INTRODUCTION
This report is generated on the basis of health and safety inspection conducted at
the construction site of Lulu Convention centre cochin on 4th October
2017. The project occupies a construction area of approximately 568000
square metres which includes the convention centre and a grand hotel.
The hotel will have 200 guest rooms, restaurant, grand club, conference
hall. The convention centre will have convention halls, services areas
and basement parking facility for 375 vehicles.
EXECUTIVE SUMMARY
Fire hazard can occur due to the lack of extinguishers in some areas the use of
unwanted substance like cigarettes smoking in the work area could
result on serious harm. Also welding work is carried out near the fuel
storage area may cause fire and explosion therefore implement the safe
system of work with permit system and update the fire plan accordingly
and ensure safety in the event of fire.
There are so many issues surrounding with carrying out of work at height and these
need to be addressed. So use of mobile elevated working platform
increase the safety of work.
Electrical hazard existing in the work area can be avoided by safe system of work
such as isolate power supply when repairing work.
Some hazards due to the lifting of materials can be eliminated by manual aids and
mechanical aids and trained workers for safe lifting operations.
Lack of some personnel protective equipments and improper usage can skipping by
purchasing and providing suitable Personnel protective equipments to
the workers and by enforcing them to use it.
The major hazard of the construction site and the control measures to be taken are
described below.
1. Electrical hazard
The after effects of an electrical accident are very severe so care must be given
while carrying out work in electrical installations. It was noticed that a
worker is repairing a portable electric grinder at ground floor without
switching off main power switch which may lead to electrocution and
injuries and one of the worker working with a damaged cable of a
electrical drill, where there is a chance of contact with live wires and
leading to electrocution and muscle contraction.
Control measures that should be implemented include providing job rotation; provide
a new hand drill machine to the worker, daily cleaning of the water in the
electrical site. conduct Portable Applying Test for the equipment to
identify internal issues. And training to workers regarding the hazards of
the electricity should be given.
For the control measures to be implemented 40000 INR is required for the purchase
of new hand drill machine. Provision of training to workers regarding
Safe System of Work while doing electrical work requires 96 man hours
and training class should be conducted by the health and safety officer.
This unsafe condition of electrical equipments has a high risk of accident and that
can lead to increase in insurance premium. By following these
recommendations the company can have a better reputation.
2. Fire hazard
Fire hazard is the most significant hazard is identified during the inspection. It
observed that fire hose reel was not connected to the fire hydrant and
also there was no fire extinguishers were available in the first floor of the
building where cutting and grinding works are carried out. Other hazard
observed that welding work is carried out near the fuel storage area.
Chance of ignition of fuels which can cause fire and explosion. Also
noticed that two workers smoking near the raw material storage area.
Materials contact with igniting small buds may create huge fire and
explosion.
According to Indian Factories Act 1948 Section 41(b) and 40 it is required to give
adequate equipment and facilities for extinguishing fire and it is also a
violation of C167- Safety and Health in Construction Convention, 1988
(No. 167) Article 24 regarding the provisions taken by employer to avoid
risk of fire and regarding storage of flammable materials are violated.
Therefore the present conditions existing in the company is the naked
violation of the national and international laws.
The total cost for purchasing of fire extinguisher and safety net will cost around
50000 INR. Installation of surveillance camera around the site will cost
90000 INR. Fire risk assessment should be carried out by the line
manager and safety officer. For giving training and working for the
achievement of control measures 140 man hours.
Since fire hazard is having high potential to cause damage to life and property, it can
cause high financial loss. Continuation of this conditions will increases
accidents and further increases the insurance premium that should be
paid by the company. Present situation is also a direct breach of national
and international laws and it can lead to huge fine for the company.
Therefore the measures should be implemented as soon as possible.
3. Manual handling
Manual Handling is an important hazard in the work site. Manual handling hazards
occurs due to improper using of Safe lifting techniques and lifting of
overloaded materials. As per the observation, the workers are mainly
lifting cement bags and gas cylinder alone in bad postures like
stretching, twisting without using any the mechanical aids. Prolonged
bad posture can lead to Hernia, back pain and other musculoskeletal
disorders.
Lifting without using proper mechanical aids and lifting techniques will lead to the
violation of section 23 in Indian Factories Act 1948 as amended in 1986.
Mechanical aids like trolleys, pallet trucks and install hoists should be used for the
handling of heavy weights. Enforce the workers to carry the same load
with more people to reduce the lifting effort. Frequent Job rotation and
breaks should be given at proper intervals.
For purchasing of the trolleys and installing hoist, it will cost 810000 INR is required.
Training of worker about the safe lifting techniques will require 96 man
hours and it should be carried out by safety officer within two weeks.
