Combination Fire and Smoke Damper Test - Basement Level - Damper to Local Controller - Tracking

and Summary

This test is targeted at verifying the fire and smoke dampers and related interlocks from the individual damper location to the local controller
serving them. It does not verify the complete system. For additional information see the information in the reference section of the procedure
details.
This test procedure is divided into two forms. The Tracking and Summary section provides a quick summary of the process and results, provides a
way to track the test as it is executed and check off major steps as they are completed, and documents sign off on the completed test.
The Procedure Details and Intermediate Data section contains detailed information regarding the execution of the procedure as well as places to
record intermediate information used to develop the summary data documented in the first section. The Tracking and Summary section includes
page number references to the detailed procedure items associated with each summary step. These references are hyperlinked in the electronic
version of the procedure.

Initial each step if the item is completed satisfactorily or the test item associated with the step met the test requirements and passed. If the
item is not satisfactory or the test step fails, record an "F" in the appropriate box instead of your initials. Document the reason for failing
in the comments section as a numbered note and include the note number next to the F on the test form. If the test step has summary data
associated with it, document it on the test form in place of your initials. For the details associated with each step, refer to the detailed
procedure that follows.
Because of space constraints, the dampers have been grouped into three different summary forms as follows:

Instructions: Use the tracking and summary pages to document test progress and results. Use these
pages for reference regarding the details of the steps in the test and to document data required to support
the test and at intermediate points in the process where necessary.
Equipment Required: Heat gun, digital thermometer, flashlight, camera, laser pointer, stop watch.
Acceptance Criteria:
1. Dampers and all components, both internal and external to the duct are accessible to the extent
necessary for inspection, adjustment, repair, and replacement.
2. Damper installation meets the manufacturers requirements for U.L. listing.
3. Dampers close fully when commanded closed and open fully when commanded open.
4. Dampers fail to the proper state upon loss of power.
5. Associated control system inputs reflect their associated damper status.
6. Hi temperature thermal switch closes the damper regardless of the command from the command
control panel.
7. Dampers close with-in 75 seconds of the time the command is sent (based on damper observation,
not limit switch indication)

Precations:
1. Dampers are power driven and could change position rapidly. Keep clear of blades and rotating
elements.
2. If the dampers close suddenly with the fan inoperation, they could generate air hammer and/or
excessive static presssure.
3. Even though the dampers provided for the project have a dynamic rating; i.e. are rated for closing
against air flow, the velocity at design flow rate in some location exceeds the dampers velocity
limits for dynamic closure.

This issue has been reviewed with the design team and the authority having jurisdiction and it has
been determined that the dampers will not need to close against air flow to perform the intended
smoke control sequence.

Thus, this feature is not a requirement of the contract and will not be tested even though it has
been provided. All of this is documented in the commissioning record.

The schematic above illustrates the fire and smoke damper system from a typical damper assembly to
the graphics panel. This test verifies the system from the individual damper location to the local
controller serving the dampers. A second, subsequent test will verify the system from the local
controller to the network controller and graphic control panel. A third test will verify the integrated
operatio of the entire system based on inputs from the graphic control panel selector switches and the
fire alarm system. Note the following:

1 The test will be conducted by issuing commands to the damper through the network or through a
lap top computer connected to the local controller, this will test the point names and definitions in
the controller in addition to testing the wiring and hardware between the controller and the
damper and its associated devices.

2. The damper is powered by 120 vac emergency power and the controller actuates the damper
through a pilot relay because the controller outputs are not rated for 120 vac. In situations where
one output controls multiple dampers, the pilot relay actually pilots other relays to keep the
current limitations of the controller output from being exceeded by the current drawn by more
than one relay coil.

3. The limit switch actuating lever trips two different switches, one for a damper open indication and
one for a damper closed indication.

4. The number of outputs associated with the fire/smoke damper system is related to the number of
damper groupings, not the number of dampers. In most cases, an output will command multiple
dampers through a relay network. For instance one output may control all of the supply dampers
serving a given floor.

