Concept Paper

This concept paper proposes interactive peer tutoring sessions to improve secondary education in the Philippines. [1] The sessions would allow students to explore subjects beyond the curriculum and assess if instruction is sufficient. [2] They would involve theory discussions and experiments split over half-days throughout the year. [3] The goals are to improve education quality and let students provide feedback on curriculum effectiveness.

Martin John V. Recentes Concept Paper: Interactive Peer Tutoring Sessions

I. Introduction
The Philippine education system in the secondary level is still in its traditional roots. Grades and the
very understanding of the subject material are very much reliant on the test scores of the students, and all
instruction load are teacher based. Oftentimes, this traditional system impedes the growth of every student,
and the whole education system in general. One of the problems that it creates is that students are
encapsulated to the curriculum. Furthermore, the students could not asses nor validate whether or not
instruction is sufficient, and efficient. All of these would lead to inadequacy of literacy brought by the traditional
system of education in the country.
In this regard, this concept paper will dwell on the Idea of Interactive Peer Tutoring Sessions. This
would not only be a single event, but a continuous program of events whose aim is to empower students to
think more critically by letting them see what lies beneath the curriculum and have a chance to take it the
higher heights.

II. PROJECT DESCRIPTION

The Interactive Peer Tutoring Sessions would be a program that would be implemented to each and
every secondary education institution of the Department of Education. The following are its primary goals
and objectives upon execution and completion:

A. Goals and objectives

 To improve the overall quality of secondary education in the Philippines
 To let all the students, explore the subject area better.
 To make the students asses whether the curriculum is efficient, and adequate.

b. Methodology and timeline

The Interactive Peer tutoring sessions will be split into two parts, one would be the theory
session, and the other would be the application session. The theory session would be the part of the
program where the students will learn about the theory, interactively discuss it with their peers, and
would continuously debate about the topics that are in store for them for the day. On the other hand,
the application part would simply be and application of theory, where students would be subjected
to real world problems, and goals, as well as experiments and the like.
Peer tutoring sessions could go over the whole year. As they say, learning does not stop,
especially if one is having fun in doing it. And the event could go into for a whole day, the first half is
where they would be subjected into theory session, and the second is where the application part
comes, or just to half days in which would be an alternate cross of theory sessions and application
sessions. The following is the example program of the event in STEM should the event proceed:
A. STEM
First Half (AM Session) Theory Practice:
- Physics Enrichment
- Chemistry Enrichment
- Biology Enrichment
Second Half (PM Session) Lab Experiments
- Simulations
- Experiment Making

c. BENEFITS AND ANTICIPATED OUTCOME

Through this program, students will be given more time to actively interact with their peers
regarding a subject area, as well as validate and assess whether or not their curriculum is
sufficient what they really need. Furthermore, the outcome of this program would improve the
secondary education system in general, for it would let not only the teachers to expound their
subject area into deeper depths, but also serve as the benchmark for the curriculum, making a
two-way process between curriculum builders and students.

iii. support needed and costs

First, there needs to be support from the administration itself since the evaluation cannot be
administered if it wasn’t approved by the Department of Education. Funding would also be very important in
this program. The materials needed for application sessions, especially for STEM students needs funding for
students could not afford and attain those on their own. Finally, general support from students and parents
alike are needed since the whole program is about creating avenues for both the curriculum and the students,
and the parents as well since the program would entail the cognitive and psychosocial welfare of their sons
and daughters.
