be sent
to the email account provided;
BOC MISTG performs activation of the CPRS profile submitted;

Consolidator

Consolidator lodges CPRS profile through the internet site

www.customs.gov.ph using the Login name and password
provided by the Philippine Shippers Bureau (PSB);
The PSB performs auto-accreditation of CPRS submitted;
BOC MISTG performs approval of the CPRS profile submitted;
BOC MISTG performs approval of the CPRS profile submitted and
an email with attached Certificate of Registration indicating
the assigned unique Customs Client Number (CCN) will be sent
to the email account provided;
BOC MISTG performs activation of the CPRS profile submitted;

Warehouse Operator

Warehouse operator lodges CPRS profile application via the VASP;

The BOC Bonded Warehouse Committee receives the submitted
accreditation application including required documents and
processes the warehouse operators CPRS profile approval;
CAS performs approval of the submitted profile;
System will generate an email with attached Certificate of
Registration indicating the assigned unique Customs Client
Number (CCN) for the broker as a proof of accreditation

Authorized Agent Bank (AAB)

Authorized Agent Banks lodges CPRS profile through the internet

site www.customs.gov.ph using the Login name and password
provided by the Bankers Association of the Philippines (BAP).
The BAP performs accreditation of CPRS submitted;
BOC MISTG performs approval of the CPRS profile submitted and
an email with attached Certificate of Registration indicating
the assigned unique Customs Client Number (CCN) will be sent
to the email account provided;
BOC MISTG performs activation of the CPRS profile submitted;

5. What would happen to those whose accreditation is

still valid?

If the accreditation based on the manual CAS accreditation

procedures has not yet expired, the client is still required to enter
his/her profile in the CPRS via the VASP. The submission shall be
part of the registration process of the Import and Assessment
System (IAS). Likewise, new CAS-accredited stakeholders are also
are enjoined to do so the same process of registration. No
FEES/CHARGES shall be collected from any of the stakeholders.

6. Who must register first, importers or brokers?

Brokers must register first and will be issued their Certificates of

Registration which includes the Customs Clients Number (CCN) as
proof of accreditation. The brokers CCN is a mandatory
requirement for the importer to register his own CPRS profile.

7. When can an importer/broker start transacting with

the BOC?

An importer/broker may start lodging import entries only after

he/she has obtained the following:
Certificate of Registration with Customs Client Number
(CCN) and;
Bank Reference Number from the nominated Authorized
Agent Bank (AAB).

An AAB may only issue a Bank Reference Number to an importer
only after the latter has presented the Certificate of Registration
with Customs Client Number (CCN)

8. Who are the accredited Value Added Service

Providers (VASPs) and their contact details?

BOC Clients whose accrediting offices are from the BOC

(Importers, Brokers, Warehouse Operator, Airport Warehouse
Operator, Surety Companies and CY-CFS Operators) must file
their applications for accreditation/registration through the
accredited Value Added Service Providers (VASP). They can obtain
detailed instructions on completing the new BOC accreditation
format and other corresponding requirements by visiting the
VASP websites.

9. When can clients start submitting application for

accreditation?

All importers, brokers, warehouse operators, airport warehouse

operators, surety companies, CY-CFS operators, airlines, shipping
lines, consolidators, freight forwarders, exporters, arrastre
operators, and authorized agent banks may start submitting

accreditation applications effective immediately based on the
Customs Memorandum No. 39-2008.