The present condition can lead to direct and indirect costs to the company. It may be
affects the reputation of the company since national and international
laws are violated. In order to avoid the enforcement actions taken by the
government bodies like fines, prosecution of management person and
this can lead to loss of future business and clients, in order to prevent
this recommendation should be implemented in the construction site.

occupational asthma.
According to Indian Factories Act 1948 as amended in 1986 section 37 and 38
explains about the protection of eyes and precaution against dangerous
fumes, gases etc. The present condition of the work site is a breach of
the factories act. And the inadequacy of proper personnel protective
equipments is the direct violation of Article 20 of C167- Safety and
Health in Construction Convention, 1988 (No. 167).
For the purchasing of the required personnel protective equipment will cost 40000
INR. To provide training to workers regarding the proper usage of the
personnel protective equipments and 144 man hours is required.
5. Work at height
Work carried out at height is possessing high hazard rate in the construction site.
While considering the findings there are workers standing in the truss
area and working in the scaffold without proper guard rails, edge
protection and safety harness. These unsafe acts will lead to severe
injury and increases accident rate. Which reduce the production of
company and even employee may loss his life. There for immediate
actions should be taken to minimise the hazards. In case of an accident
this amount is very much meagre compared to the cost of accident.
As per section 32 B under factories act 1948 states that when any person has to
work at height from where he is likely to fall, provision shall be made, so
far as is reasonably practicable, by fencing or otherwise to ensure the
safety of the person. As per C167- Safety and Health in Construction
Convention, 1989 (No. 167) Article 17, it explains about the preventive
measures that should be provided to carrying work at height including
roof work. So it is a direct breach of the National and International laws.
Provision of Safe system of work can used in the work at height is controls measures
recommended for these problems Mobile elevated working platform can
be provided where there is no other safe means of access and provide
working platform with proper guard rails like top rail, mid rail, and toe
board. Safety harness should be provided, safety nets to minimize
consequences of fall and training should be given to workers regarding
the safe working procedures. Scaffoldings should be erected by
competent persons.
The control measures cost will approximately 150000 INR for the purchasing of
safety harnesses, safety nets and making of working platform with
proper guard rails like top rail, mid rail, and toe board. It also requires
170 man hours for the training and for the
completion of the remedial actions. By providing the control measures worth the
price, the company can avoid huge loss due to medical cost, sick pay,
compensation to injured worker, loss of production
CONCLUSION
It was nice to see the management responsibility about several factors like provision
of spill kits for all vehicles, clean and tidy washrooms and toilets and well
maintained hygienic rest room and eating area. Also a number of issues
which need to be
addressed urgently to avoid serious accidents and compensation claim following the
hazards.
Fire hazard is the most prioritised hazard should be controlled Welding work near the
flammable storage area and lack of fire extinguisher increases the
severity of the hazard. Training to workers related to fire fighting
procedures and extinguishers, implement no smoking policy, purchasing
of additional fire extinguishers are the control measures recommended.
Workers are exposing to high risk while working at height so it is a significant hazard,
since they are working near the unprotected edges of scaffolds, top of
roofs without any fall arresters or personnel protection. Scaffold erecting
properly and use of full body harness and following of a safe system of
work are the control measures recommended. Mobile elevated working
platform should be used to work at height to a certain places.
Electrical hazard may cause higher intensity of harm to people and equipments. If
any contact with live wires to human body to cause burn, shock and
even fatality may occur. Workers repairing electric grinder without
isolating power supply and using damaged cable of electric drill. Isolate
the power supply with using Lock Out- Tag Out system (LOTO) in the
main power switch provide instructions about electrical safety and
conduct portable appliance tests for the equipment to identify internal
issues are the proper control measures.
Workers are lifting heavy cement bag and gas cylinders without using of Safe lifting
techniques. Repetitive and prolonged actions will leads to back pain,
muscle strain and hernias. Provide mechanical aids, installing the hoist
and give frequent rest to workers are the recommended control
measures. Training should be given to workers for the practice of safe
lifting techniques.
There lack of personnel protective equipment provided to the workers, they exposed
to the hazardous substance in the work site. Welder without eye
protection and respirator is exposed to ultraviolet radiation and inhalation
of toxic fumes. Working without personnel protective equipment in
hazardous situation will lead to occupational
diseases. Purchase suitable personal protective equipments are the control measure
to minimise risk.
These recommendations helpful to reduce direct and indirect cost formed by any
incident. These findings show the legal breaches of the national and
international laws. So that providing safe place of work, safe tools and
equipments, safe system of work and give adequate instruction,
information, training, supervision and implement national and
international standards full fill the social requirement of health and
safety. Therefore it will increase the moral duty of employee and improve
the Positive Safety culture of the organisation is that clear link between
safety culture and health and safety performance thereby increases the
quality and rate of production.