5. The number of inputs associated with the fire/smoke damper system is related to the number of
dampers. Each damper or damper assembly will have two inputs associated with it, one for the
open indication and one for the closed indication. Thus, the system knows the status of each
damper but can only command them in groups.

6. The thermal switch associated with each damper is wired directly to its actuator. It does not
interface with the control system.
The picture below depicts a typical single section damper assembly (right) and multi section assembly
(left). Note the following.

1. Each damper assembly will contain at least one actuator (circle A), a limit switch assembly for
sensing blade open/blade closed position, and two thermal switches. The thermal switches and
limit switches will generally be housed in a junction box (circle B). These components could be
located inside or outside the duct.
2. Multiple section dampers (like the picture to the right) also contain jackshafts, multiple actuators,
and multiple limit switch/thermal switch assemblies. These are treated as one damper from the
perspective of the smoke management and control system.
3 The TOR option provides two thermal limit switches. One of the switches closes the damper at a
standard trip temperature, typically 74°C/165°F. The wiring is arranged so that the smoke control
system can over ride this limit switch. A second high limit switch will close the damper regardless
of the command from the smoke control system, typically at 177°C/350°F. In the Seattle Court
House application only the second high limit switch is used.

Prerequisites
1. Well in advance of the test, everyone involved should have reviewed this procedure and all
applicable references to the extent necessary to ensure that they will be able to perform the
work with out having to stop and get more information. It may be desirable for the team to
meet before hand to discuss the test procedures.

2. The commissioning prestart, start-up and verificfation checklists should be completed as well
as any applicable manufacturer's pre-start and start-up recommendations.
3. The local Johnson controller(s) associated with commanding and monitoring the dampers to
be tested should be programmed including the point names and data base. This will allow all
of the point data base information associated with the smoke dampers to be verified by this
test.

4. Johnson Controls should have completed any point to point verifications and other checks that
they perform to ensure that everything is wired and programmed correctly.
5. The air handling systems on the project are equipped with static pressure safety switches and
pressure relief doors. These devices are inteded to protect the system from over-
pressurization due to restricted flow conditions (safety switches) or air hammer (pressure
relief doors). Because the air handling systems may be operating for temporary
environmental control while damper testing is in progress, it is quite likely that the tests will
expose the systems to some risk of restricted flow and/air hammer. This is especially true
since the dampers will be tested on a floor by floor bases and the air handling systems
generally serve multiple floors. Thus the operation and integrety of these safety systems is
critical to avert damage to the systems while they are under test. Refer to the Functional
Testing Guide for Air Handling Systems - Chapter 8 and Chapter 8's supplemental information
to learn more about air hammer and related issues.

7. The intent of this test is to verify all acceptance requirements for the dampers, including
accessiblity for maintenance. Thus, for the test to proceed, it is necessary that all final
finishes be in place at the damper location and that the duct system and all other MEP systems
in the general vicinity be in place. If these systems or finsihes are not in place, it still may be
possible to verify functionality of the damper, but the damper not be signed off as passing
until a point in time when access can be verified with final finishes and systems in place.

8. Access is required to all components associated with the fire and smoke damper for both
maintenance and inspection. By code, these inspections will need to occur every 2 to 4 years
in addition to the initial acceptance test and routine maintenance. Access doors and panels or
removable ceiling tiles must be provided in the architectural finishes in sufficient quantity,
size and location to allow all external to the duct components to be inspected and serviced.
Typical operations include:
Actuator removal and replacement.
Limit switch removal and replacement.
Temperature switch resetting, removal and replacement.
Access toall electrical junction boxes as necessary for troubleshooting and inspection.
The architectural access provisions must also provide complete access to the duct mounted
access doors as necessary for all functions necessary to inspect and maintain components
inside the duct. On large multi-section dampers, there will be actuators, limit swithes and
thermal switches inside the duct in addition to outside the duct, which will require service per
the previous list. In addition the following items will require service and inspection:

Blade and jamb seals.


Jack shafts.
Jack shaft and damper bearings.
Each damper should be inspected to ensure that all of these service functions can be
accomodated via the access provided. If not, then the deficiency should be noted for
correction. Functional testing of the damper may proceed assuming access is sufficient to
allow it, but final sign-off can not occur until the inadquate access is rectified.
9. Given the size of the project and number of dampers, there are bound to be situations
encountered where a defective component is identified, access is inadequate, or wiring needs
to be repaired. To ensure a timely resolution of problems, a system should be enplace that
allows the contractors to correct a problem of this type when it is brought to their attention by
the test coordinator. It is recommended that the contractors meet ahead of time with the
Owner and other necessary parties and develop a procedure for handling these problems
including chain of command, authorization, documentation and payment.

6. Documenting the time and date on which the test started will subsquently allow it to be
correlated with other events that may occur in the building during the test. This can be useful
troubleshooting information because at the time of the test, its interaction with other systems
and the impact created by those interactions may not be obvious.

2. Shutting down the fans for the damper inspection and test could create issues with regard to
maintaining space conditions for the finish work because the airhandling units serve multiple
floors. Because these dampers are dynamic dampers, it would be possible to shut them with
out shutting down the fans as long as the velocities are below the velocity limit for the
damper. This is why having the CBG information regarding damper velocities is desirable
and listed as a preparation step (step 5). Other options that would address this issue include:

Option 1: Shut down the fans only while the dampers are changing position. Restart the fans
once the dampers are closed. Shut them down again to open the dampers, and then restart
them after the dampers are open.

Option 2: It will probably take some time for the space conditions to drift out of tolerance
when the fans are off. Monitor space conditions in the areas with critical requirements while
the fans are down. Suspend the test and restart the fans or implement option 1 above if space
conditions drift out of tolerance.

3 If the fans are not shut down, exercise cation when opening duct access panels since there
will be significant pressure and airflow behind them due to the fan operation.

5. The limit switch package provided with the dampers includes two limit switches, one with a rating at 165°F to

The operating sequence on this project only required the high limit switch, thus there exists
the potential for a wiring error. This step samples the dampers to make sure that the correct
switch has been wired into the system. Based on the Greenheck data, it should be the switch
with the Black and Brown leads. (The lower temperature switch is supposed to have Orange
and Brown leads.)
The test also attempts to verify that the switch trips at or near the required set point using a
heat gun. This may be difficult to do, either due to the difficulty in getting the switch hot
enough or the difficulty associated with measuring the temperature at the same time in a
confined space. We were able to do this previously but it was not easy. At a minimum, the
wiring should be checked to verify the correct switch has been used. If the correct switch has
been used, it also implies that the switch will shut down the damper regardless of the
command because it is in series with the only signal to the actuator if things are wired
correctly.
Actually tripping the switch provides positive proof that it will close the damper even if it is
being commanded open in addition to verifying that the switch works. If heating the switch to
verify its operation and/or documenting trip temperature becomes impractical due to metering,
time, or access issues, then only trip a sampling of the switches selected for testing.

6. Most of this step is self-explanitory. If you were not able to get the switch hot enough to trip
in the preceeding step, then step 6a. won't apply. But it is desirable to do it if possible because
it proves that the limit switch will close the damper, even if it is being commanded open.

7. This step verifies:


1. That the damper is associated with the correct output from the JCI system.
2. That the limit swithes on the damper correspond to the correct inputs on the JCI system.
3. That the limit switches change state at the appropriate times.
4. That the damper cycle time is with in the specification requirements.
In general terms, the open indication limit switch should not show that the damper is open
fairly early in the closing cycle. The closed indication limit switch should not show that the
damper is closed until it is very close to being completely closed.

8. This step is the reverse of step 7 and the same considerations apply.
